A treatment facility for removing toxic metals from storm water runoff to provide clean water. The treatment facility includes a pretreatment chamber for removing large toxic particles from the storm water runoff and absorbent chamber for removing fine particles of toxic metals from the storm water runoff. The absorption chamber has an absorption bed of three absorptive materials for removing the fine particles of toxic metals from the storm water runoff.

What is claimed is: 1. A gravel filter treatment facility, which is buried in the ground, for removing toxic metals from storm water, comprising: (i) a pre-cast concrete fault consisting of: (a) a rectangular shaped concrete base; (b) four concrete side walls which extend vertically upward from sai

What is claimed is: 1. A gravel filter treatment facility, which is buried in the ground, for removing toxic metals from storm water, comprising: (i) a pre-cast concrete fault consisting of: (a) a rectangular shaped concrete base; (b) four concrete side walls which extend vertically upward from said concrete base, said four concrete side walls being attached to one another to form a rectangular shaped assembly of upstanding concrete side walls; and (c) an absorption chamber formed within said rectangular shaped assembly of upstanding concrete side walls; (ii) a grate cover positioned on top of said rectangular shaped assembly of upstanding concrete side walls at the upper end of said pre-cast concrete fault, said grate cover being removable from said pre-cast concrete fault; (iii) a discharge pipe resting on an upper surface of the rectangular shaped base of said pre-cast concrete fault, said discharge pipe passing through one of the four side walls of said pre-cast concrete fault, said discharge pipe having an end which is positioned exterior to said pre-cast concrete fault and connected to a storm drain positioned adjacent said pre-cast concrete fault; (iv) a plurality of porous collection pipes resting on the upper surface of the rectangular shaped base of said pre-cast concrete fault, said porous collection pipes being positioned parallel to one another, each of said porous collection pipes having one end connected to said discharge pipe wherein fluid flow is from said absorption chamber through said porous collection pipes and said discharge pipe into said storm drain; (v) an absorption bed consisting of first, second and third layers of absorbent materials stacked one on top of another within said absorption chamber above said plurality of porous collection pipes, said first, second and third layers of absorbent materials consist of a bottom layer of activated alumina, a middle layer of bone char and a top layer of gravel, said first, second and third layers of absorbent materials removing fine particles of said toxic metals from said storm water to provide clean water to said porous collection pipes, wherein the clean water provided to said porous collection pipes flows through said porous collection pipes and said discharge pipe into said storm drain; and (vi) a paved apron having one end positioned at the top end of a first side wall of said four concrete side walls, said paved apron allowing said storm water to drain into the treatment facility from a concrete pavement, said paved apron being slopped at approximately seven percent to allow said storm water to drain into the absorption chamber of said gravel filter treatment facility, said paved apron having a slope of seven percent and a porous pavement curb mounted on an upper end of said paved apron which functions as a course filter to remove large particles of said toxic metals from said storm water. 2. The gravel filter treatment facility of claim 1 wherein said grate cover comprises a fiber glass grate cover. 3. The gravel filter treatment facility of claim 1 wherein the toxic metals removed from said storm water by the absorption bed within the absorption chamber of said gravel filter treatment facility include aluminum, cadmium, chromium, copper, iron, lead, and zinc. 4. The gravel filter treatment facility of claim 1 wherein said grate cover allows said storm water to flow into the absorption chamber of said gravel filter treatment facility removing coarse trash, leaves and debris from said storm water flowing into the absorption chamber of said gravel filter treatment facility. 5. The gravel filter treatment facility of claim 1 wherein a length for said paved apron from said porous pavement curb to the first side wall of said four concrete side walls is approximately 3.5 feet. 6. The gravel filter treatment facility of claim 1 wherein said concrete base has a width of 5.98 feet, and a length of 11 feet, the first side wall of said four concrete side walls has a height of 2.50 feet, and a second side wall of said four concrete side walls has a height of 3.5 feet wherein said first side wall and said second side wall are opposite one another. 7. The gravel filter treatment facility of claim 1 wherein said absorption chamber has a width of 5.0 feet, a length of 10.0 feet and a depth of chamber 1.67 feet above said collection pipes. 8. A method for removing toxic metals from storm water comprising the steps of: (a) directing said storm water along a fluid flow path through a porous pavement curb mounted on an upper end of a paved apron to remove large particles of said toxic metals from said storm water, wherein said porous pavement curb mounted on the upper end of said paved apron functions as a course filter to remove large particles of said toxic metals from said storm water and said paved apron has a slope of seven percent; (b) directing said storm water along said fluid flow path to a grate cover located on a top portion of a gravel filter treatment facility, wherein said paved apron which has an approximate slope of seven percent directs said storm water to said grate cover; (c) passing said storm water through said grate cover to remove coarse trash, leaves and debris from said storm water; (d) directing said storm water along said fluid flow path into an absorption chamber located within said gravel filter treatment facility, wherein absorbent chamber includes an absorption bed of first, second and third absorption materials stacked on top of one another within said absorption chamber, wherein said first, second and third absorption materials consist of a bottom layer of FS-50 Activated Alumina, a middle layer of bone char and a top layer of gravel; (e) removing fine particles of said toxic metals from said storm water by passing said storm water through said absorption bed of first, second and third absorption materials which results in treated water exiting said absorption bed of first, second and third absorption materials; and (f) directing said clean water along said fluid flow path from said absorption bed of first, second and third absorption materials to a plurality of porous collection pipe wherein said treated water passes through said collection pipes and then exits said collection pipes through a discharge pipe into a storm drain. 9. The method of claim 8 wherein said absorption bed of first, second and third absorption materials operate to remove said toxic metals from said storm water including toxic particles of aluminum, cadmium, chromium, copper, iron, lead, and zinc. 10. The method of claim 8 wherein said grate cover comprises a fiber glass grate cover.
