A sanitary refuse collecting and packaging device having a housing unit that can be positioned on or over a waste basket. The housing unit can be configured to have a door and opening for permitting entry of refuse and can include a movement mechanism, material shaft rollers for dispensing replaceable collection pouch material, formation rollers, and a cutting unit.
