The heater element is formed from porous metallised fabric such a nickel plated woven polyester fabric by photochemical etching of a suitable track pattern onto the metallised fabric. The formed heater element is then laminated into a lining. The material of the lining may be impregnated with microencapsulated functional chemicals such as fragrances, perfumes, antimicrobials or insect repellents. The microcapsules release their contents on activation due to heat generated by the heater element.

A breathable garment heater element for use in a garment comprising: a metallised substrate of porous fabric having a plurality of components each encapsulated with metal wherein the metal on the metallised substrate of fabric is photochemically etched to form the breathable garment heater element by selectively etching out metal encapsulated about the plurality of components of the substrate of porous metallised fabric. 2. A garment heater element according to claim 1 having a thermal protection device to allow temperature control of the heater element. 3. A garment heater according to claim 2 wherein the thermal protection device is a surface mounted thermistor. 4. A garment heater element according to claim 1 wherein the metallised fabric is a fabric coated with a continuous layer of metal. 5. A garment heater element according to claim 1 wherein the components of the substrate of porous metallised fabric are yarns, the individual yarns being encapsulated in metal prior to manufacture of the porous metallised fabric. 6. A garment heater element according to claim 1 wherein the fabric is selected from the group consisting of woven, non-woven, knitted, laminated composite, pressed felt, and braid fabrics. 7. A garment heater element according to claim 1 wherein the components of the substrate of porous metallised fabric are woven polyester threads and the metal is nickel. 8. A garment heater element according to claim 1, further comprising: termination pads for connection of the heater element to a battery/control system. 9. A garment heater element according to claim 1, wherein the metallised substrate of porous fabric is laminated between layers of a continuous polymer to produce a waterproof, flexible heater element. 10. A garment according to claim 1 including a breathable film or membrane that is substantially impervious to liquid water but which allows water vapour to pass through. 11. A garment according to claim 1 having heat-activatable agents for release due to heat generated by the heater element. 12. A garment according to claim 11 wherein the heat-activatable agents are disposed in an inner fabric face of the lining or garment. 13. A garment according to claim 11 wherein the agents are selected from the group consisting of antimicrobials, insect repellents, fragrances and perfumes. 14. A garment according to claim 11 wherein the agents are microencapsulated in microcapsules. 15. A garment according to claim 14 wherein the microcapsules melt at an initiation temperature. 16. A garment according to claim 14 wherein the microcapsules allow diffusion of the agent through their walls to effect a slow release mechanism within the garment or lining at an initiation temperature. 17. A garment lining including a breathable garment heater element, comprising: a metallised substrate of porous fabric having a plurality of components each encapsulated with metal wherein the metal on the metallised substrate of fabric is photochemically etched to form the breathable garment heater element by selectively etching out metal encapsulated about the plurality of components of the substrate of porous metallised fabric. 18. A garment lining according to claim 17 including a breathable layer that is substantially impervious to liquid water but which allows water vapour to pass through. 19. A garment lining according to claim 17 having heat-activatable agents for release due to heat generated by the heater element. 20. A garment lining according to claim 19 wherein the heat-activatable agents are disposed in an inner fabric face of the lining or garment. 21. A garment lining according to claim 19 wherein the agents are selected from antimicrobials, insect repellents, fragrances and perfumes. 22. A garment lining according to claim 19 wherein the agents are microencapsulated in microcapsules. 23. A garment lining according to claim 22 wherein the microcapsules melt at an initiation temperature. 24. A garment lining according to claim 22 wherein the microcapsules allow diffusion of the agent through their walls to effect a slow release mechanism within the garment or lining at an initiation temperature. 25. A breathable flexible electrical interconnect for use in a garment, comprising: a metallised substrate of porous having a plurality of components each encapsulated with metal wherein the metal on the metallised substrate of fabric is photochemically etched to form the breathable garment heater element by selectively etching out metal encapsulated about the plurality of components of the substrate of porous metallised fabric. 26. A breathable flexible electrical interconnect according to claim 25 wherein the metallised fabric is a fabric coated with a continuous layer of metal. 27. A breathable flexible electrical interconnect according to claim 25 wherein the components of the substrate of porous metallised fabric are yarns being encapsulated in metal prior to manufacture of the porous metallised fabric. 28. A breathable flexible electrical interconnect according to claim 25 wherein the fabric is selected from the group consisting of woven, non-woven, knitted, laminated composite, pressed felt and braid fabrics. 29. A breathable flexible electrical interconnect according to claim 25 incorporated into a device selected from a data input device, keypad, and keyboard for a garment. 30. A flexible fabric electronic device for data entry or control, incorporating an electrical interconnect, comprising: a metallised substrate of porous fabric, having a plurality of components each encapsulated with metal wherein the metal on the metallised substrate of fabric is photochemically etched to form the breathable garment heater element by selectively etching out metal encapsulated about the plurality of components of the substrate of porous metallised fabric. 31. A flexible fabric electronic device according to claim 30 wherein the device is configurable between a storage configuration and a use configuration by unrolling. 32. The breathable garment heater element according to claim 1 wherein the components of the substrate of porous metallised fabric are individual fibres, the individual fibres being encapsulated in metal prior to the manufacture of the substrate of porous metallised fabric. 33. The breathable garment heater element according to claim 1 wherein the components of the substrate of porous metallised fabric are individual yarns, the individual yarns being encapsulated in metal after manufacture of a substrate of a porous fabric to form the substrate of porous metallised fabric. 34.
