The brake control device according to claim 19, wherein said control unit determines that said brake-on condition is satisfied when more than half of said first plurality of signals meet said first brake-on criterion or more than half of said second plurality of signals meet said second brake-on criterion. 21. The brake control device according to claim 19, wherein said first brake-off criterion is not an opposite state of said first brake-on criterion, and wherein said second brake-off criterion is not an opposite state of said second brake-on criterion. 22.
