In one implementation, the system includes an optical sensor capable of detecting water at a certain level, a sensing device capable of differentiating oil and water, and an alarm indicator. The sensors are in communication with an indicator which is capable of providing alert signals. The optical sensor is configured to activate a second alarm in the indicator when water is detected at about a predetermined level and the sensing device is configured to trigger a first alarm when oil in water is detected at about the predetermined level. The sensors can also be interconnected such that the sensing device is activated upon detection of water by the optical sensor, reducing the power consumption of the system.

An alarm system for detecting the presence of conductive and non-conductive liquid in a confined area, comprising: an optical sensor capable of detecting the presence of liquid at a first predetermined level in the confined area, wherein the optical sensor is mounted in the confined area such that the optical sensor terminates at the first predetermined level and an electrical circuit of the optical sensor triggers a first alarm when the optical sensor is in contact with liquid; and a capacitance based dielectric sensor capable of differentiating between conductive and non-conductive liquid, wherein the capacitance based dielectric sensor is mounted in the confined area such that the capacitance based dielectric sensor terminates at a second predetermined level that is at least 1/16" above the first predetermined level, the capacitance based dielectric sensor is operatively coupled to the optical sensor such that the electrical circuit of the optical sensor activates an electrical circuit of the capacitance based dielectric sensor only when the optical sensor detects the presence of liquid at the first predetermined level in the confined area, and the electrical circuit of the capacitance based dielectric sensor triggers a second alarm when the capacitance based dielectric sensor is in contact with a non-conductive liquid. 2. The alarm system of claim 1, wherein the optical sensor is a solid state electro-optic sensor comprising a light emitting diode and a light receiver encapsulated within a prism. 3. The alarm system of claim 1, further comprising an indicator which provides a signal when the activated capacitance based dielectric sensor does not sense the presence of a non-conductive liquid. 4. The alarm system of claim 1, wherein the non-conductive liquid comprises oil. 5. The alarm system of claim 1, wherein the optical sensor and the capacitance based dielectric sensor are mounted in a compact housing. 6. The alarm system of claim 1, wherein the first alarm and the second alarm are selected from the group consisting of audible signals, visible signals, infrared signals, and combinations thereof. 7. The alarm system of claim 1, wherein the first alarm and the second alarm are located external to the confined area. 8. The alarm system of claim 1, further comprising one or more user operated selector switches configured to silence, dismiss, or test the first alarm or the second alarm. 9. The alarm system of claim 1, further comprising: a submersible pump; and a submersible pump controller comprising a pair of capacitive sensors positioned below the first predetermined level in the confined area, wherein the submersible pump controller activates the submersible pump when the pair of capacitive sensors detect water and deactivates the submersible pump when the pair of capacitive sensors detect oil or a lack of water. 10. A method of providing an alarm when oil or water is present in a confined area, said method comprising: using an optical sensor to determine the presence of liquid in the confined area, wherein the optical sensor is mounted in the confined area such that the optical sensor terminates at a first predetermined level, and the optical sensor determines the presence of liquid by transmitting light across a predetermined space in the confined area and determining whether liquid is present in said space based on the amount of light transmitted therethrough; energizing a capacitance sensing device that is capable of differentiating between oil and water when liquid is present in said space, wherein an output of the optical sensor indicative of the presence of liquid in said space is used to energize the capacitance sensing device, and the capacitance sensing device is mounted in the confined area such that the capacitance sensing device terminates at a second predetermined level that is above the first predetermined level; detecting whether oil is present in the liquid via said energized capacitance sensing device; transmitting a signal to activate a first alarm if the presence of oil is detected in said liquid; and de-energizing the capacitance sensing device when liquid is no longer present in said space, wherein an output of the optical sensor indicative of lack of liquid in said space is used to de-energize the capacitance sensing device. 11. The method of claim 10, further comprising transmitting a signal to activate a second alarm when liquid is present in said space and oil is not present in the liquid. 12. The method of claim 10, wherein the confined area is an electrical vault. 13. The method of claim 10, wherein the optical sensor and the capacitance sensing device are mounted in an encapsulated housing that also contains a control circuit. 14. The method of claim 10, wherein the optical sensor is a solid state electro-optic sensor comprising: an LED configured to transmit light across the predetermined space; a light receiver configured to measure the amount of light transmitted therethrough; and solid state electronics configured to determine whether liquid is present in said space by comparing an output of the light receiver to a predetermined reference level. 15. An alarm system for detecting the presence of conductive and non-conductive liquid in a confined area, comprising: sensing means for optically sensing the presence of liquid at a predetermined level in the confined area; detecting means for detecting the presence of oil in the liquid above the predetermined level, wherein said detecting means is activated by the sensing means when liquid is present at the predetermined level, wherein said detecting means is de-activated by the sensing means when liquid is not present at the predetermined level; and alarm means for providing an alarm when the detecting means detects the presence of oil in the liquid above the predetermined level, wherein the sensing means and the detecting means are mounted in the confined area such that the detecting means terminates at least 1/16" above a termination point of the sensing means. 16. The alarm system of claim 15, further comprising additional alarm means for providing an additional alarm when the sensing means senses the presence of liquid at the predetermined level in the confined area. 17. The alarm system of claim 15, further comprising housing means to enclose control electronics for said sensing means and detecting means and at least portions of said sensing means and detecting means. 18. The alarm system of claim 15, further comprising means for allowing a user to silence, dismiss, or test said alarm.
