What is claimed is: 1. An antimicrobial liquid hand cleanser composition consisting essentially of: (a) water; (b) a primary hand cleanser surfactant composition comprising at least two anionic surfactants; (c) a biocide selected from the group consisting of halogenated aromatics, and phenolics; and (d) a glutinous surfactant component selected from the group consisting of: cocamidopropyl PG-dimonium chloride phosphate; dimer dilinoleamido-propyl PG-dimonium chloride phosphate; sodiumgrapeseedamidopropyl PG-dimonium chloride phosphate; sodium olivamidopropyl PG-dimonium chloride phosphate; linoleamidopropyl PG-dimonium chloride phosphate; PEG-8 dimethicone sunfloweramidopropyl PG-dimonium complex; sunfloweramidopropyl phosphate PG-dimonium chloride and mixtures thereof, wherein the surfactant has a relative contact angle value with water of at least about +10° with respect to the primary hand cleanser surfactant composition, the glutinous surfactant being present in an amount effective to alter the tactile properties of the primary hand cleanser surfactant composition, and wherein the glutinous surfactant component is present in an amount of more than 3% up to about 7% based on the total weight of the composition; and the composition is further characterized in that the relative amounts of glutinous surfactant and primary hand cleanser surfactant are such that the glutinous surfactant is present in an amount of less than about 20 weight % of the combined dry weight of the glutinous surfactant and the primary hand cleanser surfactant. 2. The antimicrobial hand cleanser according to claim 1, wherein the glutinous surfactant component comprises cocamidopropyl PG-dimonium chloride phosphate. 3. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises dimer dilinoleamidopropyl PG-dimonium chloride phosphate. 4. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises sodiumgrapeseedamidopropyl PG-dimonium chloride phosphate. 5. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises sodium olivamidopropyl PG-dimonium chloride phosphate. 6. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises linoleamidopropyl PG-dimonium chloride phosphate. 7. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises PEG-8 dimethicone sunfloweramidopropyl PG-dimonium complex. 8. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component comprises sunfloweramidopropyl phosphate PG-dimonium chloride. 9. The liquid hand cleanser according to claim 1, wherein the glutinous surfactant component has a relative contact angle value with water of at least about +20° with respect to the primary surfactant composition. 10. The liquid hand cleanser composition according to claim 1, wherein the primary surfactant composition further comprises at least one nonionic surfactant. 11. The liquid hand cleanser composition according to claim 1, wherein the biocide comprises a halogenated aromatic compound. 12. The liquid hand cleanser composition according to claim 11, wherein the halogenated aromatic compound is: 13. The liquid hand cleanser composition according to claim 1, wherein the composition further comprises glycerine. 15. An antimicrobial liquid hand cleanser composition comprising: (a) water present in an amount of up to about 75% by weight; (b) a primary hand cleanser surfactant composition comprising at least two anionic surfactants; (c) a biocide selected from the group consisting of halogenated aromatics, and phenolics; and (d) a glutinous surfactant component selected from the group consisting of: cocamidopropyl PG-dimonium chloride phosphate; dimer dilinoleamido-propyl PG-dimonium chloride phosphate; sodiumgrapeseedamidopropyl PG-dimonium chloride phosphate; sodium olivamidopropyl PG-dimonium chloride phosphate; linoleamidopropyl PG-dimonium chloride phosphate; PEG-8 dimethicone sunfloweramidopropyl PG-dimonium complex; sunfloweramidopropyl phosphate PG-dimonium chloride and mixtures thereof, wherein the glutinous surfactant component is present in an amount of more than 3% by weight up to about 7% based on the total weight of the composition, the glutinous surfactant being operative to increase rinse time with respect to a like composition consisting of water and the primary surfactant composition. 16. The liquid hand cleanser composition according to claim 15, operative to increase rinse time at least 10% with respect to a like composition consisting of water and the primary surfactant composition. 17. The liquid hand cleanser composition according to claim 15, operative to increase rinse time at least 15% with respect to a like composition consisting of water and the primary surfactant composition. 18. The liquid hand cleanser composition according to claim 15, operative to increase rinse time at least 20% with respect to a like composition consisting of water and the primary surfactant composition. 19. A method of formulating a hand cleanser composition comprising preparing a mixture of: (a) water in an amount of up to about 75% by weight of the composition; (b) a primary hand cleanser surfactant composition comprising at least two anionic surfactants; (c) a biocide selected from the group consisting of halogenated aromatics, and phenolics; and (d) a glutinous surfactant component selected from the group consisting of: cocamidopropyl PG-dimonium chloride phosphate; dimer dilinoleamido-propyl PG-dimonium chloride phosphate; sodiumgrapeseedamidopropyl PG-dimonium chloride phosphate; sodium olivamidopropyl PG-dimonium chloride phosphate; linoleamidopropyl PG-dimonium chloride phosphate; PEG-8 dimethicone sunfloweramidopropyl PG-dimonium complex; sunfloweramidopropyl phosphate PG-dimonium chloride and mixtures thereof, wherein the glutinous surfactant is present in an amount of more than 3% by weight and up to about 7% by weight based on the weight of the composition including water and wherein the glutinous surfactant alters the tactile properties of the composition so as to lengthen hand cleansing times. 20. A liquid hand cleanser composition consisting essentially of: (a) water present in an amount of up to about 75% by weight; (b) a primary hand cleanser surfactant composition comprising at least two anionic surfactants; (c) a biocide selected from the group consisting of halogenated aromatics, and phenolics; and (d) a glutinous surfactant component selected from the group consisting of: cocamidopropyl PG-dimonium chloride phosphate; dimer dilinoleamido-propyl PG-dimonium chloride phosphate; sodiumgrapeseedamidopropyl PG-dimonium chloride phosphate; sodium olivamidopropyl PG-dimonium chloride phosphate; linoleamidopropyl PG-dimonium chloride phosphate; PEG-8 dimethicone sunfloweramidopropyl PG-dimonium complex; sunfloweramidopropyl phosphate PG-dimonium chloride and mixtures thereof, wherein the glutinous surfactant component is present in an amount of more than 3% by weight based on the total weight of the composition, the glutinous surfactant being operative to increase rinse time with respect to a like composition consisting of water and the primary surfactant composition. 21. The liquid hand cleanser composition according to claim 1, wherein the glutinous surfactant is present in an amount of at least 5% by weight based on the weight of the composition including water. 22. The liquid hand cleanser composition according to claim 15, wherein the glutinous surfactant is present in an amount of at least 5% by weight based on the weight of the composition including water. 23. The method according to claim 19, wherein the glutinous surfactant is present in an amount of at least 5% by weight based on the weight of the composition including water. 24. The liquid hand cleanser composition according to claim 20, wherein the glutinous surfactant is present in an amount of at least 5% by weight based on the weight of the composition including water.
