A system and method are provided for selectively containing and dispensing a predetermined liquid material in and from a source container in failsafe manner, wherein a housing is disposed to receive a pressurized fluid stream, and a selectively operable valve assembly is disposed in a flow path defined in the housing. The housing includes an inlet, an outlet, and an intermediate portion extending therebetween, which is formed with an admission port for admitting the predetermined liquid material. The valve assembly is disposed between the housing's inlet and outlet, and may be selectively operated to alternatively open and close access of the predetermined liquid material into the housing. The valve assembly is operably actuated responsive at least in part to the pressurized fluid stream in the flow path, whereby admission of the predetermined liquid material into said housing is keyed by introduction of the pressurized fluid stream into the flow path.

What is claimed is: 1. A system for failsafe controlled dispensing of a liquid material comprising: a housing having an inlet, an outlet, and an intermediate portion extending therebetween, said intermediate portion having formed therein an admission port for admission of the liquid material therethrough; a control valve disposed in said intermediate portion for directing a pressurized fluid stream entering said inlet, said control valve being selectively disposed between at least open and closed configurations; and, a response valve disposed in a flow path between said control valve and said outlet, said response valve being actuable between active and inactive configurations responsive to said control valve direction of said pressurized fluid stream, said response valve being maintained in said active configuration by delivery of said pressurized fluid stream to said open control valve; wherein admission of the liquid material into said housing is enabled by said response valve being in said active configuration; wherein said response valve includes a displaceable assembly displaceable between active and inactive positions relative to said housing to assume said respective active and inactive configurations, said displaceable assembly being resiliently biased to one of said inactive and active positions; wherein said displaceable assembly includes a spring loaded piston member disposed in axially displaceable manner within a receiving compartment in said housing intermediate portion, said piston member having an interface end and a mixing chamber extending axially therefrom, said mixing chamber being in open communication with said admission port when said displaceable assembly is disposed in said active position; and, wherein said intermediate portion of said housing has formed therein a plurality of vent ports offset from said admission port, and said displaceable assembly includes a plurality of seal members disposed on said piston member axially displaced one from the other to isolate said vent ports one from the other in sealed manner when said displaceable assembly is disposed in said inactive position. 2. The system as recited in claim 1, wherein said housing includes a coupling structure projecting therefrom for releasable coupling to an external source of the liquid material, said coupling structure including a nipple extending from said admission port and a neck disposed thereabout, a first and a second of said vent ports being respectively disposed inside and outside positions relative to said neck. 3. A system for failsafe controlled dispensing of a liquid material comprising: a housing having an inlet, an outlet, and an intermediate portion extending therebetween, said intermediate portion having formed therein an admission port for admission of the liquid material therethrough; a control valve disposed in said intermediate portion for directing a pressurized fluid stream entering said inlet, said control valve being selectively disposed between at least open and closed configurations; and, a response valve disposed in a flow path between said control valve and said outlet, said response valve being actuable between active and inactive configurations responsive to said control valve direction of said pressurized fluid stream, said response valve being maintained in said active configuration by delivery of said pressurized fluid stream to said open control valve; wherein admission of the liquid material into said housing is enabled by said response valve being in said active configuration; wherein said response valve includes a displaceable assembly displaceable between active and inactive positions relative to said housing to assume said respective active and inactive configurations, said displaceable assembly being resiliently biased to one of said inactive and active positions; wherein said displaceable assembly includes a spring loaded piston member disposed in axially displaceable manner within a receiving compartment in said housing intermediate portion, said piston member having an interface end and a mixing chamber extending axially therefrom, said mixing chamber being in open communication with said admission port when said displaceable assembly is disposed in said active position; and, wherein said control valve includes a rotary member angularly displaceable within said intermediate portion of said housing between open and closed angular positions, said rotary member having a fluid conduit formed therethrough, said fluid conduit in said open position aligning between said housing inlet and at least a portion of said piston member interface end; whereby the pressurized fluid entering said inlet is at least partially conveyed through said fluid conduit to displace said piston member interface end, at least a portion of said pressurized fluid passing through said mixing chamber for combined expulsion with the liquid material therefrom. 4. The system as recited in claim 3, wherein said rotary member is angularly displaceable to a bypass position disposed intermediately between said open and closed positions, said fluid conduit in said bypass position aligning between said housing inlet and a bypass channel defined in said housing intermediate portion about said receiving chamber, whereby the pressurized fluid entering said inlet is at least partially conveyed through said fluid conduit for passage to said outlet through said bypass channel. 5. A system for failsafe controlled dispensing of a liquid material comprising: a housing having an inlet, an outlet, and an intermediate portion extending therebetween, said intermediate portion having formed therein an admission port for admission of the liquid material therethrough; a control valve disposed in said intermediate portion for directing a pressurized fluid stream entering said inlet, said control valve being selectively disposed between at least open and closed configurations; and, a response valve disposed in a flow path between said control valve and said outlet, said response valve being actuable between active and inactive configurations responsive to said control valve direction of said pressurized fluid stream, said response valve being maintained in said active configuration by delivery of said pressurized fluid stream to said open control valve; wherein admission of the liquid material into said housing is enabled by said response valve being in said active configuration; wherein said response valve includes a displaceable assembly displaceable between active and inactive positions relative to said housing to assume said respective active and inactive configurations, said displaceable assembly being resiliently biased to one of said inactive and active positions; wherein said displaceable assembly includes a spring loaded piston member disposed in axially displaceable manner within a receiving compartment in said housing intermediate portion, said piston member having an interface end and a mixing chamber extending axially therefrom, said mixing chamber being in open communication with said admission port when said displaceable assembly is disposed in said active position; and, wherein said piston member has formed therein a Venturi aperture extending transversely from said mixing chamber, said Venturi aperture aligning with said admission port for conveying the liquid material into said mixing chamber when said piston member is in said active position. 6. A system for leak-proof controlled dispensing of a liquid material from a container comprising: a housing having an inlet, an outlet, and an intermediate portion extending therebetween, said intermediate portion having formed therein an admission port for admission of the liquid material therethrough and a plurality of vent ports offset from said admission port; a control valve disposed in said intermediate portion for directing a pressurized fluid stream entering said inlet, said control valve including a rotary member angularly displaceable within said intermediate portion of said housing selectively between open and closed angular positions, said rotary member having a fluid conduit formed therethrough, said fluid conduit in said open position aligning with said housing inlet and extending towards said outlet; a response valve disposed in a flow path between said inlet and outlet, said response valve being resiliently biased to an inactive configuration and actuable therefrom to an active configuration responsive to at least a portion of said pressurized fluid stream passing through said fluid conduit when disposed in said open position, said response valve including a plurality of seal members arranged to isolate said vent ports one from the other in sealed manner when said response valve is disposed in said inactive position; wherein admission of the liquid material into said housing is enabled by said response valve being in said active configuration. 7. The system as recited in claim 6, wherein said response valve is actuated to said active configuration responsive to a force imparted thereto by the pressurized fluid conveyed through said fluid conduit, said response valve passing at least a portion of the pressurized fluid passing therethrough for combined expulsion with liquid material admitted into said housing. 8. The system as recited in claim 7, wherein said response valve includes a displaceable assembly displaceable between active and inactive positions relative to said housing to assume said respective active and inactive configurations, said displaceable assembly being resiliently biased to one of said inactive and active positions. 9. The system as recited in claim 8, wherein said displaceable assembly includes a spring loaded piston member disposed in axially displaceable manner within a receiving compartment in said housing intermediate portion, said piston member having an interface end and a mixing chamber extending axially therefrom, said mixing chamber being in open communication with said admission port when said displaceable assembly is disposed in said active position.
