What is claimed is: 1. A method for use in selectively enabling electronic mail (e-mail) communications between a host service and a mobile communications device, the method comprising: receiving location information and capability information associated with the mobile communications device, the c
What is claimed is: 1. A method for use in selectively enabling electronic mail (e-mail) communications between a host service and a mobile communications device, the method comprising: receiving location information and capability information associated with the mobile communications device, the capability information comprising protocol support or feature compliance information of the mobile communications device; based on said received location information and said received capability information, providing a mask; selectively enabling the e-mail communications between the host service and the mobile communications device based on said mask by: sending configuration information to the host service which instructs the host service to allow the e-mail communications in response to the location information indicating that the mobile communications device is operating in a first location and the protocol support or feature compliance information indicating protocol support or feature compliance in the first location; and alternatively sending configuration information to the host service which instructs the host service to disallow the e-mail communications in response to the location information indicating that the mobile communications device is operating in a second location different from the first location and the protocol support or feature compliance information indicating a lack of protocol support or feature compliance in the second location. 2. The method of claim 1 wherein the capability information comprises the protocol support information indicating the protocol support of the mobile communications device. 3. The method of claim 1 wherein the capability information comprises the feature compliance information indicating the feature compliance of the mobile communications device. 4. The method of claim 1 further comprising the step of: providing an e-mail message from one of the host service or mobile communications device; wherein the selective enabling comprises selectively sending said e-mail message based on said mask by: sending said e-mail message when the location information indicates that the mobile communications device is operating in the first location and the protocol support or feature compliance information indicates the protocol support or feature compliance in the first location; and prohibiting the sending of said e-mail message when the location information indicates that the mobile communications device is operating in the second location and the protocol support or feature compliance information indicates the lack of protocol support or feature compliance in the second location. 5. The method of claim 4 wherein said step of selectively sending comprises: if said e-mail message is prohibited from being sent, sending a negative acknowledgment to the host service or the mobile communications device. 6. The method of claim 4 wherein said step of selectively transmitting comprises: sending a warning message to the host service or the mobile communications device in response to the location information indicating that the mobile communications device is operating in the second location and the protocol support or feature compliance information indicating the lack of protocol support or feature compliance in the second location. 7. The method of claim 1 wherein the location information is taken from the group of network provider code and IP address. 8. The method of claim 1 wherein the capability information is the feature compliance information which is indicative of a feature utilized for the e-mail communications. 9. The method of claim 1 wherein the first location is in a first country and the second location is in a second country. 10. The method of claim 1 wherein the host service is adapted to communicate with a mail server for delivery of e-mail messages to the mobile communications device. 11. The method of claim 1 performed at a relay services node coupled between the host service and a wireless communication network. 12. The method of claim 1 performed at a relay services node. 13. The method of claim 4 wherein providing a mask comprises: generating the mask; associating the mask with the at least one of the host service and the mobile communications device; and storing the mask in a storage means; and wherein providing an e-mail message comprises receiving the e-mail message from one of the host service or the mobile communications device. 14. A method in a mobile communications device operative for wireless data communications with a host service, the method comprising: operating for communications in one of a first wireless network in a first location and a second wireless network in a second location; sending, from the mobile communications device, location information and capability information associated with the mobile communications device, the location information being indicative of the first or the second location of operation of the mobile communications device, the capability information comprising protocol support information or feature compliance information of the mobile communications device; receiving, at the mobile communications device, an enablement response which instructs whether the wireless data communications are allowed or disallowed based at least in part on the capability information and whether the mobile communications device is operating in the first or the second location; selectively sending a data message from the mobile communications device based on said enablement response by: sending, from the mobile communications device, the data message if the enablement response instructs the mobile communications device that the wireless data communications are allowed in the first location; and prohibiting, at the mobile communications device, the sending of the data message if the enablement response instructs the mobile communications device that the wireless data communications are disallowed in the second location. 15. The method of claim 14 further comprising the steps of receiving and presenting a warning message upon receipt of said enablement message when it instructs that the wireless data communications are disallowed in the second location. 16. The method of claim 14 wherein the first location is in a first country and the second location is in a second country. 17. The method of claim 14 wherein said location information is one of a network provider code or an IP address. 18. The method of claim 14 wherein the location information and the capability information are sent to a relay services node which is coupled between the host service and the first and the second wireless networks, and the enablement message is received from the relay services node. 19. The method of claim 14 wherein said data message is an email message. 20. A relay services node coupled between a host service and a wireless communication network for enabling electronic mail (e-mail) communications between the host service and a mobile communications device adapted to operate in the wireless communication network, the relay services node comprising: a communication module adapted to receive location information and capability information associated with the mobile communications device, the location information indicating whether the mobile communications device is operating in a first location or a second location, the capability information comprising protocol support information or feature compliance information of the mobile communications device; an enablement module adapted to provide a mask based on said received location information and said received capability information; the enablement module being further adapted to selectively enable the e-mail communications based on said mask by causing configuration information to be sent to the host service; the configuration information instructing the host service to allow the e-mail communications when the location information indicates that the mobile communications device is operating in the first location and the protocol support or feature compliance information indicates protocol support or feature compliance in the first location, and the configuration information alternatively instructing the host service to disallow the e-mail communications when the location information indicates that the mobile communications device is operating in the second location and the protocol support or feature compliance information indicates a lack of protocol support or feature compliance in the second location. 21. A mobile communications device comprising: a configuration communication module adapted to send location information and capability information associated with the mobile communications device, the location information being indicative of a first location or a second location of operation of the mobile communications device, the capability information comprising protocol support or feature compliance information of the mobile communications device; a data communication module adapted to send data messages from the mobile communications device; wherein the configuration communication module is further adapted to receive, in response to a data message sent from the mobile communications device, an enablement response which instructs whether the sending of the data messages are allowed or disallowed based at least in part on the capability information and whether the mobile communications device is operating in the first or the second location, and wherein the data communications module is further adapted to selectively send another data message from the mobile communications device based on said enablement response by: sending, from the mobile communications device) the other data message if the enablement response instructs that the sending of the data messages are allowed in the first location; and prohibiting, at the mobile communications device, the sending of the other data message if the enablement response instructs that the sending of the data messages are disallowed in the second location. 22. The mobile communications device of claim 21 wherein the data message is an email. 23. A method for selectively enabling electronic mail (e-mail) communications at a mobile communications device for operation in a first location and a second location via a wireless communication network, the method comprising: sending location information and capability information associated with the mobile communications device, the location information being indicative of the first or the second location of operation of the mobile communications device, the capability information comprising protocol support or feature compliance information of the mobile communications device; in response to the location information and capability information being sent, receiving configuration information which is derived based on the location information and the capability information; selectively enabling the e-mail communications at the mobile communications device based on said received configuration information, wherein the e-mail communications are enabled at the mobile communications device when the location information indicates that the mobile communications device is operating in the first location and the protocol support or feature compliance information indicates protocol support or feature compliance in the first location, and wherein the e-mail communications are disabled at the mobile communications device when the location information indicates that the mobile communications device is operating in the second location and the protocol support or feature compliance information indicates a lack of protocol support or feature compliance in the second location. 24. The method of claim 23 wherein said configuration information comprises at least one of an assume capability level field, a default message type field, a batched enabling packet format field, a separate enabling packet format field, a send no email to non-capable mobile device field, a PIN removal field, a conditional poll interval field, an unconditional poll interval field, a login/logout required field, a maximum session idle time field a display enables in message list field, a report session status field, an action-initiated poll allowed field, a manual poll allowed field, a P2P subject removal field, an extended session allowed field, a modify conditional poll interval allowed field and a polling required field. 25. The method of claim 23 further comprising: registering with the wireless communication network prior to receiving the configuration information. 26. The method of claim 23 wherein the e-mail communications for the mobile communication device are from a host service, and the sending and the receiving are performed with a relay services node which is coupled between the host service and the wireless communication network within which the mobile communication device is adapted to operate. 27. The method of 23, wherein the first location is in a first country and the second location is in a second country. 28. The relay services node of claim 20, wherein the first location is in a first country and the second location is in a second country, and the enablement module is adapted to disallow the e-mail communications based on requirements in the second country. 29. The mobile communications device of claim 21, wherein the first location is in a first country and the second location is in a second country, and the communication configuration module is adapted to prohibit the sending of the other data message based on requirements in the second country.
