A radiation counting detector includes a first and a second substrate. A gas is contained within the gap between the substrates. A photocathode layer is coupled to one side of the first substrate and faces the second substrate. A first electrode is coupled to the second substrate and a second electrode is electrically coupled to the first electrode. A first impedance is coupled to the first electrode and a second impedance is coupled to the second electrode. A power supply is coupled to at least one electrode. A first discharge event detector is coupled to the first impedance and a second discharge event detector is coupled to the second impedance. The radiation counting detector further includes a plurality of pixels, each capable of outputting a gas discharge pulse upon interaction with radiation received from the photocathode. Each gas discharge pulse is counted as an individual event having an approximately equal value.

What is claimed is: 1. A radiation counting detector comprising: a first substrate; a second substrate generally parallel to said first substrate and forming a gap with said first substrate; a gas contained within said gap; a photocathode layer coupled to said first substrate and facing said second

What is claimed is: 1. A radiation counting detector comprising: a first substrate; a second substrate generally parallel to said first substrate and forming a gap with said first substrate; a gas contained within said gap; a photocathode layer coupled to said first substrate and facing said second substrate; at least one first electrode coupled to said second substrate; at least one second electrode electrically coupled to said first electrode; a first impedance coupled to said first electrode; a second impedance coupled to said second electrode; a power supply coupled to at least one of said electrodes; a first discharge event detector coupled to said first impedance; a second discharge event detector coupled to said second impedance; a plurality of pixels, each pixel capable of outputting a gas discharge pulse upon interaction with radiation received from said photocathode, wherein each gas discharge pulse is counted as having an approximately equal value; and circuitry for detecting if a gas discharge pulse is output from the pixels, and for counting each gas discharge pulse as an individual event; wherein an amount of detected radiation is based on how many gas discharge pulses are output from the pixels. 2. The radiation counting detector of claim 1, wherein said first electrode and said second electrode are electronically coupled to define each pixel. 3. The radiation counting detector of claim 2, wherein said first electrode is an X-electrode and said second electrode is a Y-electrode. 4. The radiation counting detector of claim 3, further comprising a protective layer coupled to said photocathode layer. 5. The radiation counting detector of claim 3, further comprising a hermetic seal coupled to said first substrate and said second substrate, and peripheral edge spacers that define said gap. 6. The radiation counting detector of claim 3, wherein said second electrode is coupled to said second substrate. 7. The radiation counting detector of claim 6, wherein a gas discharge between said first and second electrodes is a surface-discharge shape. 8. The radiation counting detector of claim 3, wherein said second electrode is coupled to said first substrate. 9. The radiation counting detector of claim 8, wherein a gas discharge between said first and second substrates and at an intersection of said first and second electrodes is a columnar-discharge shape. 10. A radiation counting detector comprising: a first substrate; a second substrate generally parallel to said first substrate and forming a gas gap with said first substrate; a photocathode coupled to said first substrate and facing said second substrate; a dielectric layer coupled to the photocathode; at least one first electrode; at least one second electrode forming at least one pixel with said first electrode; a first impedance coupled to said first electrode; a second impedance coupled to said second electrode; a power supply coupled to at least one of said electrodes; first circuitry coupled to said first impedance for detecting a gas-discharge counting event in said first electrode; second circuitry coupled to said second impedance for detecting the gas-discharge counting event in said second electrode; and a plurality of pixels, each pixel capable of outputting a gas discharge pulse upon interaction with radiation coming from said photocathode; wherein each gas discharge pulse is counted as having an approximately equal value; and wherein the first and second circuitry is adapted to detect if a gas discharge pulse is output from the pixels, and counting each gas discharge pulse as an individual event; wherein an amount of detected radiation is based on how many gas discharge pulses are output from the pixels. 11. The radiation counting detector of claim 10, wherein said first substrate comprises a first and second side, further comprising a scintillation plate optically coupled to said first side, wherein said photocathode is coupled to said second side. 12. The radiation counting detector of claim 10, wherein said first substrate comprises a first and second side, further comprising a luminescent material layer optically coupled to said first side, wherein said photocathode is coupled to said second side. 13. The radiation counting detector of claim 10, wherein said first electrode is coupled to said first substrate and is a cathode, and said second electrode is coupled to said second plate and is an anode. 14. The radiation counting detector of claim 10, wherein said first electrode and said second electrode are both coupled to said second substrate. 15. The radiation counting detector of claim 14, wherein said power supply is a direct current power supply. 16. The radiation counting detector of claim 14, wherein said power supply is an alternating current power supply. 17. The radiation counting detector of claim 14, further comprising a closed cell internal microcavity pixel structure that physically isolates said pixels. 18. The radiation counting detector of claim 10, further comprising at least one current-limiting impedance coupled in series with each of said pixels. 19. The radiation counting detector of claim 10, further comprising an internal barrier wall structure to physically isolate said pixels. 20. A plasma panel based method of detecting radiation based on a counting of gas discharge events comprising: receiving radiation at a first substrate of a plasma panel, said plasma panel having a second substrate; creating at least one free-electron within a photocathode layer coupled to a side of said first substrate that faces said second substrate, said creating in response to the received radiation and resulting in an emittance of an electron out of said photocathode layer and into a gas contained within a gap between said first and second substrates; causing a gas-discharge event at a pixel site of the plasma panel; and counting a plurality of said events at a first gas-discharge pulse detector coupled to a first electrode and at a second pulse detector coupled to a second electrode wherein each of said events is counted as approximately a same value; wherein an amount of detected radiation is based on how many gas-discharge events are output from the pixels.
