A preloading device facilitates the preloading of the suspension members to suspend the inner tank within the outer tank. The suspension members constrain the inner tank in a statically determinable manner so that a desired preloading and loading can be imparted upon the suspension members. The suspension members advantageously limit the parasitic heat leaks between the inner and outer tanks.

What is claimed is: 1. A cryogenic storage tank comprising: a fluid-tight cylindrical outer tank having a pair of end caps and a cylindrical central segment therebetween; a fluid-tight cylindrical inner tank located in the outer tank, the inner tank operable to store a fluid therein, the inner tank having axially opposite ends; a plurality of cords extending from the axially opposite first and second ends of the inner tank to the central segment of the outer tank, the cords suspending the inner tank within the outer tank in a spaced relation therefrom; a tensioning device coupled to said first end of the inner tank, a first group of the plurality of cords being coupled to the tensioning device, a second group of the plurality of cords being attached to a fixed member of the second end of the inner tank, and the tensioning device operable to adjust a tension in the plurality of cords; and a vacuum between said inner and outer tanks. 2. A cryogenic storage tank comprising: a fluid-tight outer tank; a fluid-tight inner tank located in the outer tank, the inner tank operable to store a fluid therein; a plurality of fixed length cords suspending the inner tank within the outer tank in a spaced relation therefrom; a vacuum between said inner and outer tanks; and an adjustable tensioning device separate and distinct from the cords, the tensioning device including a base plate assembly rigidly affixed to the inner tank, the base plate assembly including a first member, a second member and a plurality of guides extending between the first and second members and maintaining the first and second members in a fixed spaced-apart relation, the tensioning device including a moveable plate moveably coupled to the base plate assembly, the moveable plate engaged with the plurality of guides with the plurality of guides guiding movement of the moveable plate relative to the base plate assembly, the tensioning device including an adjusting member that adjusts a position of the moveable plate relative to the base plate assembly, wherein a plurality of the cords extend from the tensioning device to the outer tank and the tensioning device is operable to apply a tension of a predetermined magnitude to at least one cord suspending the inner tank within the outer tank. 3. The cryogenic storage tank of claim 2, wherein the inner tank is cylindrical and the tensioning device is affixed to an end of the inner tank and the at least one cord tensioned by the tensioning device suspends the end of the inner tank. 4. The cryogenic storage tank of claim 1, wherein three cords suspend each end of the inner tank in a spaced relation from the outer tank. 5. The cryogenic storage tank of claim 1, wherein at least one of the cords is a continuous loop. 6. The cryogenic storage tank of claim 1, wherein the cords are at least one of carbon fiber, glass fiber and Kevlar. 7. The cryogenic storage tank of claim 2, wherein the outer tank includes a central segment and two end segments and the inner tank is suspended from the central segment. 8. The cryogenic storage tank of claim 1, wherein at least one of the cords is a flat cord. 9. The cryogenic storage tank of claim 1, wherein the inner and outer tanks are nominally substantially horizontally oriented. 10. The cryogenic storage tank of claim 1, further comprising a plurality of retaining members on an interior of the central segment of the outer tank, the cords suspending the inner tank from the retaining members. 11. A cryogenic storage tank comprising: a fluid-tight outer tank; a fluid-tight inner tank suspended within the outer tank by a plurality of suspension members; and an adjustable preloading mechanism coupled to at least two of the suspension members, the preloading mechanism being separate and distinct from the suspension members, the preloading mechanism operable to simultaneously adjust a tension in all suspension members coupled thereto, wherein the preloading mechanism includes: a base assembly fixedly coupled to the inner tank such that the base assembly does not move relative to the inner tank, the base assembly including first and second plates and a plurality of guides maintaining the first and second plates in a fixed spaced-apart relation; a moveable retaining member engaged with at least two of the suspension members and being coupled to the base assembly between the first and second plates, the retaining member movable relative to the base assembly between the first and second plates along the guides, and movement of the retaining member relative to the base adjusting the tension in the suspension members engaged therewith; and an adjusting member operable to adjust a position of the retaining member relative to the base assembly, thereby adjusting the tension. 12. The cryogenic storage tank of claim 11, wherein the inner and outer tanks are cylindrical tanks and the preloading mechanism is attached to a single axial end of the inner tank and substantially centered on an axial axis of the inner tank. 13. The cryogenic storage tank of claim 12, wherein only three suspension members are coupled to the preloading mechanism. 14. The cryogenic storage tank of claim 11, wherein the preloading mechanism is operable to simultaneously adjust a tension in each suspension member suspending opposing ends of the inner tank. 15. The cryogenic storage tank of claim 11, wherein the adjusting member is threaded and rotation of the adjusting member adjusts the position of the retaining member along the guides relative to the base assembly. 16. The cryogenic storage tank of claim 11, wherein the preloading mechanism is coupled to the suspension members that suspend only a single end of the inner tank within the outer tank. 17. The cryogenic storage tank of claim 11, further comprising a vacuum between said inner and outer tanks. 18. The cryogenic storage tank of claim 11, wherein each end of the inner tank is suspended by different suspension members, at one end of the inner tank the suspension members are coupled to a fixed member and at the other end of the inner tank the suspension members are coupled to the preloading mechanism, and the preloading mechanism is operable to adjust a tension in all of the suspension members. 19. The cryogenic storage tank of claim 11, wherein the suspension members are cords. 20. The cryogenic storage tank of claim 11, wherein the preloading mechanism includes a plurality of rollers coupled to the retaining member and wherein the suspension members are continuous cords that wrap around the rollers thereby being engaged with the retaining member. 21. The cryogenic storage tank of claim 15, wherein the adjusting member is threadingly engaged in a bore of the retaining member such that rotation of the adjusting member relative to the retaining member causes the retaining member to move along the adjusting member. 22. The cryogenic storage tank of claim 2, wherein the moveable plate is disposed on the guides between the first and second plates and the adjustment member moves the moveable plate between the first and second plates. 23. The cryogenic storage tank of claim 22, wherein the first plate is rigidly attached to the inner tank, the adjustment member extends through an opening in the second plate and an opening in the moveable plate and is engaged with a surface of the first plate, the adjustment member has a threaded engagement with the opening in the moveable plate, and rotation of the adjustment member relative to the moveable plate causes the moveable plate to move between the first and second plates. 24. The cryogenic storage tank of claim 2, wherein the only component of the tensioning device to which the plurality of cords extending from the tensioning device are coupled to is the moveable plate. 25. The cryogenic storage tank of claim 11, wherein the first plate is rigidly attached to the inner tank, the adjusting member extends through an opening in the second plate and an opening in the moveable retaining member and is engaged with a surface of the first plate, the adjustment member has a threaded engagement with the opening in the moveable retaining member, and rotation of the adjustment member relative to the moveable retaining member causes the moveable retaining member to move between the first and second plates. 26. The cryogenic storage tank of claim 11, wherein the only component of the tensioning device to which the plurality of cords extending from the tensioning device are coupled to is the moveable plate. 27. The cryogenic storage tank of claim 1, wherein the tensioning device is the only tensioning device operable to adjust a tension in the cords.
