We claim: 1. A skin-cleaning article for cleaning body and face comprising a substantially dry flexible substrate selected from the group consisting of a flexible pad or a sheet, which substantially dry flexible substrate is impregnated or coated with a dried-down non-foamed composition that comprises a hydrophilic polyurethane polymer, at least one water-soluble surfactant and water, wherein prior to drying down the composition, the composition is impregnated into or coated onto the substrate as a non-foaming wet mixture comprising (a) between about 0.01 % and about 90 % of a hydrophilic polyurethane polymer; (b) between about 0.05 % and about 90 % of at least one water-soluble surfactant; and (c) between about 10 % and about 85 % water, where percentages are based on the total weight of the composition prior to drying down. 2. The skin-cleaning article of claim 1, wherein the hydrophilic polyurethane in the wet mixture is present in an amount between about 1 % and about 45%. 3. The skin-cleaning article of claim 1, wherein the surfactant is an anionic surfactant, a non-ionic surfactant, or a mixture of both. 4. The skin-cleaning article of claim 1, wherein the surfactant in the wet mixture is present in an amount between about 20 % and about 60%. 5. The skin-cleaning article of claim 1, wherein the water in the wet mixture is present in an amount between about 20 % and about 60%. 6. The skin-cleaning article of claim 1, wherein the composition further comprises a component selected from the group consisting of, abrasives, moisturizers, detergents, fragrances, antihistamines, antibiotics, sunscreen agents, anti-acne drugs, corticosteroids, and mixtures of these. 7. The skin-cleaning article of claim 6, wherein the composition in the wet mixture comprises between about 1 % and about 45 % of a hydrophilic polyurethane polymer; between about 20 % and about 60 % of at least one surfactant; between about 20 % and about 60 % water; and a component selected from the group consisting of, abrasives, moisturizers, detergents, fragrances, antihistamines, antibiotics, sunscreen agents, anti-acne drugs, corticosteroids, and mixtures of these. 8. The skin-cleaning article of claim 6, wherein the composition further comprises a component selected from the group consisting of organic fillers, inorganic fillers, dyes, and flame retardants, antifungal agents and mixtures of these. 9. The skin-cleaning article of claim 1, wherein the hydrophilic polyurethane polymer contains a low number of mEg of free isocyanate groups per gram of resin. 10. The skin-cleaning article of claim 9, wherein the hydrophilic polyurethane polymer contains about 1.3 -1.5 mEq free isocyanate groups per gram. 11. The skin-cleaning article of claim 1, wherein when the substantially dry substrate is wetted the composition is released therefrom over a period of time. 12. The skin-cleaning article of claim 1, wherein when the substantially dry substrate is wetted and the article is used for cleaning the hydrophilic polyurethane does not dissolve.
