A cleaning wipe loaded with a cleaning composition comprising: a. a cleaning composition comprising: i. a quaternary ammonium compound, ii. about 0.2 to 2.5 weight percent of a biocide release agent selected from the group consisting of potassium citrate, sodium tartrate, potassium tartrate, potassium lactate, sodium lactate, salicylate salts of sodium and/or potassium, magnesium sulphate, and mixtures thereof, and b. a cleaning wipe comprising: i. at least one material, with anionic species sites, selected from the group consisting of: wood pulp, polyester, rayon, nylon, polypropylene, polyethylene, cellulose polymers and any blend or combination thereof, ii. at least one nonwoven material selected from the group consisting of: meltblown, coform, air-laid, spun bond, wet-laid, bonded-carded web materials, hydroentagled and spulaced materials, and wherein the biocide release agent has a higher affinity for the anionic species sites than the quat. 2. The cleaning wipe of claim 1 wherein the cleaning composition comprises about 0.175-0.6% by weight of the quaternary ammonium compound. 3. The cleaning wipe of claim 1 wherein a sufficient amount of biocide release agent is included in the cleaning composition to reduce the quaternary ammonium compound retention in the cleaning wipe to less than about 50%. 4. The cleaning wipe of claim 1 wherein the quaternary ammonium compound has an effective ionic strength of at least 5×10−3 mol/l. 5. A method for increasing the release of a cationic biocide from a cleaning wipe comprising the steps of: a. forming an absorbent and/or adsorbent material, with anionic species sites, selected from the group consisting of: wood pulp, polyester, rayon, nylon, polypropylene, polyethylene, and any blend or combination thereof, b. applying a cationic biocide to the absorbent and/or adsorbent material; c. applying from about 0.2 to 2.5 weight percent of a cationic biocide release agent selected from the group consisting of: potassium citrate, sodium tartrate, potassium tartrate, potassium lactate, sodium lactate, salicylate salts of sodium and/or potassium, magnesium sulphate, and mixtures thereof, to the absorbent and/or adsorbent material, and wherein the biocide release agent has a higher affinity for the anionic species sites than the cationic biocide. 6. The method of claim 5 wherein the cationic biocide and the biocide release agent are applied to the absorbent and/or adsorbent material at the same time. 7. The method of claim 5 wherein the biocide release agent is at least partially applied to the absorbent and/or adsorbent material after the cationic biocide has been applied to the absorbent and/or adsorbent material. 8. The method of claim 5 wherein the cationic biocide is a quaternary ammonium compound. 9. The method of claim 5 wherein about 0.05-5% by weight of cationic biocide is applied to the absorbent and/or adsorbent material.
