What is claimed is: 1. A workstation comprising: a rigid chassis adapted to sit on a floor; a support assembly pivotally attached to the chassis, the support assembly being configured to oscillate in a vertical plane between two extreme resting positions; a chair mounted to the chassis; a foot rest mounted to the chassis; a means for mounting at least one screen on the support; a means for slideably mounting a computer keyboard on the support, the keyboard slideably moveable between a use position and a storage position; a means for pivotally mounting at least one peripheral device in a vertical plane to the support assembly so as to permit the peripheral device to be pivoted vertically downward toward the screen when use of the peripheral device is desired, and pivoted vertically upward and away from the screen when use of the peripheral device is not desired, wherein the means for pivotally mounting the peripheral device to the support assembly comprises a U-shaped moveable arm assembly, which has a flat shelf connected to two straight arms which are pivotable vertically in the plane on either side of the screen; and at least one additional movable arm assembly pivotally mounted in a vertical plane to the support assembly on either side of the U-shaped arm assembly and the screen. 2. The workstation of claim 1, in which the support assembly comprises a plurality of elongated bars linked together as part of a four-bar linkage, whereby the support assembly is adapted to move the screen horizontally with respect to the floor as the support assembly is pivoted over a predetermined range toward and away from the user seated in the chair. 3. The workstation of claim 2, in which the support assembly is urged away from the chair into a normally-open, inactive position. 4. The workstation of claim 3, further comprising a peripheral device fixed to or removable from the moveable arm assembly, or the additional arm assembly, and in which the peripheral device comprises a joystick, steering wheel, keyboard, mouse, trackball, touch pad, touch screen, button, switch, pedal, speaker, microphone, camera, glove device or disk drive suitable for use in video game playing or computer operations. 5. The workstation of claim 1, further comprising associated connective accessories, the associated connective accessories being electric wiring and data ports, so as to provide electric power and wired or wireless data connections and flow to and away from the computer and peripheral device, to external networks, and other external peripheral devices. 6. A method for operating a workstation, comprising the steps of: mounting a screen and computer keyboard that is slideably moveable between a use position and a storage position on a frame for permitting video game and computer operation; pivotably mounting at least one peripheral device in a vertical plane on a U-shaped moveable arm assembly having a flat shelf connected to two straight arms, pivotably attached to the frame in a vertical manner on the frame for controlling images on the screen; pivotably mounting at least one peripheral device on at least one additional arm assembly, located on either side of the U-shaped arm assembly and the screen, which is pivotably attached to the frame in a vertical manner for controlling images on the screen; pivoting the peripheral device vertically upward, into a first position, up and away from the screen when use of the peripheral device is not desired; and pivoting the peripheral device vertically downward, into a second position, toward the screen when use of the peripheral device is desired. 7. A method for operating a videogaming and computer workstation and chair unit, comprising the steps of: providing a chassis adapted to sit on a floor and suitable for housing a computer; providing a chair mounted to the chassis; providing a footrest mounted to the chassis; providing a movable console ahead of the chair, the console attached to a movable support assembly pivotally mounted to the chassis and pivotable vertically over a predetermined range, the support assembly being alternatively biased toward and away from the chair by a biasing force into first and second resting positions, the console including at least one screen and keyboard that is slideably moveable between a use position and a storage position and mounted to a console frame attached to the support assembly, and a U-shaped arm assembly pivotably mounted in a vertical plane to the console frame, having a flat shelf and two straight arms supporting at least one peripheral device, and at least one additional arm assembly pivotably mounted in the vertical plane to the console frame supporting at least one peripheral device that is pivotable in the vertical plane on either side of the U-shaped arm assembly and the screen; entering the chair while the console is resting in its first resting position farthest from the chair; swiveling the console toward the chair until the support assembly reaches its second resting position so as to position the peripheral device within arms' reach of the user seated in the chair; operating the computer and peripheral device as desired; releasing the support assembly, thus allowing the biasing force to swivel the support assembly away from the chair and into the open position when the user no longer wishes to operate the computer or peripheral device; and exiting the chair. 8. The method of claim 7, in which the step of swiveling the console toward the chair includes a step of locking the support assembly into the second resting position, and the step of releasing the support assembly includes a step of unlocking the support assembly.
