A scraper device for a milling drum mounted in a construction machine at a machine frame between lateral walls with a milling drum axis, with a two-part scraper blade arranged in a height-adjustable fashion behind the milling drum when seen in the direction of travel, the lower part of which can glide over the ground surface milled off by the milling drum, where the lower part of the scraper blade is adjustable in height when in operating position, it is provided that the upper part of the scraper blade is attached, at the upper end, to swivel about a swivelling axis parallel to the axis of the milling drum, that the scraper blade, when in operating position, is engaged with lateral retaining devices at the lateral walls, which retain the scraper blade in a position running essentially orthogonally to the ground surface, that a swivelling device is capable of swivelling the scraper blade about the swivelling axis when the scraper blade is disengaged from the lateral retaining devices, and that the swivelling device is provided, at the upper end of the upper part of the scraper blade, with an operating device articulated between a permanently installed part of the construction machine and the upper part of the scraper blade.

The construction machine of claim 1, wherein: the lateral retainers include first locking parts extending parallel to the milling drum axis from opposite lateral edges of the scraper blade, the first locking parts interacting with second locking parts associated with the lateral walls when the lower part of the scraper blade is in the operating position. 3. The construction machine of claim 1, wherein: the swiveling actuator is pivotally connected to the upper part of the scraper blade at a pivotal connection lower in height than the swiveling axis. 4. The construction machine of claim 3, wherein: the swiveling axis is spaced a vertical and horizontal distance from the pivotal connection. 5. The construction machine of claim 3, wherein: the swiveling axis is offset rearward from the pivotal connection relative to the direction of travel. 6. The construction machine of claim 3, wherein: the upper part of the scraper blade is a generally planar upper part; andthe pivotal connection is located in or adjacent the plane of the upper part. 7. The construction machine of claim 1, wherein: the swiveling actuator is pivotally connected to the fixed part at a pivotal connection lower in height than the swiveling axis. 8. The construction machine of claim 1, wherein: the upper part of the scraper blade is pivotally mounted at the swiveling axis to the machine frame. 9. The construction machine of claim 1, further comprising: a drum casing attached to the machine frame; andwherein the upper part of the scraper blade is pivotally mounted at the swiveling axis to the drum casing. 10. The construction machine of claim 1, wherein: when the lower part of the scraper blade is in the downwardly extending operating position, the lateral retainers engage the lower part of the scraper blade; andwhen the lower part of the scraper blade is in the upwardly retracted position the lower part of the scraper blade is disengaged from the lateral retainers so that the swiveling actuator can swivel the scraper blade about the swiveling axis. 11. The construction machine of claim 1, wherein: the lower part of the scraper blade includes first and second lateral edges and first and second substantially vertically extending sliding surfaces defined adjacent the first and second lateral edges, respectively; andthe first and second lateral retainers include first and second projections, respectively, projecting from the lateral walls and engaging the first and second sliding surfaces, respectively, when the lower part of the scraper blade is in the operating position. 12. The construction machine of claim 11, wherein: the first and second projections comprise first and second sliding blocks rotatable about a horizontal axis. 13. The construction machine of claim 12, wherein: each of the sliding blocks has a quadratic cross-section. 14. The construction machine of claim 11, wherein: the first and second sliding surfaces are tapered toward a lower edge of the lower part of the scraper blade. 15. The construction machine of claim 1, wherein: when the lower part of the scraper blade is in the downwardly extending operating position, the lateral retainers engage the lower part of the scraper blade; andthe lower part of the scraper blade is raisable in relation to the upper part of the scraper blade until the lower part is disengaged from the lateral retainers. 16. The construction machine of claim 1, wherein: the first and second lateral retainers are engaged with the upper part of the scraper blade when the lower part of the scraper blade is in the downwardly extending operating position; andthe swiveling actuator is operable to swivel the scraper blade about the swiveling axis when the upper part of the scraper blade is disengaged from the lateral retainers. 17. The construction machine of claim 16, wherein: the first and second lateral retainers include first and second locks, respectively, the locks being configured to be unlocked when the lower part of the scraper blade is raised to the upwardly retracted position. 18. The construction machine of claim 16, wherein: the lower part of the scraper blade is raisable in relation to the upper part of the scraper blade by the lifting actuator until the upper part of the scraper blade is disengaged from the lateral retainers. 19. The construction machine of claim 16, wherein: the first and second lateral retainers include first and second locks, respectively, locking the upper part of the scraper blade to the lateral walls; andthe lower part of the scraper blade includes an unlocking device configured so that when the lower part of the scraper blade is raised the unlocking device unlocks the first and second locks so that the scraper blade may be swiveled about the swiveling axis. 20. The construction machine of claim 16, wherein: the first and second lateral retainers include first and second locking bolts, respectively, projecting from the upper part of the scraper blade parallel to the axis of the milling drum toward the first and second lateral walls, respectively; andthe first and second lateral walls have first and second locking recesses, respectively, defined therein, the locking bolts being received in the locking recesses when the lower part of the scraper blade is in the downwardly extended operating position. 21. The construction machine of claim 20, wherein: the locking bolts are retractable in order to release the upper part of the scraper blade when the lower part of the scraper blade is raised toward the upwardly retracted position. 22. A construction machine, comprising: a machine frame;a milling drum mounted on the machine frame to rotate about a milling drum axis;a scraper blade located behind the milling drum with reference to a direction of travel of the construction machine, the scraper blade including an upper part and a lower part;a lifting actuator connected between the upper and lower parts to move the lower part relative to the upper part between a downward extended position and an upward retracted position; anda swiveling actuator, separate from the lifting actuator, connected between the machine frame and the upper part of the scraper blade, for pivoting the scraper blade about a swiveling axis parallel to the milling drum axis;wherein the swiveling actuator is oriented substantially horizontally; andwherein the swiveling actuator is entirely located lower than the swiveling axis, so that the swiveling actuator does not increase a height of the scraper blade. 23. The construction machine of claim 22, wherein: the swiveling actuator comprises a piston and cylinder unit. 24. A construction machine, comprising: a machine frame;a milling drum mounted on the machine frame to rotate about a milling drum axis;a scraper blade located behind the milling drum with reference to a direction of travel of the construction machine, the scraper blade including an upper part and a lower part;a lifting actuator connected between the upper and lower parts to move the lower part relative to the upper part between a downward extended position and an upward retracted position; anda swiveling actuator, separate from the lifting actuator, connected between the machine frame and the upper part of the scraper blade, for pivoting the scraper blade about a swiveling axis parallel to the milling drum axis;wherein the swiveling actuator comprises a piston cylinder unit connected to the machine frame at a machine side pivotal connection, and connected to the scraper blade at a blade side pivotal connection, both of the pivotal connections being lower in height than the swiveling axis. 25. The construction machine of claim 24, wherein: the swiveling axis is located to the rear of the blade side pivotal connection. 26. A construction machine, comprising: a machine frame;a milling drum mounted on the machine frame to rotate about a milling drum axis;a scraper blade located behind the milling drum with reference to a direction of travel of the construction machine, the scraper blade including an upper part and a lower part;a lifting actuator connected between the upper and lower parts to move the lower part relative to the upper part between a downward extended position and an upward retracted position;a swiveling actuator, separate from the lifting actuator, connected between the machine frame and the upper part of the scraper blade, for pivoting the scraper blade about a swiveling axis parallel to the milling drum axis; andfirst and second retainers connected between the machine frame and first and second lateral edges of the scraper blade, the retainers configured to prevent swiveling motion of the scraper blade about the swiveling axis when the lower part of the scraper blade is in the downward extended position, and to permit swiveling motion of the scraper blade about the swiveling axis when the lower part of the scraper blade is in the upward retracted position. 27. The construction machine of claim 26, wherein: the retainers are engaged with the lower part of the scraper blade when the lower part is in the downward extended position. 28. The construction machine of claim 26, wherein: the retainers are engaged with the upper part of the scraper blade when the lower part is in the downward extended position. 29. The construction machine of claim 22, wherein: the swiveling axis is fixed in height relative to the machine frame.
