A process for making a base oil, comprising: a. selecting a kinematic viscosity at 100° C. from about 1.5 mm2/s to about 70 mm2/s;b. feeding an olefin feed comprising a propylene to an oliqomerization zone comprising an acidic ionic liquid catalyst that is an alkyl-pyridinium chloroaluminate; andc. tuning an oliqomerizinq step in the oliqomerization zone to produce a base oil having the kinematic viscosity and a viscosity index from 20 to 90; wherein the tuning is done by one or more of: i) adding an additional olefin to the olefin feed, or ii) adding a Brönsted acid that supplies protons to the oligomerization zone. 3. The process of claim 1 or claim 2, additionally comprising recovering the base oil having the kinematic viscosity from the oligomerization zone. 4. The process of claim 1 or claim 2, additionally comprising selecting a value for the viscosity index along with the kinematic viscosity and recovering the base oil having both the kinematic viscosity at 100° C. and the value for the viscosity index. 5. The process of claim 1 or claim 2, wherein the kinematic viscosity at 100° C. is 2.9 mm2/s or greater. 6. The process of claim 4, wherein the kinematic viscosity at 100° C. is 2.9 mm2/s or greater and the value for the viscosity index is from 25 to 90. 7. The process of claim 1 or claim 2, wherein the oligomerization zone additionally comprises an alkylation zone. 8. The process of claim 1 or claim 2, additionally including tuning an alkylation reaction in the oligomerization zone to produce the base oil having the kinematic viscosity. 9. The process of claim 1 or claim 2, additionally comprising blending the base oil with one or more additives to make a transformer oil. 10. The process of claim 1, wherein the acidic ionic liquid catalyst is selected from the group of an amine-based, a phosphonium-based, a sulphonium-based, and mixtures thereof. 11. The process of claim 1 or claim 2, wherein the base oil is a bright stock. 12. The process of claim 4, wherein the viscosity index is less than 85. 13. The process of claim 2, wherein the tuning is done by adding a Brönsted acid that supplies protons to the oligomerization zone. 14. The process of claim 13, wherein the Brönsted acid is HCl. 15. The process of claim 1 or claim 2, wherein the additional olefin includes one or more longer chain alpha olefins. 16. The process of claim 15, wherein the one or more longer chain alpha olefins comprise a C6 to a C20 alpha olefin, or a mixture thereof. 17. A process for making a base oil, comprising: a. selecting a kinematic viscosity at 100° C. that is greater than 20 mm2/s;b. feeding an olefin feed comprising a propylene to an oligomerization zone comprising an ionic liquid catalyst that is an alkyl-pyridinium chloroaluminate; andc. adding a Brönsted acid to the oligomerization zone in an amount needed to produce a base oil having the kinematic viscosity at 100° C. that is greater than 20 mm2/s and a viscosity index less than 100. 18. The process of claim 17, wherein the viscosity index is from 25 to 90. 19. The process of claim 17, wherein the base oil has a cloud point less than −50° C. 20. A process for making a base oil, comprising tuning an oligomerizing step in an oligomerization zone comprising a propylene and an acidic ionic liquid catalyst to produce a base oil having: a. a kinematic viscosity at 100° C. greater than 10 mm2/s;b. a viscosity index from 25 to 90; andc. a pour point less than −19° C.; wherein the acidic ionic liquid catalyst is an alkyl-pyridinium chloroaluminate. 21. The process of claim 20, wherein the tuning is done by one or more of the following: adding an additional olefin to the propylene, adding propane to the propylene, adding a component that supplies protons to the oligomerization zone, adjusting the length of time for an oligomerization reaction in the oligomerization zone, adjusting a temperature in the oligomerization zone, or including one or more longer chain alpha olefins with the propylene.
