Methods and systems for reducing the usage of non-preferred wireless coverage areas are presented. In particular, a RAN may determine that a WCD is likely to begin roaming. The WCD may be served by a preferred wireless coverage area and may be likely to roam to a non-preferred wireless coverage area. In an effort to avoid drawbacks associated with letting the WCD roam, the RAN may grant the WCD one or more forms of increased service quality. Doing so may prevent the WCD from roaming.

A method, performed by a radio access network (RAN) that provides a preferred wireless coverage area to serve wireless communications devices (WCDs), wherein wireless coverage areas are either preferred or non-preferred, and wherein the RAN has access to a table that maps WCD identifiers to respective handoff data associated with each respective WCD identifier, the method comprising: the RAN determining a first WCD identifier of a first WCD served by the preferred wireless coverage area;the RAN looking up the determined first WCD identifier in the table; andbased on the handoff data that is stored in the table, the RAN determining that, in the past, the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas; andin response to determining that, in the past, the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, the RAN granting the first WCD an increased service quality. 2. The method of claim 1, wherein the handoff data comprises a percentage, associated with the first WCD identifier, representing how frequently the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, and wherein determining that, in the past, the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas comprises: the RAN determining that the percentage is greater than a threshold value. 3. The method of claim 1, wherein the preferred wireless coverage area includes a paging channel that the RAN uses to contact the first WCD, and wherein granting the first WCD the increased service quality comprises: adjusting parameters of at least one paging message transmitted on the paging channel in an effort to increase a paging success rate to the first WCD. 4. The method of claim 3, wherein adjusting parameters of the at least one paging message transmitted on the paging channel comprises: increasing power of paging messages transmitted to the first WCD on the paging channel. 5. The method of claim 3, wherein the paging channel is divided into time division multiplexed (TDM) slots, wherein the first WCD is assigned to a given paging channel slot, and wherein the RAN also serves a second WCD with the preferred wireless coverage area, and wherein adjusting parameters of the at least one paging message transmitted on the paging channel comprises: determining a second WCD identifier of the second WCD;looking up the determined second WCD identifier in the table;based on the handoff data that is stored in the table, determining that, in the past, the second WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas; andin response to determining that determining that, in the past, the second WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, (i) assigning the second WCD to the given paging channel slot, and (ii) increasing the power used to transmit paging messages in the given paging channel slot. 6. The method of claim 3, wherein the RAN is arranged to transmit a default number of paging attempts to the first WCD on the paging channel before giving up trying to contact the first WCD, and wherein adjusting parameters of the at least one paging message transmitted on the paging channel comprises: increasing the default number of paging attempts to transmit to the first WCD on the paging channel. 7. The method of claim 1, wherein the preferred wireless coverage area includes a traffic channel that the RAN uses to transmit bearer traffic to the first WCD, and wherein granting the first WCD an increased service quality comprises: increasing the power used to transmit bearer traffic to the first WCD on the traffic channel. 8. The method of claim 1, wherein the preferred wireless coverage area includes a traffic channel that the RAN uses to transmit bearer traffic to the first WCD, wherein the first WCD is configured with a frame error rate threshold such that, when the WCD experiences a frame error rate above the frame error rate threshold on the traffic channel, the WCD stops using the traffic channel, and wherein granting the first WCD an increased service quality comprises: instructing the first WCD to increase the frame error rate threshold. 9. The method of claim 1, wherein the preferred wireless coverage area includes an access channel, wherein the RAN instructs WCDs to transmit on the access channel at a default power level, and wherein granting the first WCD an increased service quality comprises: instructing the first WCD to transmit on the access channel at above the default power level. 10. The method of claim 9, wherein the resources comprise code division multiple access (CDMA) codes. 11. The method of claim 1, wherein granting the first WCD an increased service quality comprises: when reserving resources of the preferred wireless coverage area for WCDs, the RAN giving priority to the first WCD over other WCDs that are contending for the resources. 12. A radio access network (RAN) component capable of controlling a preferred wireless coverage area, wherein wireless coverage areas are either preferred or non-preferred, and wherein the RAN component has access to a table that maps WCD identifiers to respective handoff data associated with each respective WCD identifier, the RAN component comprising: a processor;a data storage; andprogram instructions, stored in the data storage and executable by the processor, to (i) determine a first WCD identifier of the first WCD, (ii) look up the determined first WCD identifier in the table, (iii) based on the handoff data that is stored in the table and associated with the first WCD identifier, determine that, in the past, the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, and (iv) in response to determining that, in the past, the first WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, grant the first WCD an increased service quality. 13. The RAN component of claim 12, wherein the preferred wireless coverage area includes a paging channel that the RAN component uses to try to contact the first WCD, and wherein the program instructions to grant the first WCD an increased service quality comprise: program instructions to adjust parameters of at least one paging message transmitted on the paging channel in an effort to increase a paging success rate to the first WCD. 14. The RAN component of claim 13, wherein the program instructions to adjust parameters of at least one paging message transmitted on the paging channel comprise: program instructions to increase power of paging messages transmitted to the first WCD on the paging channel. 15. The RAN component of claim 13, wherein the paging channel is divided into time division multiplexed (TDM) slots, wherein the first WCD is assigned to a given paging channel slot, and wherein the RAN also serves a second WCD with the preferred wireless coverage area, and wherein the program instructions to adjust parameters of at least one paging message transmitted on the paging channel comprise: program instructions to (i) determine a second WCD identifier of the second WCD, (ii) look up the determined second WCD identifier in the table, (iii) based on the handoff data that is stored in the table and associated with the second WCD identifier, determine that, in the past, the second WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas, and (iv) in response to determining that, in the past, the second WCD has been handed off from the preferred wireless coverage area to any one of the group of one or more non-preferred wireless coverage areas the second WCD is also likely to roam, (a) assign the second WCD to the given paging channel slot, and (b) increase the power used to transmit paging messages in the given paging channel slot. 16. The RAN component of claim 12, wherein the program instructions to grant the first WCD an increased service quality comprise: program instructions to, when reserving resources of the preferred wireless coverage area for WCDs, give priority to the first WCD over other WCDs that are contending for the resources.
