A perchlorate-free pyrotechnic flare composition for producing a red flame, the composition comprising, by weight, a magnesium fuel within the range of approximately twenty-five percent (25%) to approximately thirty four percent (34%) of the composition, the magnesium fuel including particles sizes selected from the group consisting of granulation 15, granulation 17, granulation 18, and mixtures thereof,a strontium nitrate oxidizer within the range of approximately forty-five percent (45%) to approximately fifty-three percent (53%) of the composition,a polyvinyl chloride color enhancer within the range of approximately thirteen percent (13%) to approximately sixteen percent (16%) of the composition,a two-part curable binder system within the range of approximately five percent (5%) to approximately seven percent (7%) of the composition, the binder system within the range of approximately seventy percent (70%) to approximately eighty percent (80%) epoxy and within the range of approximately twenty percent (20%) to approximately thirty percent (30%) curing agent, anda stoichiometric ratio of the strontium nitrate oxidizer to the polyvinyl chloride color enhancer of at least 3.43;wherein during a burn, the red flame of the perchlorate-free pyrotechnic composition has a minimum dominant wavelength of at least 607 nm and a minimum color purity of at least 92%. 2. The composition of claim 1, wherein the magnesium fuel is approximately twenty-eight percent (28%) of the composition. 3. The composition of claim 2, wherein the magnesium fuel includes granulation 17 particles. 4. The composition of claim 1, wherein the strontium nitrate oxidizer is approximately fifty percent (50%) of the composition. 5. The composition of claim 1, wherein the polyvinyl chloride color enhancer is approximately fifteen percent (15%) of the composition. 6. The composition of claim 1, wherein the binder system is approximately seven percent (7%) of the composition. 7. The composition of claim 1, wherein the epoxy is approximately five percent (5%) of the composition. 8. The composition of claim 1, wherein the curing agent is approximately two percent (2%) of the composition. 9. The composition of claim 1, wherein the epoxy includes a liquid bisphenol-A based epoxy resin diluted with cresyl glycidyl ether. 10. The composition of claim 1, wherein the curing agent includes polyamide resin. 11. The composition of claim 10, wherein the polyamide resin includes a reactive polyamide resin derived from dimerized fatty acid and polyamines. 12. The composition of claim 1, wherein the composition excludes calcium nitrate. 13. A perchlorate-free pyrotechnic flare for producing a red flame having a composition comprising, by weight: a magnesium fuel within the range of approximately twenty-five percent (25%) to approximately thirty-four percent (34%) of the composition, the magnesium fuel including particles sizes selected from the group consisting of granulation 15, granulation 17, granulation 18, and mixtures thereof;a strontium nitrate oxidizer within the range of approximately forty-five percent (45%) to approximately fifty-three percent (53%) of the composition;a polyvinyl chloride color enhancer within the range of approximately thirteen percent (13%) to approximately sixteen percent (16%) of the composition; anda two-part curable binder system within the range of approximately five percent (5%) to approximately seven percent (7%) of the composition, the binder system within the range of approximately seventy percent (70%) to approximately eighty percent (80%) epoxy and within the range of approximately twenty percent (20%) to approximately thirty percent (30%) curing agent, and a stoichiometric ratio of the strontium nitrate oxidizer to polyvinyl chloride color enhancer of at least 3.43;wherein during a burn, the red flame of the perchlorate-free pyrotechnic composition has a minimum dominant wavelength of at least 607 nm and a minimum color purity of at least 92%. 14. The flare of claim 13, wherein the epoxy of the binder system includes a liquid bisphenol-A based epoxy resin diluted with cresyl glycidyl ether, and the curing agent of the binder system includes a polyamide resin having a reactive polyamide resin derived from dimerized fatty acid and polyamines. 15. The flare of claim 13, wherein the flare has a burn time of at least approximately sixteen (16) seconds. 16. The flare of claim 13, wherein the red flame of the flare has a color purity of approximately ninety-six percent (96%). 17. The flare of claim 13, wherein the flare has a luminous intensity within the range of approximately 5,400 candela and approximately 11,600 candela. 18. The flare of claim 13, wherein the flare has a dominant wavelength within the range of approximately 640 nanometers and approximately 645 nanometers. 19. A perchlorate-free pyrotechnic flare for producing a red flame having a composition comprising, by weight: a magnesium fuel of approximately twenty-eight percent (28%) of the composition, the magnesium fuel including particles sizes selected from the group consisting of granulation 15, granulation 17, granulation 18, and mixtures thereof;a strontium nitrate oxidizer of approximately fifty percent (50%) of the composition;a polyvinyl chloride color enhancer of approximately fifteen percent (15%) of the composition; anda two-part curable binder system of approximately seven percent (7%) of the composition, the binder system including an epoxy and a curing agent, wherein the epoxy is approximately five percent (5%) of the composition and the curing agent is approximately two percent (2%) of the composition, and a stoichiometric ratio of the strontium nitrate oxidizer to the polyvinyl chloride color enhancer of at least 3.43;wherein during a burn, the red flame of the perchlorate-free pyrotechnic composition has a minimum dominant wavelength of at least 640 nm and a minimum color purity of at least 96%.
