The apparatus of claim 2, wherein the movement system comprises: a spindle associated with the second end; andan actuator connected to the spindle, wherein the actuator is configured to rotate the spindle to rotate the rigid base section. 4. The apparatus of claim 3, wherein the actuator is selected from one of a linear actuator connected to the spindle by a rod and a rotary actuator connected to the spindle. 5. The apparatus of claim 1, wherein the inflatable control surface is a first inflatable control surface, the inflatable section is a first inflatable section, the rigid base section is a first rigid base section, and the axis is a first axis, and further comprising: a second inflatable section, wherein the second inflatable section is configured to be inflated to the aerodynamic shape; anda second rigid base section having a first end and a second end, wherein the first end is associated with the second inflatable section to form a second inflatable control surface for the aircraft and wherein the second end is configured for attachment to the fuselage of the aircraft and configured to be rotated about a second axis to control movement of the aircraft during the flight. 6. The apparatus of claim 4, wherein a first control surface and a second control surface form one of stabilizers for the aircraft, a V-shaped tail for the aircraft, and wings for the aircraft. 7. The apparatus of claim 1, wherein the rigid base section and the inflatable section in an inflated configuration form the inflatable control surface with an airfoil shape. 8. The apparatus of claim 1 further comprising: a conductive surface at the second end of the rigid base section. 9. The apparatus of claim 8 further comprising: a conductive member associated with the fuselage and configured to electrically contact the conductive surface. 10. The apparatus of claim 1, wherein the rigid base section is from about five percent to about 20 percent of the control surface. 11. The apparatus of claim 1 further comprising: the aircraft. 12. The apparatus of claim 1 further comprising: a delivery system configured to deliver the aircraft for the flight. 13. The apparatus of claim 12, wherein the delivery system is a missile and wherein the aircraft is a payload in the missile. 14. The apparatus of claim 1, wherein the aircraft is an unmanned aerial vehicle. 15. The apparatus of claim 1, wherein the inflatable section is comprised of a material selected from at least one of polyurethane, bi-directional polyester film, plastic, a para-aramid synthetic fiber with an airtight liner, nylon with an airtight liner, cloth with wire, and metal threads. 16. An aircraft system comprising: a fuselage for an unmanned aerial vehicle;a number of airfoils in which each airfoil has an inflatable section in which the inflatable section is configured to be inflated to an aerodynamic shape and is comprised of a material selected from at least one of polyurethane, bi-directional polyester film, plastic, a para-aramid synthetic fiber with an airtight liner, nylon with an airtight liner, cloth with wire, and metal threads; and a rigid base section having a first end and a second end in which the first end is associated with the inflatable section to form an inflatable control surface for the unmanned aerial vehicle, and in which the second end is configured for attachment to a fuselage of the unmanned aerial vehicle and configured to be rotated about an axis to control movement of the unmanned aerial vehicle during flight and has a conductive surface at the second end of the rigid base section, in which the rigid base section and the inflatable section in an inflated configuration form the inflatable control surface with an airfoil shape, and in which the number of airfoils form at least one of stabilizers for the unmanned aerial vehicle, a V-shaped tail for the unmanned aerial vehicle, and wings for the unmanned aerial vehicle;a conductive member associated with the fuselage and configured to electrically contact the conductive surface;a movement system configured to rotate the rigid base section in which the movement system comprises a spindle associated with the second end and an actuator connected to the spindle in which the actuator is configured to rotate the spindle to rotate the rigid base section and in which the actuator is selected from one of a linear actuator connected to the spindle by a rod and a rotary actuator connected to the spindle; anda delivery system configured to deliver the unmanned aerial vehicle for the flight in which the delivery system is a missile and the unmanned aerial vehicle is a payload in the missile.
