An insurance system that processes information representative of an operating state of a motorized vehicle and provides a classification rating comprising: a microprocessor configured to extract selected insurance related data generated by a vehicle sensor within the motorized vehicle, the selected insurance related data being representative of an operating state of the motorized vehicle;a remote computer configured to provide the classification rating used to determine a cost of insurance based on actual driving characteristics of the motorized vehicle determined from the selected insurance related data; anda telecommunication device within the motorized vehicle that communicates through a wireless communication link that couples the microprocessor to the remote computer, where the telecommunication device is configured to transfer the selected insurance related data from a buffer that stores data waiting to be transferred from the motorized vehicle to the remote computer, where the selected insurance related data is stored in the buffer at equal time intervals. 2. The insurance system of claim 1 where the remote computer is further configured to adjust the cost of insurance associated with an actual operation of the motorized vehicle based on a plurality of actuarial classes, one of the plurality of actuarial classes is based on actual driving data. 3. The insurance system of claim 2 where the remote computer is further configured to adjust the cost of insurance based on the classification rating in one of the plurality of actuarial classes, where the plurality of actuarial classes comprise insurance based classifications. 4. The insurance system of claim 1 where the remote computer is configured to aggregate the selected insurance related data from a plurality of vehicle sensors, and where the remote computer is further configured to adjust the cost of insurance associated with an actual operation of the motorized vehicle based on the classification rating of the motorized vehicle in an actuarial class that is based on actual driving data. 5. The insurance system of claim 1 where the cost of insurance comprises an adjustment of the cost of insurance for a time period in which the microprocessor extracts the selected insurance related data and the cost of insurance further comprises a prospective adjustment of an insurance premium based at least in part on the actual operation of the motorized vehicle. 6. The insurance system of claim 1 where the cost of insurance comprises an adjustment of an insurance cost for a time period in which the microprocessor extracts the selected insurance related data and the cost of insurance further comprises a prospective adjustment of an insurance premium based at least in part on an actual operation of the motorized vehicle. 7. The insurance system of claim 1 further comprising a Web server that is configured to serve at least part of the selected insurance related data representative of an operating state of the motorized vehicle and a cost of insuring the motorized vehicle based on the selected insurance related data generated by the vehicle sensor. 8. The insurance system of claim 1 where the microprocessor is further configured to extract selected insurance related data from a plurality of vehicle sensors. 9. The insurance system of claim 1 where the microprocessor is configured to execute data process logic that stores insurance related data only when the insurance related data is associated with a safety standard. 10. The insurance system of claim 9 where a relationship to the safety standard is determined after the selected insurance related data is extracted. 11. The insurance system of claim 1 where the microprocessor is configured to monitor, extract, and write all of the extracted data from a plurality of vehicle sensors to an electronic file which is stored within a buffer of the remote computer. 12. The insurance system of claim 1 where the classification rating comprises a classification rating of an operator in an actuarial class of insurance. 13. The insurance system of claim 1 where the classification rating comprises a classification rating of a vehicle in an actuarial class of insurance. 14. The insurance system of claim 1 where the remote computer is configured to determine a cost of insuring the motorized vehicle based upon the extracted selected insurance related data. 15. The insurance system of claim 14 where the cost of insuring the motorized vehicle comprises a prospective insurance premium. 16. The insurance system of claim 14 where the cost of insuring the motorized vehicle comprises a base cost of automobile insurance and the extracted selected insurance related data identifies a surcharge applied to the base cost of the automobile insurance. 17. The insurance system of claim 16 where the combination of the surcharge and the base cost of automobile insurance comprises a prospective insurance premium. 18. The insurance system of claim 14 where the cost of insuring the motorized vehicle comprises a base cost of automobile insurance and the extracted selected insurance related data identifies a discount to the base cost of the automobile insurance. 19. The insurance system of claim 18 where a combination of the discount and the base cost of automobile insurance comprises a prospective insurance premium. 20. The insurance system of claim 1 where the remote computer is accessible to a Web server that renders on-line service interfaces that provide access to the selected insurance data and a cost of insuring the vehicle through a publicly accessible distributed network and where the on-line interfaces are remote from the vehicle, remote from the microprocessor, remote from the telecommunication device, and remote from the remote computer. 21. The insurance system of claim 1 where the selected insurance data is processed against an insured profile to render a surcharge applied against a base cost of insurance. 22. The insurance system of claim 1 where the selected insurance data is processed against an insured profile to render a discount applied against a base cost of insurance. 23. An insurance system that processes information representative of an operating state of a motorized vehicle and provides an insurance cost comprising: a microprocessor configured to extract selected insurance related data generated by a motorized vehicle sensor within the motorized vehicle, the selected insurance related data being representative of an operating state of the motorized vehicle; anda telecommunication device that communicates through a wireless communication link that couples the microprocessor to a remote computer, where the telecommunication device is configured to transfer the selected insurance related data from a buffer that stores data waiting to be transferred from the motorized vehicle to the remote computer and where the data stored in the buffer is stored on a periodic schedule;where the remote computer is programmed to render a cost of insuring the motorized vehicle based on the selected insurance related data generated by the vehicle sensor; andwhere the cost of insuring the motorized vehicle comprises a prospective insurance premium. 24. The insurance system of claim 23 where the remote computer is further programmed to adjust the cost of insuring the motorized vehicle on a classification rating of the motorized vehicle based on a plurality of actuarial classes, one of the plurality of actuarial classes is based on actual driving data. 25. The insurance system of claim 23 where the remote computer is configured to aggregate the selected insurance related data from a plurality of motorized vehicle sensors, and where the remote computer is further configured to adjust the cost of insuring the motorized vehicle on a classification rating of the motorized vehicle in an actuarial class that is based on actual driving data. 26. The insurance system of claim 23 where the cost of insuring the motorized vehicle comprises an adjustment of a cost of insurance for a monitoring time period in which the microprocessor extracts the selected insurance related. 27. The insurance system of claim 23 where the selected insurance related data further comprises data from a vehicle speed sensor and a body sensor. 28. The insurance system of claim 23 where the prospective insurance premium is based on a plurality of actuarial classes that represent actual motorized vehicle driving characteristics. 29. An insurance system that processes information representative of an operating state of a motorized vehicle and provides an insurance cost comprising: a microprocessor configured to extract selected insurance related data generated by a vehicle sensor within the motorized vehicle, the selected insurance related data being representative of an operating state of the motorized vehicle;a remote computer programmed to render a cost of insuring the motorized vehicle based on the selected insurance related data; anda telecommunication device that communicates through a wireless communication link that couples the microprocessor to the remote computer, where the telecommunication device is configured to transfer the selected insurance related data from a buffer that holds data waiting to be transferred from the motorized vehicle to the remote computer, and where the data stored in the buffer is written to the buffer on a periodic schedule;where the cost of insuring the motorized vehicle comprises a prospective insurance premium and the prospective insurance premium is based on a plurality of actuarial classes, at least one of the plurality of actuarial classes represent actual motorized driving characteristics. 30. The insurance system of claim 29 where the remote computer is further configured to adjust the cost of insuring the motorized vehicle based on a classification rating of the motorized vehicle based on a plurality of actuarial classes, one of the plurality of actuarial classes is based on actual driving data. 31. The insurance system of claim 29 where the remote computer is configured to aggregate the selected insurance related data from a plurality of vehicle sensors, and where the remote computer is further configured to adjust the cost of insuring the motorized vehicle based on a classification rating of the motorized vehicle in an actuarial class that is based on actual driving data. 32. The insurance system of claim 29 where the cost of insuring the motorized vehicle comprises an adjustment of the cost of insurance for a time period in which the microprocessor extracts the selected insurance related data.
