A system for modifying configuration settings for a throttle management system, comprising: a subsystem to transmit, from a server, configuration parameters of a throttle coupled to a data source, the configuration parameters including a maximum number of permits to be issued by the throttle to a plurality of modules operable to perform an operation on the data source, an expected response time for completing the operation on the data source, and a number of available permits to assign to the plurality of modules, wherein the data source includes a plurality of data sources and wherein the erected response time is determined by a time to complete a prior call to the plurality of data sources, and wherein the number of available permits is adjustable based upon whether a previous operation performed by a first module of the plurality of modules was completed within the expected response time;a subsystem to receive a modification to a configuration parameter based upon whether the previous operation performed by the first module of the plurality of modules was completed within the expected response time; anda subsystem to apply the modification to the configuration parameter of the throttle during runtime operation of the server. 2. The system of claim 1, wherein the configuration parameters include a parameter operable to direct the throttle to deny all calls made to the data source. 3. The system of claim 2, further comprising: a subsystem to receive a call to access a data source;a subsystem to access the modified configuration parameter; anda subsystem to deny all calls to the first data source based on the modified configuration parameter. 4. The system of claim 1, wherein the throttle coupled to the data source includes a plurality of throttles, each throttle of the plurality of throttles being coupled to a plurality of data sources. 5. The system of claim 4, further comprising a subsystem to modify a first configuration parameter of the throttle associated with a first data source of the plurality of data sources. 6. The system of claim 5, wherein the first configuration parameter includes a setting operable to direct the throttle to deny all calls made to the first data source, and to direct the throttle to send calls made to the first data source to a second data source of the plurality of data sources. 7. A method for modifying configuration settings for a throttle management system, comprising: transmitting, from a server, configuration parameters of a throttle coupled to a data source, the configuration parameters including a maximum number of permits to be issued by the throttle to a plurality of modules operable to perform an operation on the data source, an expected response time for completing the operation on the data source, wherein the expected response time is determined by a time to complete a prior call to the data source, and a number of available permits to assign to the plurality of modules, wherein the number of available permits is adjustable based on whether a previous operation performed by a first module of the plurality of modules was completed within the expected response time;receiving, a modification to a configuration parameter based upon whether the previous operation performed by the first module of the plurality of modules was completed within the expected response time; andapplying the modification to the configuration parameter of the throttle during runtime operation of the server. 8. The method of claim 7, wherein the configuration parameters include a parameter operable to direct the throttle to deny throttle calls made to the data source. 9. The method of claim 8, wherein the data source includes a plurality of data sources. 10. The method of claim 8, further comprising: receiving a call to access a data source;accessing the modified configuration parameter; anddenying all calls to the first data source based on the modified configuration parameter. 11. The method of claim 7, wherein the throttle coupled to the data source includes a plurality of throttles, each throttle of the plurality of throttles being coupled to at least one of a plurality of data sources. 12. The method of claim 11, further comprising modifying a first configuration parameter of the throttle associated with a first data source of the plurality of data sources based on a modification received from a client. 13. The method of claim 12, wherein the first configuration parameter includes a setting operable to direct the throttle to deny all calls made to the first data source, and to direct the throttle to send calls made to the first data source to a second data source of the plurality of data sources. 14. A computer-readable storage medium including computer readable instructions stored thereon and executable by a processor to: transmit, from a server, configuration parameters of a throttle coupled to a data source, the configuration parameters including a maximum number of permits to be issued by the throttle to a plurality of modules operable to perform an operation on the data source, an expected response time for completing the operation on the data source, and a number of available permits to assign to the plurality of modules, wherein the expected response is determined by a time to complete a prior call to the plurality of data sources, and wherein the number of available permits is adjustable based upon whether a previous operation performed by a first module of the plurality of modules was completed within the expected response time;receive, from a client, a modification to a configuration parameter based upon whether the previous operation performed by the first module of the plurality of modules was completed within the expected response time; andapply the modification to the a configuration parameter of the throttle during runtime operation of the server. 15. The computer-readable storage medium of claim 14, wherein the configuration parameters include a parameter operable to direct the throttle to deny all calls made to the data source. 16. The computer-readable storage medium of claim 15, wherein the data source includes a plurality of data sources. 17. The computer-readable storage medium of claim 14, wherein a throttle coupled to a data source includes a plurality of throttles, each throttle of the plurality of throttles being coupled to at least one of a plurality of data sources. 18. The computer-readable storage medium of claim 17, further comprising instructions executable to modify a first configuration parameter of the throttle associated with a first data source of the plurality of data sources. 19. The computer-readable storage medium of claim 18, wherein the first configuration parameter includes a setting operable to direct the throttle to deny all calls made to the first data source, and to direct the throttle to send calls made to the first data source to a second data source of the plurality of data sources.
