A system as in claim 1, further comprising a sealed package enclosing the catheter, the sheath and the enclosure. 4. A system as in claim 3, wherein the sealed package comprises a tearable pouch. 5. A system as in claim 1, wherein the enclosure, the catheter and the sheath are configured to allow a user to advance the catheter into a urethra and void urine through the catheter by touching only the sheath and the enclosure and without touching the catheter. 6. A system as in claim 1, wherein the proximal end of the catheter remains anchored outside of the enclosure throughout use of the system, such that urine passes into the distal end of the catheter, through the catheter, and out the proximal end of the catheter, while the catheter is attached to the enclosure. 7. A system as in claim 6, further comprising a urine receiving bag removably attached to the proximal end of the catheter. 8. An assembly as in claim 6, wherein the conical proximal portion of the catheter has a fixed shape that does not change. 9. A system as in claim 1, wherein the sheath comprises: a first, removable portion located at the catheter's distal end; anda second, slidable portion, configured to be slidably moved along the catheter. 10. A system as in claim 1, wherein the top member and the bottom member coupled together form a donut shape having an inner core wall and an external restraining wall. 11. A system as in claim 10, wherein the first hole is located on the external restraining wall and the second hole is located on the inner core wall. 12. A system as in claim 1, further comprising a flexible tube disposed around a majority of the catheter, wherein the flexible tube comprises a distal end, a proximal end, and a portion disposed substantially in a coil. 13. A system as in claim 1, further comprising multiple surface members disposed on at least one of the top member or the bottom member, wherein the surface members are configured to facilitate rotation of one the top member and the bottom member relative to the other. 14. A system as in claim 13, wherein the multiple members are selected from the group consisting of bumps, handles and ridges.
