1. A cap for a container closure or closure plug, the cap comprising: a cap top;attachment means under a central portion of the cap top and securingly engageable with a container closure or closure plug;a frangible connection between the cap top and the attachment means, and configured to be broken upon removal or attempted removal of the cap from said container closure or closure plug; anda permanent connection is provided between the cap top and the attachment means which, upon breaking of the frangible connection, retains the cap top and the attachment means relatively moveably connected together. 2. The cap as claimed in claim 1, wherein the frangible connection is configured to leave a visible tamper indication in the cap top upon breakage or removal of the cap from said container closure or closure plug. 3. The cap as claimed in claim 2, wherein the attachment means has a snap-fit engagement with a feature of the container closure or closure plug. 4. The cap as claimed in claim 2, wherein the force required to disengage the attachment means from the container closure or a closure plug is greater than the force required to break the frangible connection between the cap top and the attachment means. 5. The cap as claimed in claim 2, wherein the attachment means is a ring depending axially from and connected by a frangible link to the cap top. 6. The cap as claimed in claim 5, wherein the attachment ring is axially separated from the cap top by the frangible connection in the form of a series of frangible links and the permanent connection bridges the axial separation between the cap top and the attachment ring. 7. The cap as claimed in claim 2, wherein the permanent connection includes a tear-strip defined by side and cross grooves in the upper surface of the cap top, and the tear-strip, when torn, constituting the visible tamper indication. 8. The cap as claimed in claim 7, wherein the sides cross grooves are membranous, to leave the upper surface of the cap unbroken and essentially flat. 9. The cap as claimed in claim 7, wherein the side and cross grooves are limited to a central region of the cap top. 10. The cap as claimed in claim 7, wherein the side grooves continue as a pair of parallel frangible membranous grooves extending from the permanent connection and part-way down the attachment ring. 11. The cap as claimed in claim 10, wherein the pair of parallel frangible membranous grooves, when torn, weaken the attachment ring to permit removal thereof from said container closure or closure plug. 12. The cap as claimed in claim 1, further comprising a one-piece synthetic plastic resin moulding. 13. The cap as claimed in claim 1, wherein the attachment means has a snap-fit engagement with a feature of the container closure or a closure plug. 14. The cap as claimed in claim 1, wherein the force required to disengage the attachment means from the container closure or a closure plug is greater than the force required to break the frangible connection between the cap top and the attachment means. 15. The cap as claimed in claim 1, wherein the attachment means is an attachment ring depending axially from and connected by a frangible connection to the cap top. 16. The cap as claimed in claim 15, wherein the attachment ring is axially separated from the cap top by the frangible connection in the form of a series of frangible links and the permanent connection bridges the axial separation between the cap top and the attachment ring. 17. The cap as claimed in claim 1, wherein the permanent connection includes a tear-strip defined by side and cross grooves in the upper surface of the cap top, the tear-strip, when torn, constituting a visible tamper indication. 18. The cap as claimed in claim 17, wherein the side and cross grooves are membranous, and leave the upper surface of the cap top unbroken and essentially flat. 19. The cap as claimed in claim 17, wherein the side and cross grooves are limited to a central region of the cap top. 20. The cap as claimed in claim 17, wherein the side grooves continue as a pair of parallel frangible membranous grooves extending from the permanent connection and part-way down the attachment ring. 21. The cap as claimed in claim 10, wherein the parallel frangible membranous grooves, when torn, weaken the attachment ring to permit removal thereof from said container closure or closure plug. 22. The cap as claimed in claim, 1, further comprising a container closure or closure plug under the cap top. 23. The cap as claimed in claim 1, wherein the attachment means is connected to a central portion of the cap top.
