Described herein is an improved externally mounted pressure relief valve that is especially adapted for rail tank cars or other large closed containers that contain or transport fluids, including liquids and gases. The pressure relief valve comprises a plurality of spring assemblies, and each spring assembly contains a pre-determined number of spring leaves. Each spring assembly is coiled upon a corresponding spring drum, and each spring drum is penetrated by a corresponding spring drum bolt. The spring assemblies are preferably aligned in at least two horizontal planes that are parallel to each other and normal to the vertical length of a spring block. The spring block and sealing disk are mounted vertically over the valve seat and within the confines of vertically extending spring brackets.

The pressure relief valve of claim 1, wherein said roller bearing assembly comprises a single needle roller bearing, a gauge, a single top thrust washer and single bottom thrust washer. 3. The pressure relief valve of claim 1 wherein said constant force biasing component attaching device comprises a single spring block, andeach said constant force biasing component comprises a single constant force spring assembly,said single spring block attaching to said constant force spring assemblies,each said constant force spring assembly comprising seven spring leaves and said single spring block attaching to twelve said constant force spring assemblies. 4. The pressure relief valve of claim 1 further comprising cap screws, said cap screws mechanically attaching said constant force biasing components to said constant force biasing component attachment device, said pressure relief valve further comprising spring brackets and a dome-like cover said spring brackets attaching to said dome-like cover. 5. The pressure relief valve of claim 1 further comprising spring brackets, each said spring bracket comprising two triangular openings, each said spring bracket providing a rigid vertical guide for vertical movement of said single constant force biasing component attachment device,each said spring bracket comprising spring bracket recesses,said spring bracket recesses maintaining relative rotational position between said constant force component attachment device and said constant force biasing components. 6. The pressure relief valve of claim 1 wherein said constant force component attachment device comprises rectangular three-dimensional segments, said rectangular three-dimensional segments moving vertically within said spring bracket recesses,said rectangular three-dimensional segments and spring bracket recesses maintaining said constant force component attachment device and said adjustment screw in co-axial alignment.
