The flame arrester according to claim 1, wherein the second end of said frame comprises an impervious plug. 5. The flame arrester according to claim 1, wherein: the frame is formed of a heat-resistant and fuel-resistant plastic material selected from the group consisting of nylon and high-density polyethylene; andthe cover is formed of a textile material selected from the group consisting of woven glass fiber, nonwoven glass fiber, woven aramid fiber, nonwoven aramid fiber, woven carbon fiber, and nonwoven carbon fiber. 6. A flame arrester, comprising: the flame arrester including a substantially cylindrical, skeletal frame having a plurality of parallel, elongate, flexible ribs defining an open core, the frame being formed of a heat-resistant and fuel-resistant plastic material, the plurality of ribs defining a corresponding plurality of elongate passages therebetween, the frame having a first end and a second end opposite the first end, the frame having a mounting flange at the first end; anda flexible, porous cover disposed over the ribs, the cover being formed of a stretchable, woven textile material, wherein the pore size is between 0.4 mm and 0.9 mm. 7. The flame arrester according to claim 6, wherein the second end of said frame comprises an impervious plug. 8. The flame arrester according to claim 6, wherein: the second end of the frame comprises a plurality of inwardly curved ribs; andthe cover comprises a sock having a closed, porous end disposed over the second end of the frame. 9. The flame arrester according to claim 6, further comprising: a plurality of rings disposed circumferentially about the frame, each of the rings having a plurality of inwardly extending fingers disposed between the ribs; anda plurality of axially disposed wires, each of the wires being positioned within one of the plurality of passages of the frame between two corresponding ribs and secured therein by corresponding fingers of the rings, the textile cover being disposed alternately over the ribs and beneath each of the wires. 10. A fuel storage unit and a flame arrester, comprising in combination: the fuel storage unit being a substantially closed container having a substantially tubular neck extending therefrom;the flame arrester including an elongate, flexible, skeletal frame having a plurality of passages defined therein, the frame being formed of a heat-resistant and fuel-resistant plastic material, the frame forming an open core therein, the frame having a first end and a second end opposite the first end, the frame having a mounting flange at the first end; anda flexible, porous cover disposed over the frame, the mounting flange being attached to the container so that the frame and cover are retained within the fuel storage unit, the cover being formed of a stretchable, textile material, wherein the pore size is between 0.4 mm and 0.9 mm. 11. The flame arrester according to claim 10, wherein the frame has a generally cylindrical configuration, the frame having a plurality of axial, parallel, elongate, flexible ribs, the ribs defining a corresponding plurality of elongate passages therebetween, the first end of the frame defining the mounting flange. 12. The flame arrester according to claim 10, wherein the second end of said frame comprises an impervious plug. 13. The flame arrester according to claim 10, wherein: the second end of the frame comprises a plurality of inwardly curved ribs; andthe cover comprises a sock having a closed, porous end disposed over the second end of the frame. 14. The flame arrester according to claim 10, further comprising: a plurality of rings disposed circumferentially about the frame, each of the rings having a plurality of inwardly extending fingers; anda plurality of axially disposed wires, each of the wires being positioned within one of the plurality of passages of the frame and secured therein by corresponding fingers of the rings, the textile cover being disposed alternately over the frame and beneath each of the wires. 15. The flame arrester according to claim 10, wherein: the cover is formed of a textile material selected from the group consisting of woven glass fiber, nonwoven glass fiber, woven aramid fiber, nonwoven aramid fiber, woven carbon fiber, and nonwoven carbon fiber.
