The method of claim 5, wherein the occupant information module notifies an occupant of a different vehicle of the criminal history of the vehicle occupant. 9. The method of claim 8, wherein the occupant information module notifies the third party of the possible association when a frequency of the vehicle being spatially proximal to the physical location is at least a selected threshold. 10. A tangible, non-transitory computer readable medium comprising processor executable instructions that, when executed by a processor, maintain, in vehicle memory, occupant information for at least one vehicle occupant for reporting the occupant information to a third party, the occupant information comprising plural of occupant occupation, occupant employer, occupant socioeconomic status, occupant business address, occupant interest, occupant disinterest, occupant interpersonal associations with other persons, and criminal history, and wherein the occupant information is used by a third party advertiser to determine what advertising information is of interest to the at least one vehicle occupant in connection with the third party advertiser providing the advertising information of interest to the at least one vehicle occupant while the at least one vehicle occupant is in the vehicle. 11. The medium of claim 10, wherein the occupant information module reports the occupant information to a law enforcement authority and wherein the occupant information comprises occupant identity. 12. The medium of claim 11, wherein the occupant information comprises criminal history. 13. The medium of claim 10, wherein the occupant information comprises at least one of driving history, occupant current and/or historic driving behavior and/or pattern and wherein the third party is an insurance company having an insurance policy on the vehicle. 14. The medium of claim 10, wherein the instructions determine, using information received from a law enforcement database, a criminal history of an possible vehicle occupant, wherein the instructions compare a current vehicle location to a physical location associated with a listed criminal offender, and wherein, when the physical location is within a selected spatial distance of a current location of the vehicle when parked, a possible association between the criminal offender and the vehicle. 15. The medium of claim 12, wherein the instructions notify an occupant of a different vehicle of the criminal history of the vehicle occupant. 16. The medium of claim 15, wherein the instructions notify the third party of the possible association when a frequency of the vehicle being spatially proximal to the physical location is at least a selected threshold. 17. The vehicle of claim 1, wherein the occupant information is provided to one or more occupants of one or more other vehicle. 18. The method of claim 3, wherein the occupant information is provided to one or more occupants of one or more other vehicles. 19. The method of claim 10, wherein the occupant information is provided to one or more occupants of one or more other vehicles. 20. A vehicle, comprising: a processor;a vehicle memmory coupled to the processor and comprising occupant information; andan occupant information module to maintain, in the vehicle memory, the occupant information for at least one vehicle occupant and report the occupant information to a third party, the occupant information comprising criminal history, wherein the occupant information module reports the occupant information to a law enforcement authority, wherein the occupant information comprises occupant identity, wherein the microprocessor executing the occupant information module determines, using information received from a law enforcement database, a criminal history of an possible vehicle occupant, wherein the processor executing the occupant information module compares a current vehicle location to a physical location associated with a listed criminal offender, and wherein, when the physical location is within a selected spatial distance of a current location of the vehicle when parked, a possible association between the criminal offender and the vehicle. 21. The vehicle of claim 20, wherein the occupant information module notifies an occupant of a different vehicle of the criminal history of the vehicle occupant. 22. The vehicle of claim 21, wherein the occupant information module notifies the third party of the possible association when a frequency of the vehicle being spatially proximal to the physical location is at least a selected threshold. 23.
