A bituminous composition comprising a bitumen emulsion in an amount from about 2% to about 10% by total weight of the bituminous composition, and aggregate in an amount from about 90% to about 99% by total weight of the bituminous composition, wherein the bituminous composition is at a temperature range of about 50° C. to about 140° C. The bitumen emulsion comprises hard bitumen in an amount from about 50% to about 75% by total weight of the bitumen emulsion, the hard bitumen being characterized by a penetration number of about 100 dmm or less at 25° C. as determined according to the AASHTO Method T49, and an emulsifier in an amount from about 0.05% to about 2% by total weight of the bitumen emulsion, the emulsifier having a Hildebrand solubility parameter of at least of about 19 (MPa)½. Also disclosed are the methods of producing and using such bituminous compositions.

The composition of claim 1, wherein the amphoteric emulsifier comprises a member selected from the group consisting of: a reaction product of polyethylene polyamines reacting with C-12 to C-24 fatty acids, rosin acids, and combinations thereof modified with acrylic acid, maleic anhydride, or fumaric acid,a salt of C-12 to C-24 alkyl amidopropyl halide methyl carboxylate betaine,a salt of C-12 to C-24 alkyl amidopropyl halide phosphate betaine, anda salt of C-12 to C-24 alkyl amidopropyl halide sulphate betaine. 3. The composition of claim 2, wherein the salt is lithium salt, sodium salt, potassium salt, or a mixture thereof. 4. A paved road comprising at least one layer of the bituminous composition of claim 2. 5. A paved road comprising at least one layer of the bituminous composition of claim 1. 6. The bituminous composition of claim 1, wherein substantially all of the bitumen has a penetration number of 100 dmm or less at 25° C. as determined according to the American Association of State Highway and Transportation Officials (AASHTO) Method T49. 7. Bituminous composition comprising: (a) a bitumen emulsion in an amount from 2% to 10% by total weight of the bituminous composition, wherein the bitumen emulsion comprises: (i) hard bitumen in an amount from 50% to 75% by total weight of the bitumen emulsion, the hard bitumen being characterized by a penetration number of 100 dmm or less at 25° C. as determined according to the American Association of State Highway and Transportation Officials (AASHTO) Method T49,(ii) a cationic emulsifier in an amount from 0.05% to 2% by total weight of the bitumen emulsion, the emulsifier having a Hildebrand solubility parameter of at least of about 19 (MPa)½; and(b) aggregate in an amount from 90% to 98% by total weight of the bituminous composition, wherein the bituminous composition is at a temperature range of 50° C. to 140° C., and wherein the hard bitumen wets a surface of the aggregate, and the emulsifier enhances the bitumen wetting of the aggregate surface. 8. The composition of claim 7, wherein the cationic emulsifier comprises a member selected from the group consisting of: fatty imidazoline derived from C-12 to C-24 fatty acids,fatty imidoamine,fatty amidoamine,C-12 to C-24 alkyl monoamine,C-12 to C-24 alkyl polypropylenepolyamine,polyoxyethylene derived from C-12 to C-24 alkyl monoamine reacting with ethylene oxide, propylene oxide, or both,polyoxyethylene derived from C-12 to C-24 alkyl polypropylenepolyamine reacting with ethylene oxide, propylene oxide, or both,C-12 to C-24 alkyl aryl monoamine,C-12 to C-24 alkyl aryl polypropylenepolyamine,C-12 to C-24 quaternary amine,C-12 to C-24 alkyl ether amine,C-12 to C-24 alkylether polyamine,C-12 to C-24 alkyl polypropylene polyamine N-oxide,amine derivative of at least one of tannin, phenolic resin, lignin, andamine-modified polyacrylate. 9. The composition of claim 8, wherein the fatty imidoamine is derived from C-12 to C-24 fatty acids, rosin acids, and combinations thereof modified with maleic anhydride, or fumaric acid, and further reacted with polyalkylenepolyamine. 10. The composition of claim 8, wherein the fatty amidoamine is derived from C-12 to C-24 fatty acids, rosin acids and combinations thereof modified with acrylic acid, maleic anhydride, or fumaric acid, and further reacted with polyalkylenepolyamine. 11. A paved road comprising at least one layer of the bituminous composition of claim 8. 12. A paved road comprising at least one layer of the bituminous composition of claim 7. 13. The bituminous composition of claim 7, wherein substantially all of the bitumen has a penetration number of 100 dmm or less at 25° C. as determined according to the American Association of State Highway and Transportation Officials (AASHTO) Method T49.
