One embodiment includes a method of sending a message over an alternate channel to a mobile device in the presence of an open TCP connection with a mobile device, including sending the message over the alternate channel to the mobile device, without utilizing the open TCP connection, responsive to determining that a timing criteria has been met. The alternate channel utilized need not cause a radio of the mobile device to switch on.

A method, comprising: identifying a radio state of a mobile device, irrespective of whether a TCP connection is open between a server and the mobile device, wherein identifying the radio state of the mobile device includes receiving a packet having a header portion containing an attribute field added as an extension to the packet header, wherein the attribute field specifies a delay value indicating a radio timeout of the mobile device and includes a field ID and a field payload,wherein a highest order bit of the field ID indicates whether the attribute field is the last attribute field to be added to the packet header and the remaining bits of the field ID include a value defining a format of the field payload,wherein a highest order bit of the field payload indicates whether the remaining portion of the field payload is associated with the field ID,wherein the remaining bits of the field payload contain a numeric payload indicating a radio timeout of the mobile device;sending a server-generated message to the mobile device over either a TCP connection or short message service (SMS) based on the radio state. 2. The method of claim 1, wherein, the TCP connection at the mobile device is still open. 3. The method of claim 1, wherein, the radio state is communicated to the server by a client component of the mobile device which is a client-side component of a wireless traffic management system distributed between the server and the mobile device. 4. The method of claim 1, wherein, the radio state is determined using a delay value which corresponds to radio timeout. 5. The method of claim 4, wherein, the delay value specifies an amount of time for which a radio on the mobile device will be active or on. 6. The method of claim 4, wherein, the delay value is determined in part based on network type; wherein, the network type includes GSM or CDMA. 7. The method of claim 4, wherein, the delay value is configurable by the mobile device. 8. The method of claim 4, wherein, the delay value is configurable by a server which sends the server-generated message. 9. The method of claim 4, wherein, the server which generates the server-generated message is a server-side component of a wireless traffic management system distributed between the server and the mobile device. 10. The method of claim 4, further comprising maintaining a cache entry in the mobile device and providing the cache entry to a server wherein, the server-generated message includes a message indicating that the cache entry on the mobile device is invalid. 11. The method of claim 4, wherein, the server-generated message includes control data or signaling data. 12. A server comprising: a memory comprising control codes;a processor executing the control codes to:identifying the radio state of the mobile device, irrespective of whether a TCP connection is open between a server and the mobile device, wherein identifying the radio state of the mobile device includes receiving a packet having a header portion containing an attribute field added as an extension to the packet header,sending a server-generated message to the mobile device over either a TCP connection or short message service (SMS) based on the radio state;wherein the attribute field specifies a delay value indicating a radio timeout of the mobile device and includes a field ID and a field payload,wherein a highest order bit of the field ID indicates whether the attribute field is the last attribute field to be added to the packet header and the remaining bits of the field ID include a value defining a format of the field payload,wherein a highest order bit of the field payload indicates whether the remaining portion of the field payload is associated with the field ID,wherein the remaining bits of the field payload contain a numeric payload indicating a radio timeout of the mobile device. 13. The server of claim 14, wherein, the delay value is determined in part based on network type; wherein, the network type includes GSM or CDMA. 18.
