The apparatus according to claim 1, wherein if the calculated change amount is equal to or smaller than a second predetermined value set to be smaller than the first predetermined value, the propeller pitch change determiner determines that the pitch of the propeller is to be changed to a third pitch set to be greater than the second pitch. 4. The apparatus according to claim 1, wherein when the propeller pitch change determiner determines that the pitch of the propeller is to be changed from the first pitch to the second pitch, it determines that the pitch of the propeller is to be changed from the first pitch to the second pitch stepwise by a unit amount. 5.
