The garment of claim 3, wherein the base portion includes at least one opening configured to pass the cord and allow the cord to move into and out of the cord adjustment mechanism. 5. The garment of claim 1, the lacing arrangement including at least one first lacing guide provided on a first area of the at least one fabric portion, at least one second lacing guide provided on a second area of the at least one fabric portion, the first area separated from the second area by a first distance when the at least one fabric portion is at the first degree of stretch, and the first area separated by the second area by a second distance when the at least one fabric portion is at the second degree of stretch. 6. The garment of claim 5 wherein the at least one fabric portion includes a front panel and a rear panel, wherein the first area is provided on the front panel and the second area is provided on the rear panel. 7. The garment of claim 1 further comprising a backer positioned on an inner side of the third panel and configured to separate the third panel from the human body, wherein an inner side of the first panel and the third panel are configured to contact the human body. 8. The garment of claim 5 wherein the at least one first lacing guide is a first lacing eyestay and the at least one second lacing guide is a second lacing eyestay. 9. The garment of claim 1 wherein the garment is a short pant, wherein the at least one fabric portion is provided on the limb portion of the garment, and the limb portion of the garment is a thigh portion of the garment. 10. A garment comprising: a torso portion;a limb portion connected to the torso portion;a first panel provided on the limb portion with a first lacing guide provided on the first panel;a second panel provided on the limb portion with a second lacing guide provided on the second panel;a cord extending between the first lacing guide and the second lacing guide; anda cord adjustment mechanism coupled to the cord, the cord adjustment mechanism configured to reduce an effective length of the cord extending between the first lacing guide and the second lacing guide and draw the first panel toward the second panel,wherein the first panel and the second panel are elastic, the garment further comprising a third panel that is inelastic, the third panel positioned between the first panel and the second panel, cord extending between the first panel and the second panel and over the third panel, and the first panel and the second panel configured to slide over the third panel when the first panel is drawn toward the second panel. 11. The garment of claim 10, the cord adjustment mechanism including a rotatable dial, wherein rotation of the dial reduces the effective length of the cord extending between the first lacing guide and the second lacing guide. 12. The garment of claim 11, the cord adjustment mechanism including a cord release mechanism, wherein activation of the cord release mechanism increases the effective length of the cord extending between the first lacing guide and the second lacing guide. 13. The garment of claim 12 wherein the cord adjustment mechanism includes a base portion secured to the garment, the dial rotatably coupled to the base portion, wherein the cord release mechanism is activated upon depression of the dial into the base portion. 14. The garment of claim 11, wherein the rotatable dial includes a plurality of ribs designed and dimensioned to facilitate rotation of the dial. 15. The garment of claim 11 further comprising a pull string attached to the dial and a handle attached to the pull string, the dial and pull string configured such that movement of the handle away from the dial pulls the pull string and rotates the dial. 16. The garment of claim 10 further comprising a first fold-over gusset coupling the first panel to the third panel and a second fold-over gusset coupling the second panel to the third panel, and a fabric backer positioned on an inner side of the third panel. 17. The garment of claim 10, the cord adjustment mechanism including a handle and a tensioner, the cord adjustment mechanism configured such that pulling the handle away from the tensioner reduces the effective length of the cord extending between the first lacing guide and the second lacing guide. 18. The garment of claim 16 further comprising a pocket on the garment, the pocket configured to receive and retain the handle. 19. A garment comprising: a torso portion;a limb portion connected to the torso portion;a first panel provided on the limb portion with a first lacing guide provided on the first panel;a second panel provided on the limb portion with a second lacing guide provided on the second panel;a third panel provided between the first panel and the second panel, the first panel and the second panel being elastic and the third panel being inelastic;a cord extending between the first lacing guide and the second lacing guide and over the third panel; anda cord adjustment mechanism coupled to the cord, the cord adjustment mechanism configured to reduce an effective length of the cord extending between the first lacing guide and the second lacing guide and draw the first panel toward the second panel such that a portion of the first panel and a portion of the second panel are positioned over a portion of the third panel.
