The mobile station retransmits data or a preamble if the mobile station does not receive a notification that the base station has received the data or the preamble correctly after a predetermined time. The base station transmits the transmission power information over a BCH and a CPICH transmitted to a plurality of mobile stations.

The method of controlling a transmission power according to claim 1, wherein the notifying the mobile station of the transmission power information comprises transmitting the transmission power information over a broadcast channel from the base station to a plurality of mobile stations. 4. The method of controlling a transmission power according to claim 1, wherein the mobile station notifying the base station of the transmission delay information comprises the mobile station transmitting the transmission delay information over the wireless uplink channel. 5. The method of controlling a transmission power according to claim 2, wherein the transmission delay information comprises one of a number of transmissions of a preamble transmitted over the wireless uplink channel and a number of retransmissions of a preamble over the wireless uplink channel. 6. The method of controlling a transmission power according to claim 2, wherein the retransmitting the preamble comprises retransmitting the preamble at a transmission power increased by a predetermined increase step from a transmission power of the previous transmission or retransmission of the preamble. 7. The method of controlling a transmission power according to claim 1, further comprising: the mobile station setting a transmission power of the wireless uplink channel based on the transmission power information and a reception power of a pilot signal received from the base station. 8. A wireless communication system for causing a base station to control a transmission power of a mobile station, the system comprising: a base station which notifies the mobile station of transmission power information for controlling transmission power of a wireless uplink channel, changes the transmission power information according to transmission delay information received from the mobile station, and notifies the mobile station of the changed transmission power information; anda mobile station which notifies the base station of the transmission delay information. 9. The wireless communication system according to claim 8, wherein the mobile station transmits a preamble over the wireless uplink channel and retransmits the preamble when acquisition indicator information is not received from the base station for a predetermined time after the transmitting of the preamble. 10. The wireless communication system according to claim 8, wherein the base station transmits the transmission power information over a broadcast channel to a plurality of mobile stations. 11. The wireless communication system according to claim 8, wherein the mobile station transmits the transmission delay information over the wireless uplink channel. 12. The wireless communication system according to claim 9, wherein the transmission delay information comprises one of a number of transmissions of a preamble transmitted over the wireless uplink channel or a number of retransmissions of a preamble over the wireless uplink channel. 13. The wireless communication system according to claim 9, wherein the mobile station retransmits the preamble at a transmission power increased by a predetermined increase step from the transmission power of the previous transmission or retransmission of the preamble. 14. The wireless communication system according to claim 13, wherein the mobile station sets a transmission power of the wireless uplink channel based on the transmission power information and a reception power of a pilot signal transmitted from the base station. 15. A base station comprising: a transmission processing unit which notifies a mobile station of transmission power information for controlling a transmission power of a wireless uplink channel;a number-of-transmission calculation unit which receives transmission delay information; andpower offset control unit which changes the transmission power information according to the transmission delay information, wherein the transmission processing unit notifies the mobile station of the changed transmission power information. 16. The base station according to claim 15, wherein the transmission processing unit transmits the transmission power information over a broadcast channel to a plurality of mobile stations. 17. A mobile station comprising: a reception processing unit which receives, from a base station, transmission power information for controlling a transmission power of a wireless uplink channel;a number-of-transmission calculation unit which calculates one of a number of preamble transmissions and a number of preamble retransmissions;a transmission processing unit which notifies the base station of transmission delay information; andwherein the reception processing unit receives, from the base station, changed transmission power information according to the transmission delay information. 18. The mobile station according to claim 17, wherein the transmission processing unit transmits a preamble to the base station over the wireless unlink channel and retransmits the preamble when acquisition indicator information is not received from the base station for a predetermined time after the transmission of the preamble. 19. The mobile station according to claim 17, wherein the transmission processing unit transmits the transmission delay information over the wireless uplink channel. 20. The mobile station according to claim 17, wherein the transmission delay information comprises one of a number of transmissions of a preamble transmitted over the wireless uplink channel and a number of retransmissions of a preamble over the wireless uplink channel. 21. The mobile station according to claim 18, wherein the transmission processing unit retransmits the preamble at a transmission power increased by a predetermined increase step from a transmission power of the previous transmission or retransmission of the preamble. 22. The mobile station according to claim 17, wherein the mobile station further comprises a power calculation unit which sets a transmission of the wireless uplink channel according to the transmission power information and a reception power of a pilot signal received from the base station. 23. The mobile station according to claim 18, wherein the number-of-transmission calculation unit resets the transmission delay information when the mobile station receives the acquisition indicator information. 24. A method of a base station controlling a transmission power of a mobile station, the method comprising: notifying the mobile station of transmission power information for controlling a transmission power of a wireless uplink channel;receiving, from the mobile station, transmission delay information; andchanging the transmission power information according to the transmission delay information, and notifying the mobile station of the changed transmission power information. 25. The method of controlling a transmission power of a mobile station according to claim 24, wherein the notifying the mobile station of the transmission power information comprises transmitting the transmission power information over a broadcast channel to a plurality of mobile stations. 26. A method of controlling a transmission power of a mobile station, comprising: the mobile station receiving, from a base station, transmission power information;the mobile station notifying the base station of transmission delay information; andthe base station changing the transmission power information according to the transmission delay information and notifying the mobile station of the changed transmission power information. 27. The method of controlling a transmission power of a mobile station according to claim 26, further comprising: the mobile station transmitting a preamble over the wireless uplink channel and retransmitting the preamble when the mobile station does not receive acquisition indicator information from the base station for a predetermined time after the transmitting of the preamble. 28. The method of controlling a transmission power of a mobile station according to claim 26, wherein the notifying the base station of the transmission delay information comprises transmitting the transmission delay information over the wireless uplink channel. 29. The method of controlling a transmission power of a mobile station according to claim 26, wherein the transmission delay information comprises one of a number of transmissions of a preamble transmitted over the wireless uplink channel and a number of retransmissions of a preamble over the wireless uplink channel. 30. The method of controlling a transmission power of a mobile station according to claim 27, wherein the retransmitting the preamble comprise retransmitting the preamble at a transmission power increased by a predetermined increase step from a transmission power of the previous transmission or retransmission of the preamble. 31. The method of controlling a transmission power of a mobile station according to claim 26, wherein the mobile station sets a transmission power of the wireless uplink channel based on the transmission power information and a reception power of a pilot signal transmitted from the base station. 32. The method of controlling a transmission power of a mobile station according to claim 27, further comprising: resetting the transmission delay information when the mobile station receives the acquisition indicator information. 33. A non-transitory computer-readable medium having stored therein a program for controlling a base station, causing a computer to execute functions of: notifying a mobile station of transmission power information for controlling a transmission power of a wireless uplink channel;receiving, from the mobile station, transmission delay information; andchanging the transmission power information according to the transmission delay information and notifying the mobile station of the changed transmission power information. 34. A non-transitory computer-readable medium having stored therein a program for controlling a mobile station, causing a computer to execute functions of: receiving, from a base station, transmission power information for controlling a transmission power of a wireless uplink channel; andnotifying the base station of transmission delay information;receiving, from the base station changed transmission power information according to the transmission delay information. 35. The non-transitory computer-readable medium according to claim 34, wherein the notifying the base station of the transmission delay information comprises transmitting the transmission delay information over the wireless uplink channel.
