The rack of claim 1, wherein said angle is between approximately 0 and 90 degrees relative to the bottom surface of the rotational unit. 9. The rack of claim 1, further comprising: a retention strap that is positioned between a top end of the planar back section, and the lip section. 10. The rack of claim 9, further comprising: a connector that is configured to repeatedly engage and disengage the strap with the lip section. 11. The rack of claim 9, wherein the retention strap is constructed from an elastic material that is permanently secured to the planar member and the lip at each end. 13.
