1. A medical device comprising: (a) a polymer or metal substrate;(b) a particle-containing region on the substrate that forms a layer, said layer comprising particles of one or more materials or particulate forms, said layer including a layer surface, and the particles being particulates having a minimum dimension of at least 0.5 nm and a maximum dimension of 1000 microns or less and comprising carbon particulates,(c) said layer being a component of an mechanical actuator system that is configured to electrochemically generate bubbles within the particle-containing region when a voltage is applied, said system further comprising an electrolyte in said particle-containing region, a pair of electrodes and a separator, and(d) a porous diamond-like coating layer on the surface of said particle-containing region. 2. The medical device of claim 1, wherein the said particle-containing region comprises carbon nanotubes. 3. The medical device of claim 1, wherein the said particle-containing region comprises single wall carbon nanotubes. 4. The medical device of claim 1, wherein said particle-containing region is formed as a said layer on said substrate from a liquid suspension of carbon-particles. 5. The medical device of claim 1, wherein said particle-containing region is formed as a said layer from two or more sheets, each comprising carbon-particles. 6. The medical device of claim 1, wherein the said particle-containing region is from 1 to 100 μm in thickness. 7. The medical device of claim 1 wherein said device comprises a plurality of layers comprising carbon particles. 8. The medical device of claim 1, wherein said diamond-like coating is a diamond-like carbon coating. 9. The medical device of claim 8, wherein said diamond-like carbon coating contains an sp3 fraction ranging from 60% to 95%. 10. The medical device of claim 8, wherein said diamond-like carbon coating is formed by a pulsed laser deposition technique. 11. The medical device of claim 8, wherein said diamond-like carbon coating ranges from 50 to 100 nm in thickness. 12. The medical device of claim 1, wherein said particle-containing region has a second diamond-like coating layer on an inner surface thereof and said separator comprises said second diamond-like coating. 13. The medical device of claim 1, wherein said device includes a therapeutic agent disposed beneath or within said particle-containing region. 14. The medical device of claim 13, wherein said therapeutic agent selected from anti-thrombotic agents, anti-proliferative agents, anti-inflammatory agents, anti-migratory agents, agents affecting extracellular matrix production and organization, antineoplastic agents, anti-mitotic agents, anesthetic agents, anti-coagulants, vascular cell growth promoters, vascular cell growth inhibitors, cholesterol-lowering agents, vasodilating agents, agents that interfere with endogenous vasoactive mechanisms, and combinations thereof. 15. The medical device of claim 1, wherein at least a portion of said medical device is configured for implantation or insertion into a vertebrate subject. 16. The medical device of claim 1, wherein said medical device is selected from a guide wire, a balloon, a vena cava filter, a catheter, a stent, a stent graft, a vascular graft, a cerebral aneurysm filler coil, a myocardial plug, a heart valve, a vascular valve, and a tissue engineering scaffold. 17. The medical device of claim 1, wherein the said particle-containing region is a conductive region. 18. The medical device of claim 17, wherein the said particle-containing region has a conductivity that ranges from 1×104 to 1×106 S/m. 19. The medical device of claim 17, further comprising, a second conductive region, and a therapeutic-agent-containing region comprising a charged therapeutic agent disposed between said second conductive region and said conductive particle containing region, wherein said device is configured to apply a voltage from said power source between said second conductive region and said conductive particle containing region. 20. The medical device of claim 19, wherein said second conductive region is a conductive substrate corresponding to a medical device or a portion thereof. 21. The medical device of claim 1 wherein the diamond-like coating has a hardness in the range of about 10 GPa to about 90 GPa. 22. The medical device of claim 1 wherein the diamond-like coating has a hardness of about 49 GPa or more. 23. The medical device of claim 1 wherein the particles in said layer have a maximum dimension of at least 100 nm. 24. The medical device of claim 1 wherein the particles in said layer have a minimum dimension of 10 micrometers or less. 25. The medical device of claim 1 wherein said medical device is an expandable medical device.
