A three-fold three-wheel golf bag cart folding device, comprising: a main shaft, having a rear wheel set installed on both sides of the main shaft separately, and theeach rear wheel set having a rear wheel;a link mechanism, installed on the main shaft, and having a rocker rotating member capable of rotating reciprocally, a rocker slider driven by the rocker rotating member to displace sidewaysideways, and a rocker connecting plate driven by the rocker slider to rotate, and the rocker connecting plate being fixed to a wheel axle of the rear wheel;a lower cart frame, having a lower bag supporting base disposed at an end of the lower cart frame, and coupled to a front wheel set, and the front wheel set having a front wheel, and the other end of the lower cart frame being coupled to the link mechanism; andan upper cart frame, with a lower end coupled to the link mechanism, and an upper end having an upper bag supporting base and a handle set;such that when the upper cart frame is pulled, and the link mechanism drives the rear wheels to fold or unfold synchronously, and athe golf bag cart can be folded into a flat shape by a simple and easy operation to achieve the effects of reducing the storage space and facilitating users to carry and transport the cart. 2. The three-fold three-wheel golf bag cart folding device of claim 1, wherein the link mechanism comprises: athe rocker rotating member, installed on the main shaft, and fixed to the upper cart frame, and an end of the rocker rotating member being fixed, blocked and positioned at a limit member of the main shaft, and the other end of the rocker rotating member having two convex latch members, and the middle of the rocker rotating member having an arc groove;a rocker body, fixed onto the main shaft, and having two concave latch grooves and a stop member formed at an end of the rocker body and latched with the convex latch member to limit a rotating range of the rocker rotating member, and a runner disposed on each external side of the rocker body;athe rocker slider, disposed under the rocker body, and having a protruding pillar, two slide rails and two racks, and the protruding pillar being disposed in the arc groove, and the slide rail being wedgedurged into the runner for positioning the rocker slider; andathe rocker connecting plate, with a lower end coupled to a wheel axle of the rear wheel, and having two gears installed at an upper end of the rocker connecting plate and engaged with the rack. 3. The three-fold three-wheel golf bag cart folding device of claim 1, wherein the lower cart frame, the upper cart frame and the handle set are arranged into a triangular shape, and after the cart is folded completely, the lower cart frame, the upper cart frame and the handle set are in the same plane. 4. A foldable wheeled cart, said cart comprising: a lower frame forming a lower frame plane in its longitudinal direction and a side elevational profile, the lower frame having a front portion and a rear portion;a front wheel movably mounted to the front portion of the lower frame and two rear wheels, one of the two rear wheels movably mounted at a respective one of two opposite sides of the rear portion of the frame;an upper frame pivotally mounted to the lower frame at one end of the upper frame and having a push-pull handle at an opposite end of the upper frame from the end pivotally mounted to the lower frame;a pair of respective gears, each gear mounted along the rear portion of the lower frame, each gear operatively associated with the upper frame and a respective one of the two rear wheels synchronously transferring motion between the upper frame and the two rear wheels via the two gears,wherein the foldable wheeled cart has an operational position and a folded position,in said operational position, each rear wheel is rotatable 360° in its radial plane along an axle connected to the rear portion of the lower frame, enabling the rear wheels to turn, thereby allowing the cart to be pushed or pulled on the ground, and the upper frame extends upward and away from the lower frame, andin the folded position, each rear wheel has been pivoted, relative to its operational position, so that the radial plane of each of the two rear wheels is substantially in a plane parallel to the lower frame plane, the upper frame is co-planar with the lower frame plane and the axles of the rear wheels are substantially perpendicular the lower frame plane, andwherein the cart is transformed between the operational position and the folded position by pivoting the upper frame through an angle to make the upper frame co-planar with the lower frame, causing motion to be transferred from each of the gears which synchronously pivots the respective rear wheel so that the radial plane of each wheel is in a plane parallel to the lower frame plane. 5. The foldable wheel cart of claim 4, wherein, in the operational rear wheel position, the radial plane of each rear wheel is substantially perpendicular to the lower frame plane. 6. The foldable wheel cart of claim 4, wherein each rear wheel is pivoted about 90° relative to the lower frame plane when transforming the cart between the operational position and the folded position. 7. The foldable wheel cart of claim 4, wherein the upper frame is nested completely within a side elevation profile of the lower frame. 8. The foldable wheel cart of claim 7, wherein, in the folded position, the upper frame occupies substantially the same plane as the lower frame. 9. The foldable wheeled cart of claim 4, wherein the lower frame further comprises a transverse crossbar spanning the rear portion of the lower frame, the gears are mounted on the transverse crossbar, and a respective one of the rear wheels is operatively associated with a respective one of the gears. 10. The foldable wheeled cart of claim 4, wherein the front wheel has a front wheel operational position and a front wheel folded position, in the front wheel operational position, the front wheel rotates 360° in its radial plane which is substantially orthogonal to the lower frame plane; andin the front wheel folded position, the front wheel is disposed at a position turned 90° relative to the front wheel operational position, so that the radial plane of the front wheel is substantially parallel to the lower frame longitudinal plane. 11. The foldable wheeled cart of claim 10, wherein, in the folded position, the lower frame and the upper frame occupy a common plane and the rear wheels and front wheel are in a plane parallel to the common plane. 12. The foldable wheeled cart of claim 11, wherein, in the folded position, the front wheel and the two rear wheels form a substantially triangular shape. 13. The foldable wheeled cart of claim 4, wherein, in the folded position, the two rear wheels occupy a common plane. 14. The foldable wheeled cart of claim 4, further comprising a cargo retainer attached to the upper frame, wherein the cargo retainer along with both the lower frame and a portion of the upper frame, are adapted to retain a golf equipment bag. 15. The foldable wheeled cart in accordance with claim 4, wherein the lower frame has a substantially triangular shape and a perimeter, and when in the folded position, the upper frame is within the same plane as the lower frame and within the perimeter of the lower frame. 16. The foldable wheel cart of claim 4, further comprising a push-pull handle pivotally attached to the upper frame at the end opposite the end attached to the lower frame, said push-pull handle having a handle operational position in which the handle extends outward and away from a side elevational profile of the upper frame and a handle folded position in which the push-pull handle is co-planar with the upper frame and nested within the side elevation profile of the upper frame. 17. The foldable wheel cart of claim 16, wherein in the folded position, the upper frame with push-pull handle is within the same plane of the lower frame plane. 18. The foldable wheel cart of claim 4, wherein, in the rear wheel folded position, the rear wheels occupy a common plane. 19. The foldable wheel cart of claim 4, wherein, the front wheel has a front wheel operational position and a front wheel folded position, in the front wheel operational position, the front wheel is rotatable 360° along a front wheel axle parallel to the axles of the rear wheels and within a common plane with axles of the rear wheels, and in the front wheel folded position, the front wheel axle is parallel to the rear wheel axles but not within a plane joining the rear axles. 20. The foldable wheel cart of claim 4, wherein, the front wheel has a front wheel operational position and a front wheel folded position, in the front wheel folded position and the rear wheels folded position, the front wheel and the rear wheels occupy a common plane. 21. A foldable wheeled cart with cargo retainer, said cart comprising: a lower frame having a transverse crossbar and a rear portion, the lower frame forming a lower frame plane, a periphery and a side elevation profile;a front wheel movably mounted to the lower frame;one rear wheel mounted near each end of the transverse crossbar;a movable upper frame, movably mounted to the transverse crossbar of the lower frame on one end and a pivotally mounted to a push-pull handle on the other end, the upper frame having two upper frame arms; andtwo gears mounted along the transverse crossbar transferring motion between a respective rear wheel on either side of the transverse crossbar and a respective one of the upper frame arms,wherein the wheeled cart has an operational position and a folded position,in the operational position, each rear wheel on opposite ends of the transverse crossbar and the at least one front wheel have respective axles parallel to the lower frame plane permitting the wheels to rotate 360° in their radial plane providing rolling support for the lower frame, and the push-pull handle is in an upright status; andin the folded position, the upper frame push-pull handle portion is moved within the lower frame plane and its perimeter, and each rear wheel and the front wheel have their respective radial planes parallel with, and closely adjacent to, the lower frame plane; andwherein the cart is transformed between the operational position and the folded position by moving the arms of the upper frame through an angle relative to the lower frame, to move the upper frame to be within the lower frame plane and perimeter, and to provide motion to be transferred from the gears, synchronously pivoting each of the rear wheels so that the their radial planes are substantially parallel to the lower frame plane. 22. The wheeled cart of claim 21, wherein, in the folded position, the uppermost portion and the another portion of the upper frame occupy a common plane with the lower frame plane. 23. The wheeled cart of claim 21, wherein, in the folded position, the two rear wheels occupy a common plane. 24. The wheeled cart of claim 21, wherein, in the folded position, a handle extends from the upper frame. 25. The wheeled cart of claim 21, further comprising a cargo retainer which, along both the lower frame and the upper frame are adapted to retain a golf equipment bag. 26. The wheeled cart of claim 21, wherein the lower frame, and the upper frame, each have a substantially triangular shape, wherein in the folded position, the handle is nested within the upper frame, and the nested handle and upper frame are themselves nested within the lower frame, wherein the upper frame is nested within the lower frame and the upper frame occupies a common plane with the lower frame. 27. A foldable wheeled cart with cargo retainer, said cart comprising: a lower frame having a longitudinal plane with a side elevation profile defining a perimeter, the lower frame having a movably mounted front wheel and two movably mounted rear wheels;an upper frame movably mounted to the lower frame;a push-pull handle, movably mounted to an upper portion of the upper frame;at least a portion of each of the lower frame, the upper frame, and the handle, each have a respective substantially triangular shape,wherein in an operational in-use position, the front wheel and the two rear wheels have axles substantially parallel to the longitudinal plane of the lower frame, providing rolling support for the lower frame, and the upper frame with the push-pull handle are positioned in an upright status, andwherein the cart is transformed between the operational in-use position and a folded position by moving and sweeping the upper frame and the handle through an angle, resulting in the upper frame and the handle being in the same longitudinal plane as the lower frame and within the perimeter, of the lower cart frame.
