An air conditioning system for use in an over-the-road or off road vehicle is provided that provides a method of operation during both engine on and engine off conditions. The method operates the air conditioning system at one capacity when the engine is running, and at a second capacity when the engine is not running. The selection of these capacities is based on the power capacity of the source of electric power from which the air conditioning system is operated. When a storage battery is used to power the air conditioning system during engine off conditions, the second capacity is lower than the capacity at which the system is operated when the engine is running.

The system of claim 1, wherein the primary compressor is a belt driven compressor. 3. The system of claim 1, wherein the secondary compressor is configured to be powered solely by electricity. 4. The system of claim 1, further comprising a D.C. motor for driving the secondary compressor. 5. The system of claim 1, wherein the controller is further configured to communicate with the battery and the secondary compressor, the controller being operative to determine a state of charge of the battery and automatically limit the operation of the secondary compressor if the state of charge falls below a predetermined threshold. 6. An air conditioning system for use in a tractor of a tractor-trailer vehicle having an engine and a primary compressor that is powered by the engine when the engine is on, the system comprising: a secondary compressor for providing cooled air for the vehicle when the engine is off, wherein: the secondary compressor is coupled to a refrigerant-compression coolant loop;the refrigerant-compression coolant loop is not fluidly connected to the primary compressor; andthe secondary compressor is not rotationally coupled to any internal combustion engine;a fuel fired heater for providing heated air for the vehicle when the engine is off, wherein the fuel fired heater is coupled to a liquid-coolant coolant loop;a coolant pump for circulating coolant through the liquid-coolant coolant loop to heat the vehicle;a battery for powering the secondary compressor when the engine is off;a housing for enclosing the battery, the fuel fired heater, the coolant pump, and the secondary compressor, the housing being adapted to be mounted external to an engine compartment and a passenger compartment of the vehicle and on a frame rail of the tractor of the vehicle; anda controller configured to: control the operation of the secondary compressor, the coolant pump, and the fuel fired heater;communicate with the battery and the secondary compressor; anddetermine a state of charge of the battery and automatically limit the operation of the compressor if the state of charge falls below approximately 11.5 volts. 7. The system of claim 6, wherein the primary compressor is a belt driven compressor; and wherein the secondary compressor is configured to be powered solely by electricity. 8. The system of claim 6, further comprising a D.C. motor for driving the secondary compressor. 9. The system of claim 6, wherein the vehicle includes a primary heat exchanger connected to the primary compressor and further comprising a secondary heat exchanger connected to the secondary compressor. 10. The system of claim 6, wherein the housing is adapted to be mounted on the frame rail of the vehicle. 11. The system of claim 5, the controller comprising: a battery input;a shore power input; anda vehicle electrical power generation system input. 12. The system of claim 11, the controller further comprising a compressor power output to output electrical power to operate the secondary compressor, wherein the battery input, the shore power input, and the vehicle electrical power generation system input are configured to receive electrical power to operate the secondary compressor. 13. The system of claim 12, wherein the controller is configured to: select from the battery input, the shore power input, and the vehicle electrical power generation system input; andprovide power from the selected input to the secondary compressor. 14. The system of claim 5, wherein the controller is further operative to disable electrical power output to the secondary compressor when the state of charge falls below the predetermined threshold. 15. The system of claim 6, wherein the controller is further operative to disable electrical power output to the secondary compressor when the state of charge falls below the predetermined threshold. 16. The system of claim 15, wherein the predetermined threshold is a value at or below approximately 11.5 volts. 17. The system of claim 6, the controller comprising: a battery input;a shore power input; anda vehicle electrical power generation system input. 18. The system of claim 17, wherein the controller is configured to: select from the battery input, the shore power input, and the vehicle electrical power generation system input; andprovide power from the selected input to the secondary compressor. 19. The system of claim 1, further comprising a refrigerant-to-liquid heat exchanger, wherein the refrigerant-to-liquid heat exchanger is configured to act as a heat exchange medium between the refrigerant-compression coolant loop and the liquid-coolant coolant loop. 20. The system of claim 1, further comprising a liquid-to-air heat exchanger coupled to the liquid-coolant coolant loop, wherein the liquid-to-air heat exchanger is configured to act as a heat exchange medium between the liquid-coolant coolant loop and air within the passenger compartment of the vehicle. 21. The system of claim 6, wherein the refrigerant-to-liquid heat exchanger is configured to act as a heat exchange medium between the refrigerant-compression coolant loop and the liquid-coolant coolant loop. 22. The system of claim 6, further comprising a liquid-to-air heat exchanger coupled to the liquid-coolant coolant loop, wherein the liquid-to-air heat exchanger is configured to act as a heat exchange medium between the liquid-coolant coolant loop and air within the passenger compartment of the vehicle. 23. The system of claim 1, wherein the fuel fired heater is not rotationally coupled to the secondary compressor.
