The apparatus as recited in claim 1, further comprising a saddle adapter for providing a flat surface area for said signaling equipment. 6. The apparatus as recited in claim 1, further comprising set screws for securing said stand pipe to said frangible base in addition to said threaded connection of said pipe bottom section and frangible base top. 7. The apparatus as recited in claim 1, further comprising anchoring bolts for joining said frangible base to the ground surface. 8.
