The synthetic jet of claim 1 further comprising a shim attached to the first plate. 4. The synthetic jet of claim 3 wherein the shim is bonded to the first plate via one of an adhesive and a solder joint. 5. The synthetic jet of claim 3 wherein the shim is positioned between the actuator and the first plate. 6. The synthetic jet of claim 3 wherein the shim comprises one of a metal, a ceramic, a polymer, and a resilient plastic. 7. The synthetic jet of claim 1 wherein the wall member comprises one of a metal, a resilient plastic, a polymer, and a ceramic. 8. The synthetic jet of claim 1 wherein the actuator is one of a monomorph piezoelectric motive device and a bimorph piezoelectric motive device. 9. The synthetic jet of claim 1 wherein the actuator comprises one of a shape-memory alloy, a hydraulic material, a pneumatic material, a magnetic material, an electrostatic material, and an ultrasonic material. 10. A synthetic jet comprising: a first plate;an actuator attached to the first plate to create a composite unit;a second plate;a wall member coupled to and positioned between the first plate and the second plate to form a cavity; anda shim attached to the composite unit, wherein the shim is positioned between the actuator and the first plate;wherein the wall member has an orifice formed therethrough that fluidically couples the cavity to an environment external to the cavity, the environment comprising an ambient fluid; andwherein at least one of the composite unit and the second plate has an orifice formed therethrough that fluidically couples the cavity to the environment external to the cavity. 11. The synthetic jet of claim 10 wherein the orifice formed through at least one of the composite unit and the second plate comprises an orifice formed through the composite unit and an orifice formed through the second plate. 12. The synthetic jet of claim 10 wherein the orifice formed through at least one of the composite unit and the second plate comprises an orifice formed through the composite unit, with the orifice also being formed through the shim to fluidically couple the cavity to the environment external to the cavity. 13. The synthetic jet of claim 10 wherein the shim is bonded to the composite unit via one of an adhesive and a solder joint. 14. The synthetic jet of claim 10 wherein the actuator is one of a monomorph piezoelectric motive device and a bimorph piezoelectric motive device. 15. The synthetic jet of claim 10 wherein the actuator comprises one of a shape-memory alloy, a hydraulic material, a pneumatic material, a magnetic material, an electrostatic material, and an ultrasonic material. 16. A synthetic jet comprising: a first plate;a second plate;an actuator attached to the first plate; anda wall member coupled to and positioned between the first and second plates to form a cavity, with an entirety of the wall member being positioned between the first and second plates to enclose the cavity;wherein the wall member has an orifice formed therethrough, and wherein the orifice fluidically couples the cavity to an environment external to the cavity such that a gas passes in and out of the cavity through the orifice when an alternating voltage is applied to the actuator. 17. The synthetic jet of claim 16 wherein at least one of the first plate and the second plate includes an orifice formed therethrough that fluidically couples the cavity to the environment external to the cavity. 18. A synthetic jet comprising: a first plate;an actuator attached to the first plate;a shim attached to the first plate between the actuator and the first plate; anda wall member coupled to the first plate to form a cavity using at least a surface of the wall member and a surface of the first plate;wherein the wall member is oriented perpendicular to the first plate and the actuator and includes an orifice formed therethrough, and wherein the orifice fluidically couples the cavity to an environment external to the cavity. 19. The synthetic jet of claim 10 wherein only the composite unit has an orifice formed therethrough that fluidically couples the cavity to the environment external to the cavity, with no orifice being formed in the second plate.
