A system and method for tagging, tracking, locating and identifying people and vehicles transporting people using Perfluorocarbon tracers. An on-going problem faced by military as well as law enforcement personnel is that of friendly fire incidents. To prevent possible friendly-fire incidents, troops would separate the two layers of the uniform patch, thereby releasing a controlled release of the Perfluorocarbon vapors. Other “friendly” troops, equipped with sensors tuned to the specific perfluorocarbon characteristics would thus be able to literally view a plume around the tagged person or object. The system may conversely be used to tag enemies. Formulations of mixed perfluorocarbons may be used to provide coding of emissions.

The device according to claim 1, further comprising a pump configured to draw taggant from the reservoir. 3. The device according to claim 1, wherein the electronic disperser comprises a microelectromechanical (MEMS) device. 4. The device according to claim 1, wherein the electronic disperser comprises a bubble jet device. 5. The device according to claim 1, wherein the electronic disperser comprises a piezoelectric device. 6. The device according to claim 1, wherein the port is further configured to receive at least one of an activation signal and a deactivation signal from a remote location. 7. The device according to claim 1, further comprising a second taggant reservoir, containing a second taggant different from the taggant in the reservoir, wherein the electronic disperser is further configured to disperse the second taggant from the second reservoir into the environment based on the electronic input signal which causes a dispersion of the second taggant from the electronic disperser corresponding to the electronic input signal, and electronic control is further configured to control the dispersion of the taggant and a dispersion of the second taggant according to respectively different temporal release profiles. 8. The device according to claim 1, wherein the port is configured to receive information wirelessly through an electromagnetic signal. 9. The device according to claim 1, further comprising an air-activated battery, configured to operate the electronic control and the electronic disperser after exposure to air. 10. The device according to claim 9, further comprising a seal impervious to air and taggant, configured to maintain the air activated battery in an inactive state, and to prevent release of the taggant, before the seal is breached. 11. The device according to claim 1, wherein the taggant reservoir comprises a polymer matrix in which the taggant is loaded. 12. The device according to claim 1, wherein the electronic disperser is configured to generate a plume of taggant having a taggant concentration above about 10−15 for at least 48 hours. 13. The device according to claim 1, wherein the device is configured to covertly attach to a mobile object. 14. A method for emitting a taggant into an environment, comprising: providing a taggant in a taggant reservoir;receiving information defining a release profile;storing the received information defining the release profile in an electronic memory; andcontrolling an electronic disperser, to disperse the taggant from the taggant reservoir into the environment, in response to a control signal generated by an electronic control according to the release profile stored in the electronic memory, which causes the electronic disperser to selectively change a dispersion of the taggant over time. 15. The method according to claim 14, wherein the electronic disperser comprises at least one of a microelectromechanical (MEMS) device, a bubble jet device, and a piezoelectric device. 16. The method according to claim 14, further comprising receiving at least one of an activation signal and a deactivation signal from a remote location through a wireless radio frequency communication. 17. The method according to claim 14, further comprising providing at least one additional taggant reservoir, containing a second taggant different from the taggant in the taggant reservoir, and controlling the dispersion of the taggant and a dispersion of the second taggant by the electronic control according to respectively different temporal release profiles. 18. The method according to claim 14, further comprising powering the electronic disperser with an air-activated battery, the air-activated battery and the dispersion of the taggant from the taggant reservoir being selectively activated only after breach of a seal which is impervious to air and taggant, configured to maintain the air-activated battery in an inactive state and the taggant contained within the taggant reservoir. 19. The method according to claim 14, further comprising generating a plume of taggant having a taggant concentration above about 10−15 for at least 48 hours by the electronic disperser, the taggant concentration being controlled over time based on the release profile. 20. A taggant emission device, comprising: a taggant reservoir configured to hold a supply of taggant and to permit only selective release of the taggant;an electronic disperser, configured to receive taggant from the taggant reservoir and to selectively disperse the taggant into an environment;an electronic control, configured to receive information defining a release profile comprising information defining a change in a rate of dispersion of the taggant from the reservoir over time by the electronic disperser, an activation state, and a deactivation state, and to operate the electronic disperser according to the release profile after initiation of the activation state and before initiation of the deactivation state; anda battery configured to power the electronic disperser and the electronic control.
