A method of processing a transaction for a parking session between a parking system and a payment provider on behalf of a user, wherein the user facilitates the transaction through a mobile computing device connected to a remote server, the method comprising: on the mobile computing device of the user, storing a user identifier;first receiving a parking identifier, then sending the user identifier and the parking identifier to the server;on the server, receiving the user identifier and the parking identifier;retrieving parking system information based on the parking identifier;retrieving payment provider information based on the user identifier;processing a transaction between the payment provider and parking system, wherein the transaction amount is based on a duration of the parking session;wherein the parking session has a start time and an end time, wherein the start time is determined from the time a start condition is met, the end time is determined from the time an end condition is met, and the parking session duration is the difference between the end time and start time. 2. The method of claim 1, wherein a vehicle identifier is associated with the user identifier, the user identifier comprises a telephone number, the parking identifier is received at a processor, the user identifier and the parking identifier are sent from the processor to the server, the transaction between the payment provider and the parking system is processed with the server. 3. The method of claim 2, wherein the vehicle identifier is a license plate number. 4. The method of claim 1, wherein the start condition is the verification of the user identifier and the parking identifier, wherein verification comprises of successfully retrieving user information and parking information based on the user identifier and parking identifier, respectively. 5. The method of claim 1 further comprising retrieving parking information based on the parking identifier by the server and sending the parking information to the mobile computing device. 6. The method of claim 1 further comprising gathering location data associated with a vehicle using a mobile enforcement system and sending the location data to the server. 7. The method of claim 1, wherein the parking identifier is an encoded image. 8. The method of claim 7, wherein first receiving the parking identifier comprises capturing the encoded image in a photograph. 9. A method, using a mobile device, of initiating the processing of a transaction for a parking session between a parking system and a payment provider on behalf of a user, the method comprising: electronically storing a user identifier in a non-transient memory device of the mobile device that uniquely identifies the user;electronically receiving a parking identifier;electronically transmitting the user identifier and the parking identifier o a network server:determining a parking provider based on the parking identifier using a processor;determining vehicle location data associated with the user identifier using a vehicle location system; andinitiating electronic tracking of a user vehicle with a tracking system using the vehicle location data. 10. The method of claim 9, further comprising: receiving image data of a vehicle from an enforcement system;extracting vehicle identifying information from the image data;determining whether the vehicle identifying information is associated with the user vehicle; andgenerating a notification if the vehicle identifying information is associated with the user vehicle. 11. The method of claim 9, wherein receiving the parking identifier comprises capturing encoded image data. 12. The method of claim 9, wherein the parking identifier identifies an operator of the parking system. 13. The method of claim 12, wherein the parking identifier identifies a parking location. 14. The method of claim 13, wherein the parking identifier identifies one of a plurality of parking spaces. 15. The method of claim 9, wherein a transaction amount is based on a duration of the parking session. 16. A method of processing a transaction for a parking session between a parking system and a payment provider on behalf of a user, the method comprising: electronically receiving a user identifier and a parking identifier from a mobile device;electronically retrieving parking supplier information based on the parking identifier;electronically retrieving payment provider information based on the user identifier; andelectronically processing a transaction between the payment provider and the parking system. 17. The method of claim 16, wherein a transaction amount is based on a duration of the parking session, and the transaction amount is credited to an account of one of a plurality of parking suppliers that is associated with the parking supplier information. 18. The method of claim 17, and wherein the parking session has a start time and an end time, wherein the start time is determined from the time a start condition is met, the end time is determined from the time an end condition is met, and the parking session duration is the difference between the end time and start time. 19. The method of claim 16, wherein electronically receiving the parking identifier from the mobile device comprises electronically receiving a search location for parking, and wherein electronically retrieving the parking supplier information based on the parking identifier comprises electronically identifying a parking location and associating the parking location with a vehicle. 20. The method of claim 16, wherein receiving the parking identifier from the mobile device comprises receiving the encoded image in the form of a photograph.
