An example rotatable LIDAR device includes a vehicle electrical coupling including (i) a first conductive ring, (ii) a second conductive ring, and (iii) a first coil. The example rotatable LIDAR device further includes a LIDAR electrical coupling including (i) a third conductive ring, (ii) a fourth conductive ring, and (iii) a second coil. The example rotatable LIDAR device still further includes a rotatable LIDAR electrically coupled to the LIDAR electrical coupling. The first conductive ring and the third conductive ring form a first capacitor configured to transmit communications to the rotatable LIDAR, the second conductive ring and the fourth conductive ring form a second capacitor configured to transmit communications from the rotatable LIDAR, and the first coil and the second coil form a transformer configured to provide power to the rotatable LIDAR.

The apparatus of claim 1, wherein the first electrical coupling is mountable on a vehicle. 6. The apparatus of claim 5, wherein the vehicle is configured to operate in an autonomous mode. 7. The apparatus of claim 5, further comprising: a first transmitter at the vehicle;a first receiver at the vehicle;a second transmitter at the device; anda second receiver at the device,wherein (i) the first transmitter is configured to transmit communications to the second receiver via the first capacitor and (ii) the second transmitter is configured to transmit communications to the first receiver via the second capacitor. 8. The apparatus of claim 7, wherein the first and second transmitters are Ethernet transmitters, and wherein the first and second receivers are Ethernet receivers. 9. The apparatus of claim 7, further comprising: a power supply at the vehicle, wherein the power supply is configured to provide power to the device via the transformer. 10. The apparatus of claim 1, further comprising a motor configured to rotate the second electrical coupling relative to the first electrical coupling.
