A method as in any of claims 1 and 3, wherein such providing of at least one of one or more standardized (a) resources and (b) specifications, at least in part, enables providing at least one resource that is responsive to at least one user contextual purpose expression, and wherein at least one of such at least one provided resource is monitored as an operating resource during a user computing session for compliance with a specification comprising at least one user contextual purpose expression. 5. A method as in any of claims 1 and 3, wherein such providing of at least one of one or more standardized (a) resources and (b) specifications, at least in part, enables organizing (a) such quality to purpose assertion information sets, and (b) computing resources, at least in part in accordance with contextual purpose expression resource classes where such classes constitute logical resource neighborhood spaces, and where such identification and evaluation environment employs such quality to purpose assertion information sets to at least one of filter and rank, resource members of such contextual purpose expression resource classes. 6. A method as in any of claims 1 and 3, wherein such providing of such at least one of one or more standardized (a) resources and (b) specifications, at least in part, enables organizing (a) effective fact information sets regarding attributes of quality to purpose assertion stakeholder publishers, and (b) computing resources, at least in part in accordance with contextual purpose expression resource classes, and where such identification and evaluation environment employs such effective fact information regarding attributes of quality to purpose assertion stakeholder publishers to at least one of filter and rank, resource members of such contextual purpose expression resource classes. 7. A method as in any of claims 1 and 3, wherein such providing of at least one of one or more standardized (a) resources and (b) specifications, at least in part, enables automatically verifying as true or not true a stipulated effective fact that has been entered in response to a standardized format question or form list. 8. A method as in claim 7, wherein such providing of at least one of one or more standardized (a) resources and (b) specifications, at least in part, enables specification of a stipulated effective fact that comprises at least one of (a) professional, (b) accreditation, (c) employer, (d) employment history, (e) health status, (f) marital status, (g) other family status, (h) credit history, and (i) criminal history, information of at least one of a quality to purpose asserter and an effective fact stipulator. 9.
