The terminal can comprise first program instructions to actively scan one or more domain independent channels in a frequency band, second program instructions to configure the terminal for use in the unknown regulatory domain in response to the terminal receiving regulatory domain information as a result of actively scanning one or more of the domain independent channels, third program instructions to passively scan one or more domain dependent channels in the frequency band in response to the terminal not receiving the regulatory domain information as a result of actively scanning one or more of the domain independent channels, and fourth program instructions to configure the terminal for use in the unknown regulatory domain in response to passively scanning one or more domain dependent channels in the frequency band.

The terminal of claim 1, wherein at least a portion of the regulatory domain information is stored in the at least one non-transitory computer readable medium. 3. The terminal of claim 1, wherein the terminal is configured for use in the unknown regulatory domain in response to passively scanning the one or more regulatory domain dependent channels and the terminal receiving the regulatory domain information in a beacon frame or receiving, over one of the one or more regulatory domain dependent channels, a beacon frame devoid of the regulatory domain information. 4. The terminal of claim 1, comprising an encoded information reading device for outputting decoded message data corresponding to an encoded message. 5. The terminal of claim 1, wherein the at least one processor is configured, by the stored computer program code, to actively scan the one or more domain independent channels by transmitting a probe request over the domain independent channels. 6. The terminal of claim 1, wherein the at least one processor is configured, by the stored computer program code, to passively scan the one or more domain dependent channels by listening to beacon frames without transmitting over the one or more domain dependent channels. 7. A method, comprising: actively scanning, with a terminal, one or more regulatory domain independent channels in a frequency band, the terminal comprising at least one processor, at least one non-transitory computer readable medium storing computer program code, and a wireless local area network (WLAN) interface, the WLAN interface comprising a radio operative in the frequency band;in response to receiving regulatory domain information as a result of actively scanning, configuring the terminal for use in an unknown regulatory domain using the received regulatory domain information;in response to not receiving regulatory domain information as a result of actively scanning, passively scanning one or more regulatory domain dependent channels in the frequency band using the radio; andin response to passively scanning the one or more regulatory domain dependent channels in the frequency band, configuring the terminal for use in an unknown regulatory domain. 8. The method of claim 7, wherein the regulatory domain information is a country information element. 9. The method of claim 7, comprising storing at least a portion of the regulatory domain information on the at least one non-transitory computer readable medium. 10. The method of claim 7, comprising, in response to receiving regulatory domain information in a beacon frame while passively scanning one or more regulatory domain dependent channels in the frequency band, configuring the terminal for use in an unknown regulatory domain. 11. The method of claim 10, comprising storing at least a portion of the regulatory domain information on the at least one non-transitory computer readable medium. 12. The method of claim 7, comprising, in response to receiving regulatory domain information in a beacon frame devoid of regulatory domain information over one of the regulatory domain dependent channels while passively scanning one or more regulatory domain dependent channels in the frequency band, configuring the terminal for use in an unknown regulatory domain. 13. The method of claim 12, comprising configuring the terminal for use over one or more channels that are permitted for use in each of one or more regulatory domains in which the one of the regulatory domain dependent channels is permitted for use. 14. The method of claim 7, comprising determining the regulatory domain independent channels from collective regulatory domain data. 15. The method of claim 7, comprising determining the regulatory domain dependent channels from collective regulatory domain data. 16. A method, comprising: actively scanning, with a terminal, one or more regulatory domain independent channels in a frequency band, the terminal comprising at least one processor, at least one non-transitory computer readable medium storing computer program code, and a wireless local area network (WLAN) interface, the WLAN interface comprising a radio operative in the frequency band;in response to receiving regulatory domain information as a result of actively scanning, configuring the terminal for use in an unknown regulatory domain using the received regulatory domain information;in response to not receiving regulatory domain information as a result of actively scanning: passively scanning one or more regulatory domain dependent channels in the frequency band using the radio;in response to receiving regulatory domain information in a beacon frame while passively scanning one or more regulatory domain dependent channels in the frequency band, configuring the terminal for use in an unknown regulatory domain; andin response to receiving regulatory domain information in a beacon frame devoid of regulatory domain information over one of the regulatory domain dependent channels while passively scanning one or more regulatory domain dependent channels in the frequency band, configuring the terminal for use in an unknown regulatory domain. 17. The method of claim 16, wherein the regulatory domain information is a country information element. 18. The method of claim 16, comprising configuring the terminal for use over one or more channels that are permitted for use in each of one or more regulatory domains in which the one of the regulatory domain dependent channels is permitted for use. 19. The method of claim 15, comprising determining the regulatory domain independent channels prior to actively scanning. 20. The method of claim 19, wherein determining the regulatory domain independent channels comprises parsing collective regulatory domain data.
