The method of claim 2, wherein the flange apertures have a smaller diameter than the ring apertures, so that the flange is configured to form, at the flange apertures, a third seal against the fasteners independent of any compression achieved by the ring. 4. The method of claim 3, wherein the ring is substantially rigid and configured to bear on the outer surface of the flange without substantial deformation, so as to apply a substantially consistent pressure to the two or more endless lip seals to form the second seal against the substantially flat surface. 5. The method of claim 4, wherein the number of the flange apertures and ring apertures provided is dependent on the pressure required to provide, via the fasteners, the substantially consistent pressure to the two or more endless lip seals to form the second seal against the substantially flat surface. 6. The method of claim 3, wherein the plurality of flange apertures are disposed entirely between consecutive ones of the two or more endless lip seals. 7. The method of claim 1, wherein providing the skirt and the flange includes manufacturing the upper seal and the flange from elastic resilient and chemically inert silicone material, and wherein providing the rigid ring includes manufacturing the rigid ring from a stainless steel. 8. The method of claim 1, wherein an upper section of the skirt includes indicia for guiding a cutting of the upper section to provide a guide for cutting the size of the deformable upper seal. 9. The method of claim 1, wherein the two or more endless lip seals are all disposed to flex in a radially outward direction so that any leakage encounters a path of least resistance in the radially outward direction and away from the elongate member. 10. The method of claim 1, wherein the at least in part frustoconical shaped skirt includes a continuous planar surface from the upper periphery to the lower periphery of the skirt. 11. The method of claim 2, wherein the retention flange includes an angled edge configured to bear on and overlap onto the ring to provide a full contact seal between the skirt and the ring and minimize collection of contaminants between the ring and the skirt. 12. A method of providing a peripheral sealing gland configured to form a seal between an elongate member and a substantially flat surface having an aperture into which said elongate member extends, the method comprising: providing an at least in part frustoconical shaped skirt through which the elongate member is to pass and defining, at an upper periphery of the skirt, a deformable upper seal configured to deform about and form a first seal to a periphery of the elongate member;providing a flange having a radially outer edge and an outer surface opposite an inner surface, the flange being integrally formed with the skirt and depending from a lower periphery of the skirt, the flange having two or more concentrically arranged endless lip seals extending from the inner surface, and a plurality of flange apertures disposed entirely between consecutive ones of the two or more endless lip seals; andproviding a substantially rigid ring configured to bear on the outer surface of the flange without substantial deformation, so as to apply a substantially consistent pressure to the two or more endless lip seals to form a second seal against the flat surface when the rigid ring is fastened to the substantially flat surface by fasteners to capture the flange therebetween, the rigid ring having a plurality of ring apertures corresponding to, and co-locatable with, at least some of the flange apertures to receive the fasteners;wherein the rigid ring is substantially non-deformable;wherein the skirt is provided to include, toward the flange, a retention flange forming a circumferential pocket to removably receive the rigid ring and to permit adjustment of the rigid ring relative to the flange to co-locate the flange apertures with the ring apertures; andwherein the flange apertures have a smaller diameter than the ring apertures, so that the flange is configured to form, at the flange apertures, a third seal against the fasteners. 13. The method of claim 12, wherein the two or more endless lip seals are all disposed to flex in a radially outward direction so that any leakage encounters a path of least resistance in the radially outward direction and away from the elongate member. 14. The method of claim 12, wherein the retention flange includes an angled edge configured to bear on and overlap onto the ring to provide a full contact seal between the skirt and the ring and minimize collection of contaminants between the ring and the skirt. 15. The method of claim 12, wherein the flange is configured to provide the third seal independent of any compression achieved by the rigid ring. 16. A method of providing a peripheral sealing gland configured to form a seal between an elongate member and a substantially flat surface having an aperture into which said elongate member extends, the method comprising: providing an at least in part frustoconical shaped skirt through which the elongate member is to pass and defining, at an upper periphery of the skirt, a deformable upper seal configured to deform about and form a first seal to a periphery of the elongate member;providing a flange having an inner surface and an outer surface, the flange integrally formed with the skirt and depending from a lower periphery of the skirt, the flange having two or more concentrically arranged endless lip seals extending from the inner surface, and a plurality of flange apertures;providing a substantially rigid ring configured to bear on the outer surface of the flange without substantial deformation, so as to apply a substantially consistent pressure to the two or more endless lip seals to form a second seal against the flat surface when the rigid ring is fastened to the substantially flat surface by fasteners to capture the flange therebetween, the rigid ring having a plurality of ring apertures corresponding to, and co-locatable with, at least some of the flange apertures to receive the fasteners;providing a resealable split extending from the upper seal to a peripheral edge of the flange; andproviding a compression clamp having at least two opposing pressure application surfaces configured to seal the resealable split;wherein the rigid ring is substantially non-deformable. 17. The method of claim 16, wherein the skirt includes continuous upstands depending outwards from the skirt on each side of the resealable split, the continuous upstands running along the entire length of the resealable split. 18. The method of claim 17, wherein the continuous upstands include complementary mating surfaces configured to form at least the first seal when resealed. 19. The method of claim 18, wherein the compression clamp is configured to form the first seal between the skirt and the elongate member by applying a sealing pressure to mate the mating surfaces and close the resealable split. 20. The method of claim 19, wherein the continuous upstands each include an undercut configured to receive the compression clamp, the compression clamp configured to apply the sealing pressure to either side of the resealable split by continuous contact at the undercut on either side of the resealable split. 21. A peripheral sealing gland to form a seal, between an elongate member and a substantially flat surface having an aperture into which said elongate member extends, said peripheral sealing gland comprising; an at least in part frustoconical shaped skirt through which said elongate member is to pass and defining at an upper periphery of the skirt, a deformable upper seal configured to deform about and form a first seal to a periphery of said elongate member,a flange having an outer surface and an inner surface and a radially outer edge, the flange depending from a lower periphery of said skirt, and the flange including two or more concentrically arranged endless lip seals extending from the inner surface, and having a plurality of flange apertures disposed entirely between consecutive ones of said lip seals;said skirt and said flange being integrally formed;a substantially rigid ring having a plurality of ring apertures, said ring apertures corresponding to, and co-locatable with, at least some of said flange apertures, said rigid ring able to bear on said outer surface of said flange without substantial deformation, so as to apply a substantially consistent pressure to said endless lip seals to form a second seal against said flat surface when said rigid ring is fastened to said substantially flat surface by fasteners to capture the flange therebetween;said skirt having, toward said flange, a retention flange forming a circumferential pocket to removably receive said rigid ring and to permit adjustment of said rigid ring relative to said flange to co-locate said flange apertures with said ring apertures;wherein the rigid ring is substantially non-deformable. 22. The peripheral sealing gland as claimed in claim 21 wherein the number of said flange apertures and ring apertures to receive said fasteners is dependent on the pressure required to provide, via said fasteners, said substantially consistent pressure to said endless lip seals to form said second seal against said substantially flat surface. 24. The peripheral sealing gland as claimed in claim 21 wherein said upper seal and said flange are of elastic resilient material and preferably chemically inert material. 25. The peripheral sealing gland as claimed in claim 21 wherein said rigid ring is made from a stainless steel. 26. The sealing gland as claimed in claim 21 wherein an upper section of said skirt includes indicia for guiding a cutting of said upper section to provide a guide for cutting the size of said deformable upper seal. 27. The sealing gland as claimed in claim 21 wherein said third seal is created independent of any compression achieved by said rigid ring. 28. The sealing gland as claimed in claim 21 wherein the endless lip seals are all disposed to flex in a radially outward direction so that any leakage encounters a path of least resistance in the radially outward direction and away from the elongate member. 29. The peripheral sealing gland as claimed in claim 21, wherein said frustoconical skirt includes a continuous planar surface from said upper periphery to said lower periphery of said skirt. 30. The sealing gland as claimed in claim 21 wherein said retention flange comprises an angled edge to bear on and overlap onto said rigid ring to provide a full contact seal between the skirt and the rigid ring to minimize collection of contaminants between the rigid ring and the skirt. 31. The sealing gland as claimed in claim 30 wherein the circumferential pocket presents an aperture of substantially similar thickness to said rigid ring. 32. The sealing gland as claimed in claim 21 wherein said flange comprises a silicone material. 33. The sealing gland as claimed in claim 21 wherein said two or more concentrically arranged endless lip seals comprise four endless lip seals. 34.
