A washer and fastener combination for use in building construction includes a fastener having a cylindrical shaft, with a threaded end defining one end and a head defining another end, and includes a plastic washer. The washer includes a bottom side and an upper side defining a solid outer surface, and an aperture extending through the washer. A cavity is formed in the upper side at the aperture that defines an opening in the upper side, with the opening defined by the cavity being larger than an opening defined by the aperture whereby the cavity includes a seat that is disposed about the aperture and is recessed from the upper side. The fastener further includes one of either a flange or a secondary washer at the head, with the shaft of the fastener configured for insertion into the aperture with the flange or secondary washer recessed within the cavity.

A washer and fastener combination for use in building construction comprising: a fastener, said fastener including a cylindrical shaft, a threaded end defining one end of the fastener, and a head defining another end of said fastener opposite said threaded end with said head including a head aperture;a plastic washer, said plastic washer including a bottom surface and an upper surface defining a solid outer surface, said plastic washer further including a washer aperture extending through said plastic washer, and including a cavity formed in said outer surface at said washer aperture, wherein said cavity defines an opening in said outer surface, and wherein said opening defined by said cavity is larger than an opening defined by said washer aperture whereby said cavity includes a seat that is disposed about said washer aperture and recessed from said outer surface;wherein said fastener includes one of either a flange or a secondary washer at said head, and wherein said shaft of said fastener is configured for insertion into said washer aperture with said flange or said secondary washer recessed within said cavity, and wherein a flexible seal member is disposed about said shaft between said plastic washer and said flange or said secondary washer with said flexible seal member configured to be recessed within said cavity and contacting said seat when said flange or said secondary washer are recessed within said cavity, and wherein when said flange or said secondary washer are recessed within said cavity said head aperture of said head is disposed out of said cavity and away from said outer surface of said plastic washer. 2. The combination of claim 1, wherein said opening of said cavity is cylindrical. 3. The combination of claim 2, wherein said cavity includes a cylindrical wall disposed between said opening of said cavity and said seat. 4. The combination of claim 1, wherein said plastic washer defines an outer perimeter, and wherein said outer perimeter extends radially beyond said head of said fastener relative to the longitudinal orientation of said shaft. 5. The combination of claim 1, wherein said bottom surface of said plastic washer includes a continuous circumferential sealing surface, and wherein said sealing surface is disposed at a periphery of said bottom surface. 6. The combination of claim 1, wherein said bottom surface of said plastic washer includes a continuous circumferential sealing surface, and wherein said sealing surface is disposed about said washer aperture. 7. The combination of claim 1, wherein said bottom surface of said plastic washer includes a pair of continuous circumferential sealing surfaces, and wherein one of said sealing surfaces is disposed at a periphery of said bottom surface and the other of said sealing surfaces is disposed about said washer aperture. 8. The combination of claim 1, wherein said fastener includes said flange with said flange comprising a generally cylindrical flange, and wherein said head includes said flange and a driver portion extending from said flange with said driver portion including said head aperture, with said head aperture configured to receive a tie member and with said flange and said driver portion being fixedly connected together, and wherein said flexible seal member comprises a circular seal ring disposed over said shaft. 9. The combination of claim 8, wherein said cylindrical shaft does not include threads and has a larger diameter than said threaded end. 10. The combination of claim 1, wherein said fastener includes said secondary washer with said secondary washer comprising a generally cylindrical washer, and wherein said head includes a driver portion and wherein said secondary washer is separate from said driver portion with said shaft extending through said secondary washer, and wherein said flexible seal member comprises a rubberized layer affixed to said secondary washer. 11. The combination of claim 10, wherein said cylindrical shaft does not include threads and has a larger diameter than said threaded end. 12. The combination of claim 10, wherein said head of said fastener further comprises a collar mounted over said shaft at said head end, wherein said collar includes said head aperture, with said head aperture configured to receive a tie member. 13. The combination of claim 1, wherein said fastener further includes a wire tie member forming a loop disposed at said head end of said fastener. 14. The combination of claim 1, wherein said plastic washer is flexible whereby said plastic washer is able to deflect. 15. A method of affixing a washer and fastener combination to a building wall for construction comprising: providing a fastener, said fastener including a cylindrical shaft, a threaded end defining one end of the fastener, and a head defining another end of said fastener opposite said threaded end, and wherein said fastener includes one of either a flange or a secondary washer at said head with said head including a head aperture;providing a plastic washer, said plastic washer including a bottom surface and an upper surface defining a solid outer surface, said plastic washer further including a washer aperture extending through said plastic washer, and including a cavity formed in said outer surface at said washer aperture, wherein said cavity defines an opening in said outer surface, and wherein said opening defined by said cavity is larger than an opening defined by said washer aperture whereby said cavity includes a seat that is disposed about said washer aperture and recessed from said outer surface;providing a flexible seal member disposed about said shaft adjacent said flange or said secondary washer;inserting said shaft of said fastener through said washer aperture of said plastic washer;driving said shaft of said fastener through insulation of a building wall and said threaded end of said fastener into a building frame member of the building wall whereby said fastener is secured to the wall with the insulation disposed between said plastic washer and the frame member with said flange or said secondary washer recessed within said cavity and with said flexible seal member recessed within said cavity and pressed against said seat of said plastic washer by said flange or said secondary washer, and with said head aperture of said head disposed out of said cavity and away from said outer surface of said plastic washer. 16. The method of claim 15, wherein said opening of said cavity of said plastic washer is cylindrical, and wherein said cavity includes a cylindrical wall disposed between said opening of said cavity and said seat. 17. The method of claim 15, wherein said plastic washer defines an outer perimeter, and wherein said outer perimeter extends radially beyond said head of said fastener relative to the longitudinal orientation of said shaft. 18. The method of claim 15, wherein said bottom surface of said plastic washer includes at least one continuous circumferential sealing surface, and wherein said sealing surface is disposed at a periphery of said bottom surface or about said washer aperture. 19. The method of claim 15, wherein said fastener includes said flange with said flange comprising a generally cylindrical flange, and wherein said head includes said flange and a driver portion extending from said flange with said driver portion including said head aperture, with said head aperture configured to receive a tie member and with said flange and said driver portion being fixedly connected together, wherein said flexible seal member comprises a circular seal ring disposed over said shaft, and wherein said cylindrical shaft does not include threads and has a larger diameter than said threaded end. 20. The method of claim 15, wherein said fastener includes said secondary washer with said secondary washer comprising a generally cylindrical washer, and wherein said head includes a driver portion and wherein said secondary washer is separate from said driver portion with said shaft extending through said secondary washer, and wherein said secondary washer comprises a rigid washer and said flexible seal member comprises a rubberized layer affixed to said secondary washer, and wherein said head of said fastener further comprises a collar mounted over said shaft at said head end, wherein said collar includes said head aperture, with said head aperture configured to receive a tie member, and wherein said cylindrical shaft does not include threads and has a larger diameter than said threaded end.
