A kit comprising the bone graft substitute of claim 1, and at least one additional component selected from the group consisting of instructions for the preparation of the bone graft substitute, instructions for the use of the bone graft substitute, tool for insertion of the bone graft substitute into a mammal, tool or vehicle for hydration of a dry form of the bone graft substitute, and an implant to be inserted into the mammal with the bone graft substitute. 4. The bone graft substitute of claim 1, wherein the collagen is type I bovine collagen. 5. The bone graft substitute of claim 1, wherein the bone graft substitute is free of a calcium ceramic component. 6. The bone graft substitute of claim 1, wherein the angiogenic agent comprises one or more polysaccharides. 7. The bone graft substitute of claim 1, wherein the collagen is present at 17-20% by weight. 8. The bone graft substitute of claim 1, wherein the angiogenic agent is present at 1-5% by weight. 9. The bone graft substitute of claim 1, wherein the bioactive glass includes 45% SiO2, 24.5% Na2O, 24.5% CaO, and 6% P2O5. 10. The bone graft substitute of claim 1, wherein the bone graft substitute is hydrated with a cellular material. 11. The bone graft substitute of claim 10, wherein the cellular material is selected from red blood cells, white blood cells, platelets, blood plasma, and/or bone marrow cells. 12. The bone graft substitute of claim 1, wherein, when hydrated, the bone graft substitute is in the form of a stable, viscous formable composition configured to facilitate the placement of the bone graft substitute at a surgical site. 13. A bone graft substitute consisting of a mixture of 17-20% by weight of type I bovine collagen, 1-5% by weight of hyaluronic acid, and 84% by weight of bioactive glass particles, wherein the bone graft substitute is configured to be implanted into a mammal to provide osteostimulative properties for bone formation, wherein the bone graft substitute is in the form of a strip, and when hydrated, the bone graft substitute is changed from the strip to a moldable putty. 14. The bone graft substitute of claim 13, wherein the bone graft substitute is hydrated with a cellular material. 15. The bone graft substitute of claim 1, wherein before hydration, the strip is compression resistant. 16. A bone graft substitute for promoting bone formation, the bone graft substitute consisting of a mixture of a carrier and bioactive glass particles, the carrier being in the form of a semi-rigid collagen-based scaffold having 8% by weight of collagen and 8% by weight of hyaluronic acid, and 84% by weight of the bioactive glass particles,wherein the bone graft substitute is in the form of a strip, and when hydrated, the bone graft substitute is changed from the strip to a moldable putty. 17. The bone graft substitute of claim 16, wherein the bone graft substitute is hydrated with a cellular material. 18. The bone graft substitute of claim 1, wherein the bioactive glass particles include fibers. 19. The bone graft substitute of claim 1, wherein the strip is a compression resistant strip before becoming the moldable putty upon hydration.
