SCS는 밭, 초지, 경사지 등의 토지이용상태에 대한 CN은 제시하고 있으나,논벼에 대한 CN은 주어져 있지 않다. 우리나라에서는 논벼에 대한 CN으로 줄파 또는곡류 작물 등의 값을 적용하는 데, 이들은 미국 중서부의 밭작물에 대한 것으로 논의 수문학적 특성과는 상이하다. 따라서, 유출곡선법의 적용에 상당한 오류가 예상되며, 부정확한 설계 홍수량의 추정으로 농업토목시설이나 수공구조물의 안전에 위험이 제기되어 왔다.본 연구는 논에서의 수문 특성을 현장 조사 및 측정하고, 강우-유출 자료로 부터 논의 최대 저류량, S의 확률적 특성을 분석하여, 선행강우조건에 따른 CN을 추정하였다.추정된 CN은 AMC II의 경우 78이었으며, AMC I, III의 경우에는 각각 63, 88이었다. 논의 강우-유출자료에 의한 CN은 2개년의 제한된 자료로서 년 홍수량 등의 적용여부가 불확실하므로 이를 보완하고, 물고높이나 초기담수심의 영향을 구체적으로 구명하기 위하여 논의 물수지 모형을 구성하였다. 물수지 모형에 의한 배수량은 물고높이나 초기 담수심에따라 큰 차이를 보였다. 물고높이는 인위적인 조절에 따라 변화하는 영농인자로서, 현장자료를 통하여 순별 평균값을 이용하였다. 논의 배수량은 선행강우뿐 아니라 초기담수심에 따라 변화하므로 최대저류량 S를 이용하여 CN을 결정 하기에는 어려움이 따른다. 따라서, 최대저류량의 경우와 같이 담수심의 확률분포함수를 이용하 여 CN을 추정하였다. 담수심의 확률분포는 정규분포함수를 이루고 있으며, 이로 부터 10%, 50%, 90% 확률 담수심을 추정하였다. 물수지 모형을 이용하여 장기간의 논의 유출량 자료를 모의발생하였다.물수지 모형의 입력자료는 기상자료, 물고높이 및 확률분포함수로 부터 구한 담수심 자료이다. 생육시기별 논의 CN을 추정된 유출량으로 부터 계산하고, 확률 담수심에 해당하는CN I, II, III를 결정하였으며, 그 값은 각각 70, 79, 89이었다.본 연구에서 제시된 CN II는 SCS에서 제시하고 있는 줄파작물의 등고선 재배시 수문학적 토양군 B의 79와 일치하였으나, CN I, III는 SCS의 62와 92와 비교하여 그 변화폭이적게 나타났다. 본 연구 결과는 논에 대한 부적절한 CN의 추정으로 인한 문제점을 개선하고, 농경지 유역의 설계 홍수량 추정에 이용 가능하며, 수공구조물의 계획, 설계 등의 실무에 활용할 수 있다.

The runoff curve number method by the US SCS has beenwidely used for estimating effective rainfall from a design storm at agricultural lands orwatersheds. Runoff curve number (CN) is an index for runoff potentials that isempirically defined based on the hydrologic soil groups, land use and treatments, andhydrologic conditions at a hydrological unit. CN has been defined for variousagricultural landuses and treatments, except paddy lands by SCS. When applied inour country, CN for paddies has been misused by assigning valums for small grains orraw crops. However, hydrologic conditions at paddies are significantly different fromthose of small grains or raw crops. This may result in considerable errors orcreating mistakes in applying the method for estimating design runoff, and endangeringthe hydraulic structures under severe storms.This study involves field monitoring of hydrologic characteristics of paddy landsunder common irrigation practice, statistical analysis of maximum retention storage,determination of CNs for antecendent moisture conditions. Curve numbers wereestimated from observed rainfall-runoff relationship of two year data. The estimatedCN for AMC II was 78, and the CNs for AMC I and II were 63 and 88, respectively.The effect of ridge height was investigated since runoff from paddy fields are stronglyinfluenced by ridge height management. Management of ridge height according topaddy rice growth stage is common practice. However the management of ridgeheight is arbitrary. Field surveying of ridge height was conducted and 10 dayaverage ridge height was determined. A water balance model was used to find theeffect of ridge heigh changes and initial pending depth in paddy fields on runoff. Themodel showed that drainage from paddy fields are affected by ridge height and initialponding depth. The probability distribution of initial pending depth was alsoinvestigated. The initial ponding depth followed normal probability distribution. Initialponding depth corresponding 10%, 50%, and 90% probability were considered to beequivalent to AMC I, AMC II, and AMC III. Long-term runoff data from paddy fieldwere simulated by a water balance model using recorded climate data, ridge height andestimated initial ponding depth derived from probability distribution. The estimatedCNs using simulated runoff were 70, 79, and 89 for CN I, CN II, and CN III.respectively.The estimated CN II was close to CN II suggested by SCS for row crop, contourfarming and soil group B condition. But, the estimated CN I and CN III for paddyconditions showed narrow deviation from CN II compared to those suggeted by the SCSfor row crop condition. The results of this study can be used for estimation of CNfor paddy fields, design runoff for agricultural hydraulic structures.
