The National Basic Information System(NBIS), officially started in 1987, is the nationwide computerization project promoted jointly by government and private sector. The NBIS project is aimed at promoting the efficient use of Information Technology in the key functions of the nation. All in all, the first phase of the NBIS project('87~'91) has been successfully completed in many areas, followed by the second phase('92~'96). As a result of the NBIS project, a nation-wide computer network was developed, making possible access to public information and fast delivery of public service and hence overcoming time and geographical constraints. The project was successful in laying the foundation for further development of various applications, especially in local administration offices delivering services to the public. The idea of the first phase centered around the provision of physical network with little consideration of the demand side. The second phase of the NBIS project is built upon the successful implementation of the first phase. Much information once scattered around the departments were getting organized into databases, which reduced cost and time in the administrative process. The second phase of the project, however, is different from the first in many respects. Throughout the first phase, various favorable measures were taken by the govermment to expedite the implementation of the NBIS plan. Budget for the project was set aside, meaning that no prior approval was required for expenditure. Funding based on the preassined budget is an exceptional way of financing a government project. In the second phase, however, the funding mechanism has changed; having to go through the tedious and time-consuming budget process. The coordinating body, the NCB(National Computerization Board), also has changed from one with much discretion to one without much coordinating ability. The NBIS was initiated on the basis of the government leadership which was less visible in the second phase. New technological and economic environment called for the new idea and the new scheme to promote the deployment and use of the IT. The core concept of the NBIS project still lies in the heart of the other informatization policies underway in Korea, such as KII. On top of the initial five component IS of the NBIS, the Industry IS and the Logistics IS joined the NBIS in 1995. Of seven component IS of the NBIS, the National Administration IS(NAIS), the Financial IS(FIS), and the Korean Research and Education Network(KREN0 has showed a significant achievements. The Korean government will be implementing a plan to deliver customer-oriented government services, on the basis of the idea of 'one-stop service and non-stop service'. Various useful information can be accessed and used over the NBIS. The visions, goals and objectives of the NBIS will be effectively achieved when the nationwide information infrastructure is put in place in the timely manner. The NBIS project has set the standard of the following informatization policy. the informatization policy underway in Korea is to envisage virtually most of the ideas of the NBIS.
