본 연구의 최정적인 연구개발 결과와 활용방안 및 건의사항 등을 정리하면 다음과 같다. (1) 관수로 현황과 계획설계 방법 현재 농업용 관수로는 주로 용수지거의 관로화를 대상으로 하고 있으나, 일부 지역에서는 전체 용수조직을 관로 시스템으로 채택하고 있다. 대부분의 관로는 계획, 설계, 시공 상의 문제로 관로내의 퇴적 문제 등이 발생되고 있으며, 상하 필지간의 불균등 급수 등 물관리상의 문제를 갖고 있다. 농업용 관수로는 주로 저압수로를 적용하고 있으며, 계획과 설계 등의 기술적 수준이 외국의 경우에 비하여 열악한 수준으로 관련 기술
본 연구의 최정적인 연구개발 결과와 활용방안 및 건의사항 등을 정리하면 다음과 같다. (1) 관수로 현황과 계획설계 방법 현재 농업용 관수로는 주로 용수지거의 관로화를 대상으로 하고 있으나, 일부 지역에서는 전체 용수조직을 관로 시스템으로 채택하고 있다. 대부분의 관로는 계획, 설계, 시공 상의 문제로 관로내의 퇴적 문제 등이 발생되고 있으며, 상하 필지간의 불균등 급수 등 물관리상의 문제를 갖고 있다. 농업용 관수로는 주로 저압수로를 적용하고 있으며, 계획과 설계 등의 기술적 수준이 외국의 경우에 비하여 열악한 수준으로 관련 기술의 개발과 응용 등이 미비한 설정이다. 본 연구에서는 기존의 관수로 계획설계서를 중심으로 국내외의 관련 기술을 비교하고, 앞으로의 발전 방향을 정리하였는데, 관수로의 수리해석 프로그램의 개발과 응용, 최적 계획법 등의 적용이 필요하였다. (2) 관수로망 최적 배치 프로그램의 개발 관수로는 지형적인 제약이 적으므로 관로의 길이가 최소가 되도록 관로망을 배치하는 것이 경제적이다. 관로망의 배치를 위하여 그래프이론에 따라 관로망을 표현하고, 최단거리 알고리즘을 이용한 최적 관로망 배치 프로그램을 개발하였으며, 공사비와 지형 등 관로망 설치의 제한요인으로부터 가중함수를 구성하고, 대상지구를 선정하여 현장 적용성을 평가하였다. (3) 최적 관경 결정 프로그램의 개발 급수를 위한 각 분수전의 필요수두를 결정하고, 수원공에서부터 포장 말단까지 용수공급이 충분이 이루어지도록 수두를 배분하고, 경제적인 관령의 조합을 결정하는 프로그램을 구성하였다. 주어진 유효 낙차에 따라 코스트포텐셜법을 이용하여 이론 관경을 우선적으로 결정하고, 선형계획법으로부터 규격 관경을 선정하는 프로그램을 개발하였으며, 기존의 설계지구에 적용하여 개발된 프로그램의 현장 적용성을 평가하고, 기술자들이 쉽게 이용할 수 있도록 전·후처리 프로그램을 개발하였다. (4) 혼합수로 최적 설계 프로그램의 개발 용수조직의 산정은 수리적인 조건, 지형조건, 관련 기술수준, 기존의 수로 형태 등을 고려하여 결정하지만, 실제적으로 경제적인 요소인 공사비가 중요한 부분을 차지하므로 경제적인 용수조직을 설계하기 위하여 용수조직별 수리조건을 저으이하고 수리검토를 하였으며, 개수로, 관수로의 설치 공사비를 고려하여 혼합수로 최적 설계 프로그램을 구성하고, 용수조직 형태별 공사비를 비교하였으며, 현장 적용을 통하여 실무 적용성을 평가하였다. (5) 저압 관수로 수리계산 프로그램의 개발 용수지거 관로 형식으로 개방식과 폐쇄식을 적용하는데, 이와 같은 저압 관수로 시스템에 대한 지점별 압력과 유량 등을 계산할 수 있는 프로그램을 구성하고, 용수지거 관로를 대상으로 급수현황 등의 현장조사를 실시하고 수리계산을 통하여 그 적용성을 검토하였다. 연구 결과로부터 저압 용수지거 관로의 계획, 설계 및 물관리에 필요한 자료를 검토할 수 있었으며, 대상지구의 수리현상에 적용하여 현장애로 문제를 해결하도록 하였다. (6) 고압관수로 수리계산 프로그램의 개발 : 정상류 해석 관로망의 구간별 수압-유량 등의 관계를 해석할 수 있는 비선형 수리계산 프로그램을 구성하고, 실제 관로조직을 대상으로 설계 최대유량과 상시 유량 등에 대한 수로조직에서의 수리적 특징을 분석하는 데 적용하였다. 연구 결과로부터, 관로조직의 설계에 대한 수리검토와 기존의 관로망에 대한 거동해석과 평가, 물관리를 위한 밸브조작 등에 적용이 가능하였으며, 용수간지선을 관로화한 관수로망에 대한 수리적 검토가 이루어지도록 하는 프로그램을 개발하고, 그 응용성을 평가하였다. (7) 고압관수로 수리계산 프로그램의 개발 : 비정상류 해석 관로망의 계획을 위해서는 펌프의 개폐, 밸브의 조작 등에 의한 수격압의 해석을 필요로 하는데, 이를 위하여 유한차분법을 적용한 비정상류 수리계산 프로그램을 구성하고, 실제 관로망을 대상으로 펌프 개시에 따른 지점별 수격압을 계산하여 적용성을 검토하였으며, 관로화 용수지거의 유말공 밸브 조작에 따른 비정상류 해석을 실시하여 적절한 밸브 조작방법을 제시하였다. 관로망의 계획시 부하 하중의 설계에 필요한 비정상류 해석의 기본적 이론을 정리하고, 수격작용의 발생원인별로 수격압 계산을 위한 수치 모델을 구성하고, 그 결과를 실제 관수로 설치지구에 적용하여 현장 적용성을 검토하였다. (8) 혼합수로조직의 수리계산 프로그램의 개발 기존의 용수조직의 거의 대부분은 개수로로 이루어져 있으나, 최근에 용수지거에 대하여 관로화가 추진되어, 일부 용수조직은 혼합수로조직으로 구성되는 경우가 많으므로 이를 체계있게 검토할 수 있도록 유입부, 유말부 등의 경계조건을 산정하여 관로망의 계획과 기존 시스템의 평가 등을 위한 프로그램을 구성하고, 그 적용성을 검토하였다. 개발된 프로그램의 현장 적용성을 검토하고, 농업용수로의 계획, 설계, 평가, 물관리 방안의 검토 등의 목적에 부합하는 수리 검토 방안을 수립하였다. (9) 농업용수의 다목적 고도이용계획 농업용 수자원의 효율적 이용을 위한 방안으로 농어촌 용수로써의 활용과 인접도시의 생공용수 공급, 친수환경조성 등에 대한 검토가 필요하며, 홍수조절 기능 등을 검토하여 농업용 수자원의 다목적 이용방안을 계량화하였다. 용수조직의 관수로화로 인하여 친수공간을 조성하는 등 농업용수의 고도이용 사례를 조사하였으며, 그 현실화 방안 등을 위한 연구를 실시하였다. 본 연구에서는 농지의 전용 등 몽리면적의 변화에 따른 농업용수의 이용방안을 고찰하고, 농업용수의 다목적 이용사례를 조사하였으며, 국내외의 농업용수의 다목적 고도이용 방안에 대하여 고찰하므로서, 우리 설정에 맞는 농업용수의 고도이용 체계를 구상하도록 하였다.

The results from the research are as follows: (1) Present Status water delivery systems are in forms of open channel, but a few districts are implemented with closed conduit systems of various types. And the number of such districts is increasing though a slow rate. Existing conduits are often facing engineering and management problems such as silting, malfunction, improper water uses, and unequal water distribution within an irrigation unit. Typical systems adopts a low-pressured type as applied to sub-laterals, while pressured systems are also being installed at few districts. The engineering methods being used for planning and designing the new systems were found to be simple, and not sophisticated enoght to fore-sight all problems mentioned above. The techniques were compared with those being currently used in developed countries, with drawbacks found at conventional methods. These may well justify the contents and scopes of this research projects. (2) Developing Mathematical Models for Optimizing a Pipeline Network Positioning hydrants and pipeline networks for a proposed district was formulated to ensure the shorter pipe lengths and/or least costs. Proximity method, 120°method, least length method, and least cost method were formulated and mathematical models developed. The program was incorporated with physical and managemental constraints such as construction cost, topography, and hydrant locations. The models were applied to a hypotechincal site with presumed hydrant positions, and the results from the four methods compared. It was demonstrated that the proposed models identify the shortest pipe lengths and/or the least cost lines, given proper hydrant positions. (3) Developing an Optimal Model for Determining Pipeling Diameters. An optimal model for determining pipeline systems was formulated that considers hydraulic heads, head distributions, and hydraulic head losses within a system. The model was tested with field conditions and compared ith conventional layouts. The results showed a significant saving in pipeline costs could be achieved by applying the model. Pre- and post- processors were developed that may help potential users in their field applications of the model. (4) Developing Mathematical Models for Analyzing Low-Pressured Pipe Flow Two types of conduits are being used as sub-laterals, closed and open pipe flows. The flow at such pipes is characterized to be of low-pressured type, and modelled mathematically. The model was formulated and tested with field data from a project site. The results showed that the model was applicable to the planning and design of such pipelines and also to comparing different water distribution schemes. (5) Developing a Mathematical Model for Analyzing Pipe Network Flow: Steady-State Flow Simulation A nonlinear flow simulation model was formulated that is applicable to analyzing pipe network flow. It was applied to simulating flow conditions along different nodes and segments at an existing pipe network, given the maximum and most frequent flow rates. The results indicated that the model is applicable to evaluating the system performances under different operational schemes. (6) Developing a Mathematical Model for Analyzing Pipe Network Flow: Transient Flow Simulation A finite difference scheme was adopted to formulate a mathematical model that is capable of simulating transient flow resulting from pump operations and valve closes. Water hammer resulting from pump operation was simulated using the model, as it was applied to an existing pipe network. The variations of pressure along the network evaluated, which are important to the design of pipe materials. (7) Developing Mathematical Models for Analyzing Flow Characteristics on Combined Channel Types A mathematical model was formulated to simulate flow characteristics along water courses at an irrigation system having both open channel and pipe netowrks. The boundary conditions between the two different flow types are adequately defined in the model, which is, thus, applicable to evaluating such complex systems. Initial runs indicated that the model is capable of simulating water profiles along the courses, and thus of reflecting adequately the system conditions. (8) Reviewing Multi-Purposed, High-Level Uses of Agricultural Water Resources Coping effectively with rapid changes in agricultural activities in a region where the water was used conventionally for agricultural purposes, the feasibility of diverting the resources to other purposes such as domestic and industrial uses at nearby towns and cities, was reviewed and some examples presented. Multi-purposed water uses appear feasible from the review, but further studies need to be implemented to explore possible alternatives. And high-level utilization of agricultural water was reviewed based on Japanese projects, where scenetic sites were constructed using the water along the courses for a newly installed pipeline network.
