o 본 연구는 최근 들어 지역발전을 위한 새로운 패러다임으로 더욱 부각되고 있는 지역혁신체제(Regional Innovation System)를 충북의 산업적 특성과 혁신기반을 토대로 한 클러스터 분석을 통해 재조명해보고 이를 토대로 오창테크로파크 조성을 통한 지역혁신체제 구축방안을 모색하는데 목적이 있음

o 충북은 17중심의 오창과학산업단지(완공)와 BT중심의 오송생명과학단지(국가공단) 조성을 통해 우리나라에서 손꼽히는 ′Learning Region′을 지향하고 있는바, 최근 충북의 산업구조는 지식산업 비중이 크게 높아지면서 미래 신산업 집적지로서의 잠재력을 확충해나가고 있으며, 특히 청주-청원-진천-음성을 잇는 중부고속도로 주변으로 많은 벤처기업들이 입주하면서 이들 중심의 산업클러스터가 크게 부각되고 있는 여건변화를 최대한 활용하고자 함.
o 집적도 계수 k 를 통해 충북의 혁신클러스터 현황을 산업생산체계, 기업지원체계 및 과학기술체계 등으로 나누어 살펴보면, 전반적으로 클러스터 성숙도가 강화되고 있는 것으로 확인됨.
o 한편 충북의 지식기반지수 순위가 전국 16개 광역자치단체 중 4위 도단위 광역자치단체 중 1위를 기록할 만큼 무수한 토대를 갖추고 있는 것으로 평가되고 있어 차세대 성장동력산업 육성의 청신호가 되고 있음
o 결국 지역혁신체제는 지역의 혁신역량을 결집하는 구심체가 필요하며 이러한 의미에서 충북형 오창테크파크의 설립은 충북의 지역혁신체제 구축에 지대한 영향을 미칠것임
o 따라서 지역혁신체제 구축을 위해서는 지역산업 및 지역역량을 반영한 특화된 혁신클러스터 육성이 관건이며, 혁신주체로서의 오창테크노파크 조성은 충북의 지역발전을 위해 긴급성을 요하는 정책과제가 될 것임

This study aims to explore the patterns of knowledge activities in the clusters of Chungbuk through knowledge-based industries. Based upon the result of the analysis, it recommends policy options and tools to develop regional innovative clusters to both central government and Chungbuk Province.
The study is organized as follows: Chapter II reviews theoretical background on regional innovative clusters, policies on regional innovation strategies of the central government, and the role of technopark related to Regional Innovation System (RIS). Chapter III analyzes the presence of regional innovative clusters in Chungbuk Province areas. Chapter IV examines the needs to promote a technopark project. in Chungbuk Province. Chapter V provides the strategies for building up Ochang Technopark in Chungbuk Province. Chapter VI contains policy implications to develop successful technopark in Chungbuk Province.
In identifying the pattern of Chungbuk Province′s knowledge dusters, this study used the geographical concentration index, which is the dispersion parameter k of negative binomial distribution. This study selected a methodology developed by statisticians for determining whether events(such as insects per square meter, bacteria per colony, or defects per production facility) are spatially distributed in a uniform, random, or contagious patterns. In this study the events are the presences of manufacturing establishments in a minimum adminstration area. If the observed spatial distribution of establishments for an industry are approximated by negative binomial distribution, the exponent k of the negative binomial distribution(referred to as the dispersion parameter) may be used as a measure of extent on contagious behavior among establishments in an industry. The estimated k values are the index of Chungbuk Province knowledge-based industry dusters propensities.
The findings indicated that knowledge-based industries are spatially clustered in Chungbuk Province areas. Specifically, nine knowledge-based industry′s establishments were nonrandomly distributed, which fitted the negative binomial distribution in 2001. Chungbuk Province areas may have a remarkable advantage in developing the knowledge-based industries with establishments clusters. The current industrialization policy, focused on industry-cluster promotion of biotechnology and information technology industries, must be continued as developing regional innovation cluster.
Brief review on the development process of regional innovative clusters in Chungbuk Province reached the conclusion that innovative clusters have been developed in a step-by-step process, starting with simple production clusters, moving next to R&D clusters and on to innovative clusters. Most clusters are performing parts of a value-adding chain, lacking many essential capabilities to pursue technological innovation.
Also, the central government plays an important role in developing regional innovative clusters. The RRC policy program pursued by the Ministry of Science and Technology is the case. It aims to establish a regional research network among research agents who have a common interest in regionally specialized technologies, and to strengthen their technological capability.
This study examines the theoretical background and industrial policy issues concerned with building a Regional Innovation System(RIS) to foster regional industry in Chungbuk Province. Since the 1990′s, the RIS has been highlighted as one of the new industrial development strategies in a knowledge-based economy. It can be understood that the RIS is related to the concepts of innovation systems, industrial clusters and networks, which contributes to the development of regional industries by boosting innovations. To promote the growth of regional industries in a knowledge-based economy, therefore, the significance of policies for building the RIS is highly valued. And the region-specific innovation system is important because of various industrial conditions and potentials of each region.
The technopark can be seen as an organized space, where technology and R&D are given priority, and where an evolving technical culture leads ultimately to successful innovations. The crucial parts in the regional innovation system are the institutions that stimulate innovation and those specialized in the provision of research expertise to other players in the region. The existence of a technopark, defined as the spatial agglomeration of knowledge activities and business, may be an essential catalyst in the innovation process. The technopark can evolve and may become a technopole once cooperation structures between different units raise the emergence of recognizable specific competence, proving its ability to attract new productive organizations. The most successful technoparks tend to have been managed by the leader with a leadership and vision, and with the strong cooperation and involvement of local universities and government.
Ochang Technopark can be considered an engine of the regional innovation system. It provides the support system in aspects of incubation, cooperation of research and development, information, proto-type production, education and training. Funding institutions for developing Ochang Technopark consist of central government, Chungbuk Province, universities, and private sector. Ochang Technopark will contribute to the building of regional innovation support system and institutional development. It will form important conditions affecting the incidence of research activities and high-technology spin-offs in it′s area over time. In the long run, Ochang Technopark will become growth poles of regional development, planned clusters and engines of regional innovation system.
Finally, policy implications can be derived as follows: It is important for building the regional innovation system to strengthen the regional competitiveness. For this purpose, it needs to set up a regional system of technological innovation congruent to knowledge-based economic development mechanism. If the regional system of technological innovation is embedded into a region, that region can have a strong regional innovation system. In order to build a strong RIS in the region, it needs to plan regional innovation strategy centered to regional government. Ochang Technopark has important roles for building cooperation and trust among players in the region. The innovative outcome emerges mostly from collaboration. Also, Ochang Technopark has to make links and interactions among Chungbuk Province, universities, and supporting agencies for strengthening the regional innovation system.
