Nuclear energy has been the energy South Korea has been heavily relying on, and will be so in the foreseeable future. However, it has been and will be problematic because of its potential dangerousness of operation and difficulty of finding nuclear waste disposal sites, both spent fuel/high-level waste and low- and medium level waste.South Korean Government still wants to increase nuclear power for energy need and to find the low and medium level waste disposal site, and later interim storage of spent fuel. The government''s energy planning has been challenged by the local residents shouting 'Not in my backyard!' and anti-nuke environmentalists. Under the circumstances, the National Assembly passed a special law in March 2005 providing astronomical financial aids to the local government that would accept the waste disposal site in that law the local vote is the final and essential requirement for site decision-making.Now, local voters will decide the fate of nuclear facilities. The local opinion leaders are thus an important research target group in this research project, because they influence their local people. They are the so-called power elite in their community. As a matter of fact, the local council denied even discussion of nuclear waste disposal site in 2000 in Buan County and elsewhere.This research project starts to make an inquiry: who are the local elite or opinion leaders; what they think; and what are their knowledge and perception of nuclear energy and waste. They are local council members, up/myon leaders, school teachers and journalists. Selected opinion leaders are 490 local councilmen, up/myon leaders, school teachers and journalists: 95 Kijang County; 104 Wooljin County; 93 Kyungju City; 97 Youngkwang County; and 101 Samchok City. However, 184 responses are collected, that is 37.55 percent from local opinion leaders. Also, 383 responses from the local people, or grass-root level are collected for a comparative analysis with the local elite group.Hypotheses to be tested in this research are:1. Local leaders'' opinions have positive correlations with nuclear facility policy factor, policy process, policy implementation.2. Local leaders'' opinions have negative correlations with policy target factor and policy acceptance.Findings are:Local opinion leaders are negative on nuclear facilities; however, acceptance of nuclear power plant is higher than nuclear waste disposal site.Local people''s acceptance level is not very different from their leaders''.Policy suggestions are:Local leadership people and local people are not scientists. Their perception of danger from nuclear facilities is high. So risk communication between nuclear scientists/industrial executives and the local opinion leaders/local people should be enhanced. The basic scientific education on nuclear facilities is a must.Democratic process is badly needed. The local elite and local people have been alienated from the decision-making process. They should be participants in the decision-making process from site decision to the monetary distribution/allocation of 3000 billion won during the construction period and annual income of 85 billion won in the forthcoming disposal site to future local community development. All want to participate in order to improve their quality of life.
