1. Alberta는 캐나다에서 가장 부유할 뿐만 아니라 고등교육을 받은 인구 비율이 가장 높은 주임. 농업과 에너지 분야에 강점을 갖고 있고, 특히 천연가스와 원유 매장량 규모는 세계 2위임. 에너지 고갈 이후를 대비해서 일찍부터 정보통신기술 분야를 미래 주요 성장동력으로 선정하고, 이를 집중 육성하기 위한 노력을 기울이고 있음. 특히 Alberta는 IT 강국인 한국과의 과학기술협력 및 교류에 적극적인 관심을 표명하고 있어, 전략적 파트너로서의 가치와 활용 가능성이 높음.
2. 한국 과학기술부 및 강원도와 캐나다 Alber
1. Alberta는 캐나다에서 가장 부유할 뿐만 아니라 고등교육을 받은 인구 비율이 가장 높은 주임. 농업과 에너지 분야에 강점을 갖고 있고, 특히 천연가스와 원유 매장량 규모는 세계 2위임. 에너지 고갈 이후를 대비해서 일찍부터 정보통신기술 분야를 미래 주요 성장동력으로 선정하고, 이를 집중 육성하기 위한 노력을 기울이고 있음. 특히 Alberta는 IT 강국인 한국과의 과학기술협력 및 교류에 적극적인 관심을 표명하고 있어, 전략적 파트너로서의 가치와 활용 가능성이 높음.
2. 한국 과학기술부 및 강원도와 캐나다 Alberta주의 과학기술분야 교류와 협력증진을 위해 체결된 연구개발협력의향서의 구체적 후속조치로 2005년 5월에 국제과학기술포럼을 개최함으로써, 실질적인 상호교류의 확대와 중장기 협력기반의 구축에 기여했음. 또한 이들 두 건의 연구개발협력의향서에 의거해서, 포럼 행사는 과학기술부, 강원도, Alberta주의 3자 주최의 공동행사로 추진되었음.
3. 과학기술 분야의 한-Alberta 협력은 이제 막 첫걸음을 시작하는 단계임. 한-Alberta 과학기술협력 추진을 위한 기본전략은 한국의 중앙정부(과학기술부)와 지방 정부(강원도)가 캐나다 지방정부(Alberta)와의 2원적 협력시스템을 유지하면서, 이를 지속적으로 확대 $\cdot$ 발전시켜 나가는 형태를 기본 틀로 하도록 해야 할 것임. 이를 위해 연도별 목표를 명기한 실행계획과 단계별 추진전략을 수립함으로써 협력방안의 구체화가 이루어져야 할 것임.
4. 한-Alberta 과학기술협력을 위한 추진과제는 다음과 같음. 첫째, 협력기반 구축의 관점에서 과학기술포럼의 지속 추진 및 협력거점의 설립이 필요함. 둘째, 교류협력 활성화의 관점에서는 대학이 중심이 되어 대학원생 및 박사 후 과정을 위한 연수 및 교류 프로그램을 운영해야 함. 셋째, 공동연구 및 투자 확대를 위해서는 국제공동연구사업의 규모 및 범위 확대, Innovation Center의 설립, 과학기술정책 분야에서의 관련기관 협력 등을 추진함

Alberta has a lot of advantages. Alberta has a lot of advantages. Alberta has had the fastest growing economy in Canada over the past 20 years and Albertans have the lowest overall tax burden and the highest levels of personal disposable income in Canada. In terms of GDP per capita, Alberta is the only Canadian province to rank above the United States average.
Organizations looking to do business in Alberta find that business costs in Alberta are among the lowest in the world, as demonstrated in the 2004 KPMG Competitive Alternatives international study. In addition, businesses benefit from Alberta''s advanced technology infrastructure. Alberta is the most wired province in Canada. Alberta''s SuperNet, a high speed broadband network linking approximately 4,200 government, health, library and education facilities in 429 communities province-wide, will be completed in 2005.
Organizations doing business in Alberta will also find that Alberta''s workforce is productive and knowledgeable. Alberta has a well established educational, research and development infrastructure.
As of 2005, the Alberta government is debt-free. This gives Alberta the chance and the
ability to focus on planning for the future. No other province can boast about having a ${\$}1$ billion Ingenuity Fund or a ${\$}1.4$ billion Medical Research Fund in Canada.
These Alberta advantages are not a stroke of good luck. They are a product of good provincial planning and responsible fiscal and social policy. Alberta government has created a 20-year plan, to build on the province''s strong economy and ensure long-term prosperity and an excellent quality of life. ' Unleashing Innovation ' is a key pillar of Alberta government''s strategy, and the Ministry of Innovation and Science champions this strategy.
The Alberta government is working on strengthening its capacity for innovation. Albertans are committed to increasing collaboration between industry, government and learning institutions to foster innovation and international cooperation. They do this because they see innovation as the key to continued prosperity and a better quality of life for all Albertans.
Alberta have had a good economic and diplomatic relationship with Korea. For example, Korea is Alberta''s 4th largest trading partner. Especially Alberta and Gangwondo already have a long standing relationship. They recently celebrated the 30th anniversary of their Sister province relationship.
Alberta have signed Letter of Intent on Research and Development Cooperation with MOST(Ministry of Science and Technology in Korea) in 2004. Based on this agreement, the 1st Alberta-MOST-Gangwondo Science & Technology Forum was held in 2005, participated in by scientists and engineers from both regions. Next year 2nd Alberta-Korea Forum will be held in Alberta.
Alberta also have signed Letter of Intent on Research and Development Cooperation with Gangwondo in 2005. This agreement focuses on information and communication technology, biotechnology in agriculture, electronic medical appliances, advanced materials, personnel exchange and joint research projects. By signing these agreements, both Alberta and Gangwondo are committing to promoting opportunities for joint research and development activity that will contribute to the development of science and technology in both regions.
Alberta and Korea are emerging as ideal partners for cooperation in many areas. Alberta is ready to learn more from Korea in its areas of expertise and is willing to share Albertan knowledge in return. Why are Alberta and Korea a good fit? It makes sense that Alberta and Korea become partners since both share research priorities.
- The Alberta government has made significant investments in ICT infrastructure and recruitment of leading researchers. Whereas Korea has expertise in manufacturing and ICT.
- Both Alberta and Korea are striving to be the R & D hubs in North America and Asia repectively.
- Both Alberta and Korea are early adopters of broadband technology.
- Researchers in both Alberta and Korea can take advantage of the recently connected networks between the two regions that can provide up to 10 giga bits per second.
- Korea has world-renowned expertise in manufacturing capabilities and information technologies. Whereas, Alberta, rich in natural resources, can benefit from Korea''s expertise in manufacturing and ICT and use it to develop new high-tech products from Alberta''s natural resources.

Alberta and Korea can derive mutual benefits through cooperation in science and technology. However, the desirability of cooperation does not necessarily lead to actual cooperation, as there exist various barriers to cooperation. There are two kinds of barriers for Alberta-Korea S & T cooperation. One is the geographical distance that keeps the scientists of the two regions apart, and the other is the institutional and cultural distance that makes it difficult for the scientists to collaborate. In order to promote and facilitate Alberta-Korea cooperation in science and technology, such barriers need to be lowered and it is the very task that both governments can and must do it best.
